In November 2019, the MoSP achieved DLI10 related to completion of inspection of GMI program based on analyzed discrepancies found during data exchange with external databases. this achievement triggered disbursement of US$10 million to the State Budget. The MoSP has made all the necessary steps to achieve another DLI related to implementation of the national rollout of activation services for work-able GMI beneficiaries. Achievement of this DLI is expected by the end of December 2019 and would trigger disbursement of USD$15 million. Despite the significant achievements of the first stage of the GMI reform the ongoing 12/9/2019 Page 2 of 12 The World Bank Implementation Status & Results Report Social Safety Nets Modernization Project (P128344) fiscal pressures and high poverty call for continuing reforms. GMI expansion was crowed out by he scaled-up HUS that was introduced back in 2014 as a key mechanism to ensure that the significant increase in gas tariffs could be socially sustainable. The HUS has grown unsustainably large. By 2017, the program became the largest social assistance program reaching close to half of the country’s households (6.5 million), while the GMI coverage dropped in 2018. In 2019 the World Bank team and the MoSP have worked out changes to the GMI that are aimed to gradually increase the coverage of the GMI and help to achieve PDI 1. These changes to the GMI program will be implemented in 2020. There is a need to rebalance the fiscal resources from HUS to GMI for improved effectiveness of the overall SSN spending. The new wave of GMI expansion should start in Comments: 2020 and would require changes to the eligibility rules that would increase the income guarantee to the level of the subsistence minimum in combination with stronger work requirements.
