DEMOCRATIC REPUBLIC OF CONGO MINISTERE DE L’AGRICULTURE NATIONAL AGRICULTURE DEVELOPMENT PROGRAM – P169021 Project Preparation Advance - PPA ENVIRONMENTAL AND SOCIAL COMMITMENT PLAN (ESCP) September 2019 WORLD BANK – ENVIRONMENTAL AND SOCIAL COMMITMENT PLAN (ESCP) ENVIRONMENTAL AND SOCIAL COMMITMENT PLAN 1. The Democratic Republic of Congo (DRC) is planning to implement the National Program for Agricultural Development (the project), for which it has requested a Project Preparation Advance (PPA) to support the preparation of the project. The PPA would be carried out under the authority of the Ministry of Agriculture, with the involvement of the Ministries of Fisheries and Livestock, Rural Development and Scientific Research and Technology. The International Development Association, hereinafter referred to as the World Bank, has agreed to provide the PPA. 2. The DRC through the Ministry of Agriculture will implement material measures and actions so that the PPA is implemented in accordance with the World Bank Environmental and Social Standards (ESSs). This Environmental and Social Commitment Plan (ESCP) sets out a summary of the material measures and actions. 3. The DRC through the Ministry of Agriculture will also comply with the provisions of any other E&S documents required under the ESF and referred to in this ESCP, such as Environmental and Social Management Plans (ESMP), Resettlement Action Plans (RAP), Indigenous Peoples Plans (IPPs), and Stakeholder Engagement Plans (SEP), and the timelines specified in those E&S documents. 4. The DRC is responsible for compliance with all requirements of the ESCP even when implementation of specific measures and actions is conducted by the Ministry, agency or unit referenced in 1. above. 5. Implementation of the material measures and actions set out in this ESCP will be monitored and reported to the World Bank by the DRC as required by the ESCP and the conditions of the legal agreement, and the World Bank will monitor and assess progress and completion of the material measures and actions throughout implementation of the Project. 6. As agreed by the World Bank and the DRC , this ESCP may be revised from time to time during the PPA, to reflect adaptative management of PPA changes and unforeseen circumstances or in response to assessment of PPA performance conducted under the ESCP itself. In such circumstances, the DRC will agree to the changes with the World Bank and will update the ESCP to reflect such changes, agreement on changes to the ESCP will be documented through the exchange of letters signed between the World Bank and the Ministry of Agriculture. The DRC will promptly disclose the updated ESCP. 7. Where PPA changes, unforeseen circumstances, or Project performance result in changes to the risks and impacts, the DRC shall provide additional funds, if needed, to implement actions and measures to address such risks and impacts which may include (i) political uncertainties and turbulence as the country emerges from a new election cycle; (ii) the current insecurity situation in some project regions (mainly Kasai and Eastern Regions); (iii) considerations of climate change risks associated with the Program; and (iv) poor coordination among sector stakeholders. 2|Page THE WORLD BANK - ENVIRONMENTAL AND SOCIAL COMMITMENT PLAN (ESCP): VERSION 2.0 – July 2019 MATERIAL MEASURES AND ACTIONS TIMEFRAME RESPONSIBILE ENTITY/AUTHORITY MONITORING AND REPORTING A REGULAR REPORTING As part of the regular project reporting Ministry of Agriculture - Project manager throughout the PPA implementation on a of the Implementation Unit Prepare and submit to the World Bank regular monitoring reports on the quarterly basis environmental, social, health and safety (ESHS) performance of the Project, including but not limited to the implementation of the ESCP, status of preparation and implementation of E&S documents required under the ESCP, stakeholder engagement activities, functioning of the grievance mechanism(s). Subsequently, as per the World Bank’s request, prepare a report on the incident or accident and propose any measures to prevent its recurrence. Prepare, adopt, and implement a stand-alone Gender-Based Violence Action Plan (GBV Action Plan), to assess and manage the risks of gender- based violence (GBV) and sexual exploitation and abuse (SEA).
