No The World Bank DRC - Goma Airport Safety Improvement Project (P153085) I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING 1. The Goma Airport Safety Improvement Project in the IDA amount of SDR 36,900,000 (about US$52,000,000) has been approved on March 13, 2015 with a closing date on December 31, 2020. The PDO is to improve the safety, security, and operations of the Goma international airport. The project has two components: (i) Airport Infrastructure Investments; and (ii) Capacity Building and Project Implementation Support. The progress towards achieving the PDO is rated Moderately Satisfactory as well as the overall implementation progress. Disbursement rate is about 85.7 percent with a disbursement ratio of 32.7 percent this Fiscal Year. 2. To date, the following main activities have been fully achieved: (i) the runway rehabilitation and extension; (ii) the rehabilitation and extension of the existing apron; and (iii) the construction of the Eastern side of the airport security fence. These works have contributed to make the Goma international airport the busiest airport in DRC by aircraft movements. Out of the 122,777 aircraft movements in DRC in 2019, 23,047 were at Goma international airport and 20,583 were at Kinshasa-Ndjili international airport. 3. The following main activities are still on-going: (i) the construction of a new control tower at 21 percent progress; (ii) the construction of an electrical system at 89 percent progress; (iii) the construction of the Western side of the airport security fence at 21 percent progress; and (iv) the construction of an urban drainage linking the airport and the city drainage system at 66 percent progress. 4. The COVID-19 pandemic has slowed down and even halted the progress of the works between March and August 2020 due to the various travel restrictions and lockdowns. Some of the necessary equipment and materials were stuck outside of DRC and some key experts and technical staff were not able to join Goma. Consequently, the on- going works need more time to be completed. It is expected that the remaining works should be achieved by end- June 2021. 5. All the required safeguards instruments for the works have been prepared, approved, published, and implemented. In addition, the project has fully completed the process of the GBV retrofitting in line with recommendations set by the SEA/SH Good Practice Note. A buffer period of at least eight weeks after the closing of the latest works has been recommended to properly manage any pending GBV or non-GBV complaints and incidents. 6. The overall project financial management system has been rated satisfactory. The quarterly Interim Financial Reports have been submitted on time and the quality of the reports has been found to be satisfactory. The external audit has been conducted in line with International Audit Standards, the reports have been submitted before June 30th of every fiscal year as indicated in the Financing Agreement, and the reports were unqualified. Most of the audit and World Bank recommendations have been successfully implemented. II. DESCRIPTION OF PROPOSED CHANGES 1. This paper proposes to extend the current closing date of the IDA Grant (D042-ZR) by 9 months, from December 31, 2020 to September 30, 2021, and to adjust the results framework. This is the first extension of the project closing The World Bank DRC - Goma Airport Safety Improvement Project (P153085) date and the first restructuring of the project. On June 18, 2020, the Government of DRC requested a 6 months closing date extension until June 30, 2021 to allow the project to complete all the on-going works. The October 2020 action plan on GBV has recommended a 3 months buffer period after the end of all works to close any pending or emerging GBV or non-GBV complaints and incidents linked to the project. Thus, the proposed revised closing date is on September 30, 2021. 2. The construction of a new control tower is expected to be completed in mid-June 2021; the construction of an electrical system is expected to be completed in mid-May 2021; the construction of the Western side of the airport security fence is expected to be completed in early June 2021; and, the construction of an urban drainage linking the airport and the city drainage system is to be completed in end-March 2021. The 3 months-period after the end of the latest works (end June 2021 to end September 2021) will be used to close any pending or emerging GBV or non-GBV complaints and incidents linked to the project. 3. The PDO indicator on airport certification would be revised since the project does not finance any certification activities. Some airport certification activities were financed by another IDA project which is already closed (P092537 DRC Transport Multimodal Project) and so its results cannot be attributed to the Goma Airport Safety Improvement Project. 4. As the project does not finance any airport terminal activities, the intermediate result indicator on airport terminal rehabilitation would be adjusted to reflect the existing activities such as the rehabilitation of the tarmac, the construction of a new control tower, a new electrical system, and an airport security fence. In addition, a new intermediate result indicator linked to the urban drainage would be introduced. This urban drainage outside the airport perimeter was not part of the initial project design but has been added during implementation to mitigate the flooding issue in and around the airport. Moreover, the intermediate result indicator on lava rock valorization would be dropped following the decision of the RVA (Airport Authority) to keep the lava rock materials. Finally, two intermediate results indicators will be moved to PDO indicators as they reflect an outcome rather than an output or an intermediary result. III.
