About 14.2 km (or 93.5% of total length) of the total Head Race Tunnel (HRT) of 15.18 km has been excavated by November 15, 2011. Concurrent Page 1 of 4 The World Bank Report No: ISR4886 benching (the drill and blast exercise to excavate the lower half of the tunnel after the heading has been completed) and lining is being carried out wherever practically possible in order to eventually minimize delays in project commissioning. About 10.25 km (or 67.5% of total length) of benching and 5.61 km (or 37% of total length) of concrete lining of the HRT has been completed. Completion of HRT excavation is currently scheduled by June 2012, completion of benching by October 2012, and completion of invert lining by March 2013. Consequently (i) the closing date of the loan has been extended to December 31, 2014 (from March 31, 2013); (ii) funds allocated to Component B (improving the availability of the Nathpa Jhakri Plant) stand re-appropriated to Component A (Rampur Scheme); and (iii) revised implementation arrangements for community development activities, to allow these to be implemented by SJVNL and the State of Himachal Pradesh in conjunction, have been agreed upon. SJVNL and GoHP have also subsequently sent the signed copies of the amendment letter to the Loan Agreement and the Project Agreement respectively, conforming to the changes.
