After a slow start, project implementation accelerated substantially. Key activities, including staffing, linkages with sister institutions and implementation partners, orientation of SEWA teams at all levels, a baseline study, and other needs assessment exercises have been completed, while other activities including identification of candidates for master trainers, development of training modules, establishment of partnerships with external Digital Financial Services (DFS) agencies, and development of the Business Correspondent model have commenced. However, project implementation has been seriously affected after the Government of India declared a nationwide lockdown as a preventive measure against the Covid-19 pandemic in March of 2020. Consequently, results indicators (including intermediate barometers mentioned in Section 5) have not started showing any progress yet. The project team has taken note of this and have been holding progress review calls on a regular basis to help speed up the activities. SEWA is also exploring means to work around the constraints through the use of digital tools including Google hangout, Zoom and Microsoft's Kaizala app to communicate and hold virtual meetings with staff, coordinators and members. Moreover, SEWA is piloting improvised digital training modules that combine PowerPoint presentation with audio recording of a master trainer to simulate a classroom training session. If successful, new ways of reaching out to members may be developed and a broad range of lessons could emerge on better reaching target populations through digital financial services and fintech. Key activities undertaken in the past six months:  A baseline study was commissioned in December 2019. Field level surveys have been completed and draft reports for all six states have been submitted by the agency. The final report is expected to be submitted in July, 2020.  Linkages with all implementation partners and sister institutions (SEWA Bank, State and district partners) have been formalized. SEWA Bank has been brought on board as a technical partner. Letters of Agreement (LoAs) with state-level and district-level partner organizations have also been finalized. 7/30/2020 Page 1 of 5 The World Bank Implementation Status & Results Report India SEWA 2025 Digital Financial Inclusion of Informal Sector (P167886)  SEWA has identified 87 candidates for master trainers across eight districts of Gujarat based on a detailed set of criteria. These candidates have undergone the first round of trainings on communication skills, presentation skills, assessment skills, trainee engagement and maintaining classroom discipline.  Five training modules on digital subjects have been developed. In addition, existing SEWA Bank modules on financial literacy have been upgraded and adapted to the contemporary context. In addition, 224 members have been trained in partnership with PayTm, and 40 are in the process of being onboarded as PayTm agents.  SEWA is currently preparing the ground for training and onboarding SEWA members as Business Correspondents or "BC Sakhis." The initiative will be piloted in four districts. SEWA has held a number of discussions with Bank of Baroda, SEWA Bank, other Corporate BCs and the task team as part of the preparatory activities, has developed a detailed action plan with the goal of operationalizing the first SEWA BC Sakhi by September 30, 2020.  Several digitization measures at the institutional level have been undertaken. In partnership with GAME and Microsoft, SEWA has piloted the Kaizala app and onboarded 2536 members. The app provides features such as polling, research and training, which were tested with members and found relevant and useful.  SEWA's digital team has also finalized a detailed Terms of Reference for SEWA's bespoke multilingual app ("SEWA App"). The app is expected to include a range of features including an e-learning platform, training management tool, targeted push notifications, digital directory, digital surveys, impact measurement tools etc. Development of the SEWA app is expected to be commissioned by June 30, 2020. Project Management: The project is adequately staffed at the Project Management Unit and district levels. SEWA has put in place an M&E system with detailed reporting forms to capture data on a regular basis and plans to train SEWA staff in each center on the modalities of information collection. The project team has received training and handholding support from members of the task team on various aspects including grievance redressal, environmental code of practice, reporting system, financial reporting and fund disbursement related issues, gender mainstreaming, indigenous people’s policy framework as well as various technical matters.
