Page 1 REPUBLIC OF YEMEN MINISTRY OF AGRICULTURE AND IRRIGATION GROUNDWATER AND SOIL CONSERVATION PROJECT (GSCP) - ADDITIONAL FINANCING ENVIRONMENTAL MANAGEMENT PLAN Sana’a, February 2008 E1801 Page 2 1 GSCP ADDITIONAL FINANCING ADDENDUM TO ORIGINAL EMP The Groundwater and Soil Conservation Project (GSCP) builds on the achievements of the preceding Land and Water Conservation Project (LWCP). The project aims to improve water management and increase irrigation efficiency in Yemen. The program has been under implementation since 2005 and reached about 50%. The project consists of three components: · Component 1 provides advanced irrigation equipment (PVC conveyance pipes and on-farm localized irrigation system, such as dripper and bubbler). · Component 2 provides water harvesting, recharge ponds, wadi banking, soil conservation, terrace rehabilitation. Most of these are small structures built by community groups with less than $10,000 per unit. · Component 3 is institutional capacity building. The envisaged additional financing of US$15 million is to "scale up" the ongoing project, to allow providing subsidized equipment, financing of small structures, and training/capacity building to a larger number of farmers in Yemen. There will be no change in the objectives, components, activities, or geographical area of intervention, from those of the original project design. The only change will be with regards to the targeted outputs of the project. For example, the farming area that introduces advanced irrigation systems is expected to increase from the current target under the original GSCP of 27,000 ha to about 35,000 ha with the additional financing. The length of terrace rehabilitation as well as the numbers of other small structures are expected to increase proportionally. The intervened areas are in very arid/semi arid climate conditions and there are no perennial rivers. Wadis have flood (spate) flow in a very intensive manner lasting only some hours. The number of days for observing flood flow in wadis may be around 10-14 days per year. None of the structures that are financed under component two are large enough to require blue prints design. The environmental management plan (EMP) of January 2003 for GSCP provides an overview of the legal, and institutional framework that is in place in Yemen, to manage the environmental aspects of water resource-based agricultural development projects, and, analyzes applicable Bank safeguard policies. The Yemen Groundwater and Soil Conservation Project (GSCP) is classified as a category B project by environmental standards. The Environmental Management Plan (EMP) of GSCP identifies the positive impacts that can be expected of the project, and points out all the measures that are required to mitigate the potential negative impacts of the project. The original draft EMP determined that three Safeguard Policies were triggered by GSCP activities. These were: · Policy 4.01 Environmental Assessment, · Policy 4.09 Pest Management, and · Policy 4.11 Cultural Property. However, during the final reviewing process, it was agreed that the project would not trigger the Policy 4.11 Cultural Property while keeping the chance finding mechanism in place for the project. Therefore the final EMP determines that the GSCP is in compliance with the following World Bank Safeguard Policies without further specific measures, Policy 4.11 Cultural Property, Policy 4.20 Indigenous people, Policy 4.30 Involuntary Resettlement, Policy 4.36 Forests, Policy 4.37 Safety of Dams, Policy 7.50 Projects on International Waterways, and Policy 7.60 Projects in disputed areas. The final EMP determines that two Safeguard Policies are triggered by GSCP activities. These are: (i) Policy 4.01 Environmental Assessment, and (ii) Policy 4.09 Pest Management. Page 3 2 The GSCP Environmental Management Plan includes all the protective measures necessary to fully comply with these two Safeguard Policies. It is noted that current Yemeni legislation also requires that these protective measures be taken. With regard to Environmental Assessment, the GSCP has adopted an environmental review system for selected subprojects during actual implementation. The review system includes two kinds of actions: the prevention of general construction impacts through the insertion of environmental and social clauses in tender documents, and the prevention of site-specific impacts through environmental desk reviews (for most subprojects believed to have no or minimal impacts). With regard to Pest Management, a Pest Management Specialist has been recruited and who reviewed the relevant material with the GDPP and SBWMP, the pest management practices for different crops and assessed the pest management approaches, quantities of pesticides used, capabilities of the farmers in regard to proper handling and use of pesticides, evaluate and suggest measures required to reduce specific risks associated with pesticide use and prepared guidelines keeping in view the Policy, Regulatory Framework and Institutional Capacity. The Specialist also prepared training courses for the Trainers and organized a training course for IAS Specialists and Technicians (total 22 nos.) from the FUS for 3 days. This training is to be repeated. The IAS of GSCP, who were trained, have established a mechanism in place to demonstrate Integrated Pest Management procedures and to develop a farmer education program that stresses good and safe practices for storage and application of pesticides. With regard to Cultural Property, two GSCP project components “Irrigation modernization and improvement” and “Water harvesting and soil conservation” involve movement of earth and surficial environmental changes. All these excavations prima facie entail the risk of damaging cultural property but also have the potential for making archeological discoveries. Necessary amendments in the tender documents have been made to avoid general construction impacts, to eliminate threats to natural habitats and to ensure protection measures for chance discovery and reporting to the General Authority for Antiquities, Museums, and Manuscripts (GAAMM) for taking appropriate measures. The additional financing does not envisage any new activities only a scale-up of the activities under GSCP. An overview of all EMP actions envisaged under on-going GSCP and proposed to be continued for the additional financing is given in the table below. The table below summarizes the EMP and gives the actions to be undertaken during construction and during operation of the additional financing, remediation actions and actions required for monitoring and capacity building. Apart from the specific actions that are required, the table also indicates the institutional responsibilities for implementation and the costs to the project to carry out the EMP. Many of the cost items have already been integrated in project budgets of GSCP, and the amounts indicated are for the additional financing. The additional financing is therefore proposed to be implemented following the same EMP as for the original GSCP, with the addition of the implementation of an action plan for systematic improvement of farmers handling and use of pesticides in the project intervention areas. This note will be disclosed for the public together with the original EMP inserted below.
