Cumulative disbursements now stand at 83% of the IDA funds and 76% of the TF grants. Disbursement is expected to improve during the remainder of calendar year 2015 with implementation of the SCADA, the increase in GPOBA connections, and the commissioning of the 10 MW HFO generation plant. All programmed activities under Component A (Distribution Services) have been completed. Due to savings, additional 8,300 new connections in Monrovia are been installed to expand the electrification of the capitial. For Component B, the 10MW dual-fuel power plant has installed and it is already providing electricity to the grid. Delivery of the plant will be completed upon the finalization of the test with HFO-fuel will allow the plant to shift from Diesel to HFO, a more cost-efficient fuel. A project restructuring was finalized on December 11, 2015, including extension of the project closing date to May 31, 2017. GPOBA program (new closing date May 31st, 52017): After the end of the Ebola crisis, the program has accelerated the pace of new connections. As of Q3 2015, the total number of connections validated reached 14,033,085, or 83.5% of the total target of 16,806, with a disbursement of 83% of the total grant. Another verification report is planned in the coming months. For the Lighting Lives in Liberia (LLL)(closing date May 31, 2017): RREA has recruited 12 additional local retail partners, most of which are residing in rural areas, in an effort to expand the marketprocured a second order of lighting products for approximately 30,000 additional lights and being commercially distributed by the retailers. These systems are more costly but provide access to a higher number of beneficiaries per unit. As the intermediate result indicator for the LESEP Results Framework measure “number of solar lantern” RREA has in the past used the indicator to report number of solar systems sold. To more accurately capture the project achievement, RREA is proposing to use the Lighting Global’s SE4ALL Tier 1 Impact data to translate number of solar systems sold under the project to number of lantern equivalent sold.
