Although project implementation remains substantially on track, its implementation rating has been downgraded. This is because of delays in the implementation of critical activities, such as the civil works in PIS, closing of the Mbeubeuss landfill and implementation of the remaining RAPs activities. What follows is an update of the implementation status of key project activities. (A) Construction of Dakar - Dianmiado toll road component 2. The toll road has been fully operational since August 2013, and traffic levels are currently above projections. The civil works to extend the toll road to the new airport have started and should be completed on schedule. (B) ROW clearance, development Tivaoune Peulh (TP) resettlement site and implementation of Mbao forest management plan component 3. TP resettlement site. All of the required socio-economic infrastructure required for the TP resetlement site, including the construction of the sewage treatment plant, has been fully completed. The school, medical center and community center in TP are substantially operational. GoS is working with the water agency (ONAS) to ensure the long term Operation and Maintenance (O&M) of the sewage treatment plant. 1However, the market is still not operational. The flow Project Affected Peoples (PAPs) moving into the TP resettlement site has picked up over the last six months, and GoS expects that about 1,000 PAPs will have been resettled at TP by June 2016. 4. Decomissioning of Mbeubeuss landfill. No progress has been made by Government of Senegal (GoS) over the last several months in the decomissioning of the Mbeubeuss landfill and comissioning of the Sindia landfill. Without the comissioning of the Sindia landfill the decomissioning of the Mbeubeuss cannot go ahead. The GoS is currently consulting all stakeholders on the matter to come up with a sustainable solid waste management solution for Greater Dakar. 5. Mbao forest management plan. The Implementation of the Mbao forest management plan, valued at about US$1 million, has been substantially completed. A second phase of about US$1 million will be funded using project savings to further enhance project impacts. (C) Restructuring of the Pikin Irregulier Sud (PIS) area component 6. The flood protection, road works and socio-collective works in the PIS area have commenced on the ground. However, their implementation is behind schedule due to slow liberation of work sites, slow mobilization of contractors and delays in the finalization of the works execution studies. GoS remains confident that all of the planned works shall still be completed by the contractually stipulated date.
