Exiting or replacing displaced beneficiaries will not be permitted during that period. Displaced beneficiaries that return to the PSNP woreda within one-year will be entitled to receive all benefits from the absence period. - Temporarily displaced people that are hosted in PSNP woredas may be assisted through the woreda contingency budget based on the community assessment on their eligibility. In situations of protracted displacement within PSNP host communities for at least two years, woredas will be allowed to relax the “3-year community membership rule to include displaced families into the program if they comply with the poverty/ vulnerability eligibility criteria. With support from the Bank the program will develop and implement a screening tool to assess and address risks related to displacement. Thus three actions are planned: a) Develop wereda IDP screening tool January-July 2021 FSCD b) Develop and roll-out instructions regarding keeping displaced January-July 2021 FSCD people on payrolls for 12 months c) Consult with regions on eligibility rules for protracted displaced January-July 2021 FSCD people/ IDPs integrated in host communities for more than 2 years 12 | P a g e THE WORLD BANK - ENVIRONMENTAL AND SOCIAL COMMITMENT PLAN (ESCP): VERSION 2.0 – July 2019 MATERIAL MEASURES AND ACTIONS TIMEFRAME RESPONSIBILE ENTITY/AUTHORITY 1.6 If activities to be financed under the CERC go beyond activities covered Prior to implementation of CERC activities FSCD under the ESMF, an annex to the ESMF will be prepared prior to implementation of CERC activities.
