No I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING A. Project Status 1. The project was approved on September 21, 2017, the Grant Agreement was signed on October 4, 2017 and became effective on November 7, 2017. As of April 28, 2020, a total of US$0.5 million (100 percent) have been disbursed to the implementing agency, the Latin American Energy Organization (OLADE). The project is set to close on May 31, 2020. The COVID-19 pandemic has caused lockdown and stay at home orders in many countries in the LAC region, which impacts project implementation work and planned travel, workshops and events. 2. OLADE, based in Ecuador, has ordered staff to work from home since the country is in quarantine, with strict mobility only for the acquisition of groceries, and for those in charge of providing priority services, such as medical and utility services. In addition, each beneficiary country has its own restrictions. In Suriname, the staff at the Ministry of Natural Resources is working by shifts, and only 2 people can be at the office per day. In Guyana, the government has instructed to work from home and restrictions in mobility following curfew hours. In Jamaica, the staff at the Ministry of Science, Energy and Technology are leaving earlier from work each day. In Belize, the government has declared state of emergency for April, with curfew and restrictions of movement. The staff of the Ministry is working from home. In Grenada, the government declared a limited state of emergency with a 24-hour curfew, and the staff at the ministry is working 2 days per week. Other entities, such as the Public Utilities Regulatory Commission, PURC, are closed. 3. The following outcomes have been achieved by the project: The World Bank Caribbean Energy Statistics Capacity Enhancement (P155034) a. Number of people trained on energy statistics management/planning (of which are women). Based on the surveys made during the “Human Resources Management, Energy Statistics & Planning Awareness Workshop” during 2018 and the “Capacity Building in Energy Balance Methodology Workshop” during 2019 and early 2020 in each beneficiary country, the results are: total number of participants 103; female 35%, male 65%. b. Enabled National Energy Information Systems. OLADE finalized the methodological harmonization of Energy Balances OLADE-IRES during 2019 and in early 2020, the base version of the system was finalized and continued with the Initial configuration of each Energy Information System based on the results of the Capacity Building in Energy Balance Methodology workshops. At this time, sieJAMAICA is enabled and being reviewed by the focal point. The other four systems are in the process of parametrization and testing. c. Number of National Energy Information and Planning Units able to produce energy data reports in target countries. For Jamaica, the Energy Balance Tool was fill out by the focal point and reports have been validated during 2019. The Energy unit at the Ministry of Science, Energy and Technology is able to produce energy data reports. For Belize, the Energy Balance Tool was fill out by the focal point and reports have been validated on early 2020. The Energy unit at the Ministry of Public Service, Energy and Public Utilities is now able to produce energy data reports. For Grenada, Guyana and Suriname, we are waiting for them to send OLADE the Energy Balance Tool for review. 4. Implementation of component 1, Analysis of energy structure, institutional and regulatory framework, has been completed. 5. Owing to COVID-19 related restrictions and implementation delays, it will not be possible to implement the following activities under component 2, Strengthening energy statistics system and capacity, by the current project closing date of May 31, 2020: a. Workshop in Quito, Ecuador for “Capacity Building in Energy Information Systems and Energy Planning” - Intensive training in the management of the Energy Information Systems in terms of administration and parametrization; includes sessions with SAME and the review of the forecasting scenario. Two /three delegates per beneficiary country; original date: April 21 - 23, 2020. b. Workshop in Kingston, Jamaica for “Official Launch of the EIS - Jamaica” - includes the Ministry of Science, Energy and Technology and Stakeholders; original date: May 5 - 6, 2020. c. Workshop in Belize City, Belize for “Official Launch of the EIS - Belize” - Ministry of Public Service, Energy and Public Utilities and Stakeholders; original date: May 12 - 13, 2020. d. Workshop in Georgetown, Guyana for “Official Launch of the EIS - Guyana” - Guyana Energy Agency and Stakeholders; original date: May 18 - 19, 2020. e. Workshop in Paramaribo, Suriname for “Official Launch of the EIS - Suriname” - Ministry of Natural Resources and Stakeholders; original date: May 21 - 22, 2020. f. Project Management and M&E. Several activities have been executed under this component. Tracking progress of the project implementation and coordination meetings with the director, consultants, and administrative staff The World Bank Caribbean Energy Statistics Capacity Enhancement (P155034) have been performed. Procurement processes have followed World Bank policies. Allocation and use of resources have been done in an effective manner. Progress reports were prepared and submitted to the Bank in due time. Each month, the progress of the project regarding execution of activities and financial status has been monitored and reported from the project manager to the project coordinator. B. Rationale for Restructuring 7. The PDO remains relevant but an extension of the closing date would be necessary to complete all planned project activities that have been put temporarily on hold due to the COVID-19 pandemic and related travel restrictions and lockdowns. 8. The Internal Management Committee (IMC) of the Trust Fund for Statistical Capacity Building (TFSCB) is supportive of the request for project extension and approved the extension up to December 2020, in order to accommodate COVID-19 related challenges. On May 4, 2020, the World Bank received a letter from OLADE formally requesting a project closing date extension from May 31, 2020 to December 31, 2020 to allow the implementing agency and each beneficiary Ministry to complete the remaining planned activities, so that the PDO will be achieved. In addition, the Bank has received notifications from all 5 beneficiary countries on agreeing to this closing date extension request. 9. The planned activities will be conducted with limited mobility and following a social distancing policy. In this sense, OLADE has planned two scenarios: i. Scenario A: In case of reinstatement of face-to-face activities and international flights, OLADE will develop the workshops according to what is indicated in Table 1. ii. Scenario B: Virtual Workshops: Activities regarding training and workshops will be done on a virtual basis. For this, additional material will need to be developed for fulfilling the objectives, such as tutorials, follow- up material, guided exercises, detailed documents for case scenarios of administration of the system and digital surveys. 11. The Project does not have overdue audit report, since the legal agreement requires a single audit for the project life. OLADE has started the contracting process of an eligible audit firm and sent audit TORs for Bank’s no objection. Overall financial management arrangements are working as intended; thus the FM performance is currently Satisfactory and FM risk is low. 12. The team confirms that requirements of the World Bank Policy on Investment Project Financing have been met. Namely: (i) the PDO remains achievable; (ii) the performance of the Recipient remains satisfactory; (iii) the World Bank and the Recipient agree on actions that will be undertaken to complete the Project as per the proposed closing date; and (iv) the Project is not subject to suspension of disbursements. II. DESCRIPTION OF PROPOSED CHANGES Project Closing Date: It is proposed to extend the project closing date from May 31, 2020 to December 31, 2020.
