The 17 focus states aim to reach approximately 900,000 children who have never attended schools through non-formal modality. The UBEC team responsible for result area 1 provides continuous support through missions, clinics and regular correspondence with state teams to ensure (i) compliance with the project appraisal document (PAD); (ii) implementattion feasibility and cultural appropriateness; and (iii) sustainability. Individual state consultants for the BESDA focused states had been engaged to ensure closer monitoring of the state performance. Verification of Disbursement-linked Indicator (DLI) 1 - According to the program design, DLI1 will be verified by the Nigeria Education Data Survey (NEDS). The Nigeria Population Council is responsible for conducting the NEDS and after considerable delays the NEDS2019/20 has been launched. The NEDS team has conducted preparatory activities- review of instrument, translation of instrument into the major Nigerian languages, pilot testing, recruitment and training of enumerators with the main field work to be conducted in January and February 2020. It is expected that the NEDS 2019/20 results will be available in April/May 2020. The data, when made available, will be the basis for verifying the improvement in school attendance in the focus states and determining the DLI1 disbursement to states recording progress in this DLI. DLI 2: School Adopting Primary 1-3 Intensive Literacy Program All states sent in their workplans alongside selected schools in the project focus local government areas (LGAs) for the implementation the intensive literacy program- RANA and NEI Plus based on the literacy model most appropriate by state. States have also launched an English literacy program along-side the local language program in these schools. About 20,000 schools have been selected for implementation of the intensive literacy program, reaching more than 1.2 million grade 1 students. Provision of learners and teachers’ textbook is ongoing across the 17 BESDA focus states. Verification of DLI2: DLI2 will be verified by the National Bureau of Statistics (NBS). The Memorandum of Understanding (MoU) and scope of work with the NBS has been discussed and will be finalized in January 2020. NBS will start the verification in February 2020 and the verification result will be available May 2020 for the next disbursement. If the program maintains its implementation scope and speed, an estimated US$30 million could be disbursed against this DLI2 during the 2019/20 school year. DLI 3: Improve Literacy Rates This DLI will be measured by the NEDS 2019/20. DLI 4: States Implementing and publishing the Annual School Census (ASC) This DLI focuses on strengthening institutional capacity at the federal, state and local levels to ensure effective project implementation and monitoring of results. The mission noted significant variation between the education databases used by different actors within the education sector. The UBEC in July 2018 had conducted a comprehensive education data gathering called the National Personnel Audit (NPA) of the education sector in collaboration with NASDRA and GRID3 project of the Federal Ministry of Finance (FMF). This data was publicly disseminated on December 16, 2019, and can serve as a baseline for all basic education data in Nigeria as it contains the school geo-coordinates and all required school level critical indicators needed for planning and decision-making. Individual states had been involved with conducting the ASC every year using the paper-based tool which has challenges with reporting timeliness and data use in general. Also, the analog system of ASC contains different school identification and does not allow the merging of data between years and with the NPA. Therefore, the mission discussed and agreed with the government that the school-level data from the NPA2018 will be used as DLI4 for basic education. The mission also discussed with FME, UBEC and states the possibility of adopting a digital data collection approach for the ASC. Verification of DLI4: NBS will be responsible for the verification of DLI4. It was agreed that NBS will start with verifying the school data from NPA2018 for all states. States that have school data for previous (2016/17) or later (2018/19) school years can merge the data with the NPA and submit time-series school data for verification. FME (Nigeria Education Management Information System (NEMIS) team) and UBEC Result Area 3 will work with states to compile these data to submit them for verification by end of January 2020. DLI 5: States Completing Basic Education Sector Plan States, with support from UBEC, have prepared medium-term basic education sector plans. UBEC will need to compile, review and approve these plans. Verification of DLI5 - The approved state basic education plans will need to be verified by a qualified independent verification agency (IVA) engaged by the FMF and FME. During the mission, the Nigeria Institute of Education Planning and Administration (NIEPA) expressed an interest in becoming the IVA for this DLI. The mission recommends that FME and UBEC initiate the discussion with NIEPA and submit to the Word Bank and FMF the draft MoU and scope of work for review. Technical Assistance: FME – managed activities 1. FME made notable progress in three main areas: i. Conducting a first-ever nationally representative survey of student learning achievement in core subjects in basic education (Grade 4 and Grade 8) – the survey data collection using tablets was done in October and completed in early December 2019. The data will be cleaned and analyzed from January to March 2020 and will serve as the basis for (i) assessing the performance of the system; (ii) reporting Nigeria’s progress towards the Sustainable Development Goals 4.1; and (iii) benchmarking Nigeria’s human capital index. ii. Supporting the implementation of the NEDS 2019/20 by NPopC: FME has facilitated the implementation of the NEDS and paid up to 70% of the contract amount to enable NPoPC to deliver the NEDS for verification of DLI1 and 2. 3/16/2020 Page 2 of 10 The World Bank Implementation Status & Results Report Better Education Service Delivery for All (P160430) iii. Conducting state visits in close coordination with UBEC to monitor BESDA implementation at the state level. The next most urgent task for FME is to work with NBS and FMF to complete the MoU for verification of school-level interventions. The MoU with NBS needs to be signed by January 2020.
