About 30 students in the fourth batch of the Financial Management Training School have completed their training and will graduate in December 2013. The fifth batch of about 30 students is currently in session. Similarly, the sixth batch of the In-Service Basic Procurement Course delivered by the Liberia Institute of Public Administration was completed in October: a total of 28 students graduated. Implementation progress has been mixed: strong performance in most of the activities and slow progress in others. Consequently, the government requested, and IDA approved, an extension of this project from the original closing date of December 31, 2013 to December 31, 2014. This restructuring did not change the PDO, but the Result Framework was Page 1 of 6 The World Bank Report No: ISR12024 revised to fiully align it with the PDO and irrelevant indicators dropped. Additional time was given to allow the completion of Technical Assistance activities to strengthen the capacity of Ministry of Lands Mines and Energy (MLME)to monitor and inspect commercial mining operations. Three major contracts accounting for approximately 80 percent of the undisbursed project funds ($2m) are expected to be awarded by end of November. Among these is the TA contract for the MLME. Public Disclosure Copy A number of issues raised in the last reporting have been addressed. Project Management Structure and Oversight was streamlined by combining the Board of Financial Management Training School with the Project’s National Steering Committee due to significant overlapping of members in both structures. This has reduced duplication of agenda and improved the efficiency of the meeting. At least three meetings of have been held following this merger, the last one being in October 16, 2013.. Finally, following the expiry of financing for the FMTP School on June 30, 2013, related activities have been absorbed by the Integrated Public Financial Management Reform Project (IPMFRP) . Financing for the IPTP will end with the closing of the original project on December 31, 2013, and its activities will similarly be absorbed by the IPFMRP. It is expected that this will continue until both programs are transferred to the University of Liberia in January 2016. There has also been some progress with respect to the strengthening of institutional capacity of PPCC. The drafting of the PPCC regulations and Manuals is on course for completion in December 2013. Additionally, negotiations are underway with a consultant to provide Compliance Advisory services. After a delay caused by the unavailability of the selected consultant, the PPCC is finally shortlisting for a candidate to develop its strategic plan. Financial management arrangements has continued to be satisfactory. The original project has disbursed 99 percent while the AF has disbursed 62 percent. Procurement Management is now rated as satisfactory due to clearances of a number of outstanding procurement transactions, an approval of an updated procurement plan and outstanding procurement status, and good procurement records keeping. Overall project management is rated moderately satisfactory.
