Construction of transmission enhancement component by PGCB has advanced with an overall progress of 98%, restoration of Keraniganj substation and construction of a small segment of 132 kV line connecting the substation continue. All outstanding activities of the project including implementation of TA by BREB are expected to be completed by the Credit Closing Date (June 30, 2021). 1/13/2021 Page 1 of 9 The World Bank Implementation Status & Results Report Bangladesh: Rural Electricity Transmission and Distribution Project (P129920) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance -- High High Macroeconomic -- Substantial Substantial Sector Strategies and Policies -- Substantial Moderate Technical Design of Project or Program -- Low Low Institutional Capacity for Implementation and -- Moderate Moderate Sustainability Fiduciary -- Substantial Substantial Environment and Social -- Substantial Moderate Stakeholders -- Low Low Other -- Moderate Moderate Overall -- Substantial Substantial Results PDO Indicators by Objectives / Outcomes Reduce system losses in the rural distribution network of primarily the eastern part of Bangladesh IN00922369 ►Electricity losses per year in the project area (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 13.00 9.10 9.20 10.50 Date 30-Jun-2013 15-Jun-2020 07-Dec-2020 30-Jun-2021 Additional insights: Losses in the project area decreased to 7.6% in February but increased to 9.2% in December due to COVID. In the COVID, demand and sales revenue decreased and utilization of the expanded network has reduced obviously. The losses went up to 9.5 in June-September but are declining Comments: with the economy has started to recover from June. This trend is expected to continue amid the COVID and the losses may finally reduce to around 7% in the end of the project. Two PDO Indicators and four Intermediate Results Indicators have already surpassed the end-of-project targets in the COVID. Although the project serves in the mid-stream of rural electrification (that creates additional corridor and expands network capacity to deliver higher energy) and does not address directly new access or connections, it facilitates the access agenda. It is estimated that the project has helped increase about 5 million of new consumers and that existing consumers are getting increased supply of energy. At this stage, one SCADA for one substation of one PBS, one 132 kV feeder (to be integrated with a fault locator and GIS ) is in procurement stage with PBS fund to automate the PBS on pilot basis. This will gradually cover the other areas of the PBS (starting with Comments: one substation to cover 6 other substations and other feeders) so that the Q&R indicator of electricity supply may be monitored. This will focus on outage management system mainly and therefore may not be enough for a reliability index. At present BREB has no automated method to measure SAIDI and SAIFI that they agree with Power Division as KPIs. Manual method to calculate SAIDI and SAIFI is used which is susceptible to errors. 1/13/2021 Page 5 of 9 The World Bank Implementation Status & Results Report Bangladesh: Rural Electricity Transmission and Distribution Project (P129920) Under EDMP preparation, the task team has initiated discussions with BREB to prepare technical appraisal for the project and learn about their plan on automation, design/monitoring Q&R of supply, how they intend to establish a control center and a call center to respond to customers' complaints. BREB will have to go a long way on automation and ADMS and need to integrate several modules to make one PBS operational in terms of automated operation and a smart grid. Date 30-Jun-2013 15-Jun-2020 24-Nov-2020 30-Jun-2021 Comments: A tariff study of BREB/PBSs has been prepared and reviewed. The scope includes- i) review of existing tariff methodology and identification of potential improvements and enhancements, ii) preliminary assessment of the financial performance of PBSs and potential for cost reductions to offset the need for tariff increases, and iii) calculation of indicative tariffs for PBSs under various potential enhancements as per the methodology and the assumptions on cost improvements. Finally, the consultants may recommend a future tariff calculation methodology for BREB/PBSs. The recommendations will help BREB prepare a tariff proposal based on a set methodology for consideration of BERC. However, BREB may also take up the revised methodology for BERC's 1/13/2021 Page 6 of 9 The World Bank Implementation Status & Results Report Bangladesh: Rural Electricity Transmission and Distribution Project (P129920) attention, review and advice. The recommendations will help BREB in getting cost reduction by enhancing the performances of the PBSs and thus making them financially efficient. They are working at different places and positions of BREB and PBS. Given enhanced work volume generated by the 100% access agenda that BREB has met already 99.5% and the rest achievable in the next few years, BREB's Comments: enhanced manpower supported by the reform plan has been justified and these people have been trained on a number of field as mentioned at the beginning of the Institutional Strengthening Component. Overall Comments IR BREB has undertaken fourteen robust studies (eight almost completed and six ongoing) under this Component of the project (Annex-3 of aide memoire) to improve performance of BREB/PBSs in the following areas: Financial and Accounting Management by Automation, F&C, Master Planning, GIS Design and Development of a Pilot, Capacity Building, Material Standards and Quality, and Network Protection, Performance, Automation and Reliability.
