Has the Project Development Objective been changed since Board Approval of the Project Objective? No PHRPDODEL Components Name Component 1: Service Quality Improvement and Loss Reduction:(Cost $475.00 M) Component 2: Institutional Strengthening:(Cost $20.00 M) Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO  Moderately Satisfactory  Moderately Satisfactory Overall Implementation Progress (IP)  Moderately Satisfactory  Moderately Satisfactory Overall Risk Rating  Moderate  Moderate Implementation Status and Key Decisions 6/23/2016 Page 1 of 23 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report ELETROBRAS Distribution Rehabilitation (P114204) While the project faced initial implementation delays, the performance has picked up due to an improved project management. The project was extended to March 31, 2017. Disbursements have increased to 44.8% (up from 29% in June 2015, 15% in November 2014), reflecting the implementation progress. However, the delay in extending the concession contracts of the six distribution companies has generated some uncertainties, which prevented to start a series of new activities. While on the one hand the project has started to achieve progress regarding frequency and duration of electricity services interruptions, on the other hand, the very substantial tariffs increase and the severe economic crisis have fuelled bill payment default rates, which tend to offset, in the short term the still very early effect in terms of reducing the non-technical loss, of the implementation of the Advanced Metering Infrastructure and the regularization campaigns, which both started only a few weeks/months ago in the six different distribution companies. Once the implementation of these activities further progresses and is eventually completed, these indicators are expected to improve substantially.
