E2272 VOL. 2 Punjab Barrages Improvement Phase II Project Social Development Action Plan November 2009 Project Management Office Irrigation and Pow er Department Government of the Punjab Social Development Action Plan Punjab Barrages Improvement Phase-II Project Executive ·Summary The Government of Punjab (GoPunjab) is planning to undertake the Punjab Barrages Improvement Phase-II Project (PBIP-II), which involves rehabilitation and modernization of the Jinnah Barrage I , and improvement and modernization of the irrigation and water management system in the Punjab province. GoPunjab is seeking the World Bank (WB) finances for this purpose. To address the social impacts of the project and to enhance its benefits to the local communities, the present Social Development Action Plan (SOAP) has been developed. In addition, the Environmental and Social Impact Assessment (ESIA) study of the proposed project has also been carried out, in compliance with the Pakistan's statutory requirements and the WB safeguard policies. The ESIA report is presented under a separate cover. The Jinnah Barrage is located across the Indus River in Mianwali district of the Punjab province. It is approximately 5 km downstream of the Kalabagh town and 50 km north of the Mianwali city. The Barrage was commissioned in the year 1946 with the objective of providing about 7,500 cubic feet per second (cfs) of water to the ThaI Canal. Presently, the Barrage is a source of irrigation water for 2.1 million acres of land falling in the districts of Mianwali, Khushab, Bhakkar, Layyah and Muzaffargarh. These districts are situated in the ThaI (desert) arid zones where crop production without irrigation can support only subsistence living. About five million people in the five districts inhabit the command area and their livelihood depends directly or indirectly on the irrigation supplies of the ThaI Canal. Roughly 695,000 people derive their livelihoods directly from the irrigation supplies of the Canal. The Canal water is also used for drinking purpose, cattle consumption, and domestic uses in the entire command area. Most significantly, it is the lifeline in 120,421 acres in the Mohajir Branch canal command area where the underground water is saline and a population of nearly 328,000 people in 94 villages is totally dependent on the canal water for drinking purpose and crop production. Some defects developed in the mechanical installations and working of the gates of the Barrage, and were repaired during 1992-93. In 1998, the Irrigation and Power Department (lPD) , Government of Punjab, reviewed the condition of all the barrages in the province and identified the Jinnah Barrage as a priority project for rehabilitation and modernization. Subsequently, a number of studies were carried out to determine the condition of the Jinnah Barrage which identified functional and structural problems. Consequently, in December 2003, the Punjab Government commissioned the feasibility study for the rehabilitation and modernization of the Jinnah Barrage. The study confirmed the existence of some serious hydraulic and structural problems at the Barrage. The rehabilitation and modernization of the Jinnah Barrage would consist of: (i) a subsidiary weir 600 feet (183 m) downstream of the Barrage main weir to address retrogression and ineffective energy dissipation problems; (ii) repairs to the Barrage floor, impact and friction blocks, and guide banks; (iii) extension of downstream guide walls; (iv) alteration to the main Barrage structure, including extension of abutments and downstream divide walls (v) replenishing deficient apron downstream of the existing Barrage; (vi) construction of river training works upstream to improve river approach towards the Barrage; (vii) renovation of the 1 The Barrage is named after the founder of Pakistan, Muhammad Ali Jinnah. PMO, Irrigation and Power Department, Government of the Punjab II Social Development Action Plan Punjab Barrages Improvement Phase-II Project Barrage gates and hoist system, and automation of gate operation; (viii) construction of fish ladders; (ix) installation of bulkhead guiders at piers abutments and walls for bulkhead gates; (x) construction of jetty for bulkhead gates; (xi) upgrading of the Barrage monitoring system and basic operation and maintenance facilities; (xii) construction of temporary diversion channel; and (xiii) construction of coffer dams on the downstream and upstream sides of the gates to allow carrying out construction of the subsidiary weir. These modifications would secure a safe Barrage structure for passing design flood and modernized operational system. The above construction works will be completed in four calendar years, in a manner that the river flow is not compromised during the construction phase. Furthermore, the works relating to the ThaI Canal will be coincided with the annual canal closure, which is carried out during the winters, hence eliminating the need of any extended canal closure. The proposed project also seeks to improve and modernize the irrigation and water management system in the province. This component consists of improvements in irrigation and water management systems including capacity building for better water allocation and accounting, modernization of equipment and services used in water management. It will also support preparation of future irrigation and water management improvement projects in the province. IPD will be responsible for the execution and implementation of the project through the Project Management Office (PMO), which be headed by the Project Director with four units: (i) Finance Unit; (ii) Procurement Unit; (iii) Engineering Unit; and (iv) Environment and Sociology Unit (ESU). As part of the SDAP and ESIA studies, several rounds of the stakeholder consultations were carried out, particularly with the local communities. The objectives of these consultations were to apprise the people of the area about the project interventions and their potential impacts, to solicit their concerns and recommendations regarding the proposed project and addressing/incorporating them in the project design to the extent possible, to share with the local communities the mitigation measures included in the project design to address the potential impacts, to ascertain the developmental needs of the local communities, and to promote among these communities a general goodwill towards the project. The social assessment and stakeholder consultations carried out during the SDAP and ESIA studies revealed the following: · The adverse effects of the possible extended canal closure would be more pronounced in the saline zones as most of the inhabitants of this area depend on the canal water for their drinking water needs, in addition to the agricultural, domestic as well as other household purposes. · The project involves rehabilitation and modernization works on the existing Barrage structure. All the works will be carried out on the Barrage and within the river bed. Furthermore, learning from the experience of the Taunsa Barrage rehabilitation project, all the temporary site facilities - such as site offices, construction camps, batching plants, storage ground, spoil deposit areas, borrow areas, and access roads - will be established on the State land, well away from the settlements. Hence no private land acquisition will be needed for the proposed project, and no voluntary or involuntary resettlement will take place. PMO, Irrigation and Power Department, Government of the Punjab III Social Development Action Plan Punjab Barrages Improvement Phase-II Project · The construction activities and the associated influx of labor from other parts of the country may cause some social impacts. These potential impacts include health risks both for the local communities and the project personnel, and local conflicts related to the employment opportunities. To mitigate the above project impacts and to enhance the project benefits to the local population, the present SDAP has been developed, consisting of the following mitigation and social development measures: · The project construction schedule is designed in such a way that no extended closure of the ThaI Canal is anticipated. However, if for some unforeseen reasons the canal remains closed beyond the annual canal closure, the farmers in the entire ThaI Canal command area will be motivated to grow early varieties and shift the sowing period of winter crops synchronizing with the extended canal closure; and the project will provide the early varieties of certified wheat seeds, free of cost, to the small farmers having less than five (5) acres of land in the ThaI Canal command area. · It is anticipated that the possible extended canal closure will also interrupt the drinking water supply to the villages in the saline zone of the Mohajir Branch command area. To mitigate this possibility, the project will construct a temporary diversion channel at the Barrage head pond, thus ensuring uninterrupted water supply in the Mohajir Branch. In addition, new water supply schemes will be established and the existing schemes rehabilitated in the Mohajir Branch command area, to ensure the availability of potable water. · To deal with the public health and other social impacts, the project will enSure that (i) contractors have a medical clinic within the construction camps, staffed with a professional doctor and other qualified medical workers; (ii) necessary measures are taken at the construction sites, e.g., dust control and public safety measures, and creating awareness on public health and safety measures; (iii) environmental and social officers are appointed at the site by the contractors, who will ensure that the mitigation measures are implemented; (iv) project employment are offered to the local communities; and (v) these commitments are reflected in the contract and detailed out in the environmental and social management plan (which has been developed as part of the ESIA study). · To further increase the social benefit of the project to the local communities, the project will also undertake the following infrastructure development. works: (i) rehabilitation/constru<;:tion of mosque at the Barrage; (ii) rehabilitation/extension of mosque at the Canal Colony; (iii) development of a public park at the Barrage (left-bank, downstream); (iv) establishment of a Basic Health Unit at the Canal Colony; (v) rehabilitation and up-gradation of Government Girls Primary School at the Canal Colony; (vi) rehabilitation and up-gradation of Government Boys Primary School at the Canal Colony; (vii) provision of Natural Gas to the Irrigation Colony; (viii) provision of a telephone exchange (200 lines); and (ix) reconstruction of approach road to the Irrigation Colony. PMO will have the overall responsibility of the SDAP implementation, and the Deputy Director (Social Assistance) of ESU will be the focal point for the various tasks under SDAP. For establishing/rehabilitating the water supply schemes in the Mohajir Branch command area, PMO will engage the Public Health Engineering Department (PHED), GoPunjab, under a PMO, Irrigation and Power Department, Government of the Punjab iv Social Development Action Plan Punjab Barrages Improvement Phase-II Project separate contract. The seed distribution in the ThaI Canal command area will be implemented by the Punjab Rural Support Program (PRSP), and PMO will sign a contract with PRSP for this purpose. The infrastructure development works will be implemented directly by PMO, and local contractors may be hired for this purpose. The project will also engage the monitoring and evaluation (M&E) consultants to monitor various aspects of the project and also to perform third-party validation. The monitoring, evaluation and third-party validation of the SDAP implementation will also be included in the M&E consultants' scope. In addition, the Community Representative Committee (CRC) will be established to monitor the community related activities under SDAP. To address the community grievances and complaints during the project, PMO will establish a project grievance redressal cell (GRC) headed by the Director PMO and consisting of Deputy Director Sociology, Deputy Director (Social Assistance), Deputy Director (Environment), Executive Engineer Irrigation at site, one Sub Divisional Officer, a representative of local administration, a representative of the Supervision Consultants, and a representative from the local communities. To facilitate two-way communication between the project personnel and the local communities, and to ensure continued consultations and liaison with the key stakeholders, the project has developed a communication strategy. The Deputy Director Communication, appointed within ESU, will be the focal person for the implementation of the strategy. The SDAP cost has been estimated to be Rs. 644.50 million. This includes Rs. 450 million for the seed distribution, Rs. 154 million for the water supply schemes, and Rs 40.5 million for the infrastructure development works. The proposed project involves rehabilitation and modernization of the Jinnah Barrage 2 , and improvement and modernization of the irrigation and water management system in the Punjab province. 1.1 Background Jinnah Barrage Rehabilitation and Modernization. The Jinnah Barrage was completed in the year 1946, to provide the irrigation water to the ThaI Desert, which comprised the plains between the Indus and Jhelum rivers, and at that time it was the uppermost Barrage on the Indus River. The irrigation water is taken from the left bank of the Barrage into the ThaI Canal from where it is distributed into a network of secondary canals. The original design capacity of ThaI Canal was 6,000 cubic feet per second (cfs or cusec) which was later on enhanced to 7,500 cfs. The command area of the system is approximately 2.1 million acres of land in the Mianwali, Khushab, Bhakkar, Layyah, and Muzaffargarh districts of the Punjab province. Roughly 695,000 people derive their livelihoods directly from the irrigation supplies of the Canal. The Canal also recharges the aquifers from which water is pumped to meet water requirements .during critical periods. The Canal water is also used for drinking purpose, cattle consumption, and domestic uses in the entire command area. Most significantly, it is the lifeline in 120,421 acres in the Mohajir Branch carial command where the underground water is saline and a population of nearly 328,000 people in 94 villages is totally dependent on the canal water for drinking purpose and crop production. The expected design life of any Barrage is typically 50 years, and in case of Jinnah Barrage, this period has been exceeded by 13 years. Some defects were developed in the mechanical installations and working of the Barrage gates which were repaired during 1992-93 under the supervision of Harza International Consultants through the United States Agency for International Development (USAID). The Irrigation and Power Department (IPD), GoPunjab, conducted a review of the condition of all Barrages in the Punjab during 1998, and at that time the Jinnah Barrage was identified as having a priority for rehabilitation and modernization. Subsequently, a number of studies were carried out to determine the condition of the Jinnah Barrage which identified functional and structural problems. PMO, Irrigation and Power Department, Government of the Punjab 1-1 Social Development Action Plan Punjab Barrages Improvement Phase-II Project undertake the feasibility study for the rehabilitation and modernization of the Jinnah Barrage. The study confirmed some serious hydraulic and structural problems at the Barrage. In 2005, the Pakistan Water and Power Development Authority (WAPDA) finalized the agreement for construction of Jinnah Hydropower station on the right bank of the Jinnah Barrage. Currently, the project is under construction and expected to be completed by 2011 . The contractor of the hydropower project, under the agreement for the power plant, will also modernize and automate 14 of the 56 gates of the Jinnah Barrage right bank. In the proposed project, the rehabilitation and modernization of the remaining gates will be based on the actual survey and design conducted by the design consultants. The proposed project therefore involves the rehabilitation and modernization of the existing Jinnah Barrage, which will take place within the boundaries of the present structure. Temporary occupation of land owned by IPD, adjacent to the Barrage, would be required to accommodate the construction contractor's works, materials storage, accommodation for site workers, for offices of project supervisory consultants, and other site facilities . Improving Water/Irrigation Management. Punjab covers about 60 percent of the Indus Basin Irrigation System (IBIS), and has a complex river and link canal system. Despite of this, water allocation and management in various parts of the system is carried out using hand calculations, including estimation of demands and pattern of releases from the reservoirs. Also, there is no well established and integrated system of water accounting in various parts of the system i.e. at Barrages, rivers, link canals, mainlbranch canals, and distributaries. Instrumentation used for measuring water, sediments, cross-sections of the river and canals are outdated and in many cases hand held staff gauges are used. Punjab needs to modernize its water ~llocation and management system and water ac~ounting system with modern simulation and optimization models and decision support system. The accounting system being initiated by the Punjab Monitoring and Implementation Unit (PMIU) needs further updating and development. 1.2 Project Overview 1.2.1 Project Components The proposed project comprises four components, which are briefly described below (more details are provided in the ESlA report). . · Component A: Jinnah Barrage Rehabilitation and Modernization. This component seeks to address the serious hydraulic and structural problems, which have previously been identified, and involves major civil and mechanical works. · Component B: Improvement and Modernization of the Irrigation and Water Management System. This component consists of improvements in irrigation and water management systems including capacity building for better water allocation and accounting, modernization of equipment and services used in water management. · Component C: Monitoring and Evaluation of the Project Impact and Social and Environmental Management Plans. This component involves the monitoring and evaluation (M&E) to provide continuous feedback about the progress and status of project implementation; performance, impacts and to supervise implementation of the overall social/resettlement and environmental management plans. PMO, Irrigation and Power Department, Government of the Punjab 1-2 Social Development Action Plan Punjab Barrages Improvement Phase-II Project · Component D: Project Management, Coordination, Technical Assistance, and Training. This component will support the GoPunjab in implementing the project by coordinating all project related activities and provide technical assistance and training. Of the above components, only the Jinnah Barrage rehabilitation and modernization (Component A) involves physical interventions, hence only this part is the focus of the present study. It is expected that a labor force of approximately 2,500 personnel will be employed on the project, of which about 1,500 will be unskilled workers. A labor camp having accommodation for about 1,000 persons would be required; the remaining workers will go back to their homes after duty. The duration of the proposed project is expected to be about four years. 1.2.2 Barrage Location The Jinnah Barrage is located across the Indus River approximately 3 miles (5 km) south of the Kalabagh town in the Mianwali District of Punjab province. The coordinates of the Barrage are N 32 0 55.1846'; E 071 0 31.1812'. It is approximately 655 miles (1,050 km) from the mouth of the Indus River and 80 miles (130 km) south of the confluence of the Kabul and Indus rivers. Figure 1.1 shows the location of the project along with the surrounding geographical area. Figure 1.1: General Location of Jinnah Barrage 1.2.3 Project Implementation Arrangements The Punjab Irrigation and Power Department (IPD) of the Government of Punjab will be responsible for the execution and implementation of the project through the Project Management Office (PMO). PMO has extensive experience in large scale construction projects including Taunsa Barrage Rehabilitation Project. PMO will be headed by a Project Director with four units: (i) Finance Unit; (ii) Procurement Unit; (iii) Engineering Unit; and (iv) Environment and Sociology Unit. PMO would be supported by two sets of consultants: Project Implementation Consultants (PICs) (Supervision Consultants), and the Monitoring and Evaluation (M&E) Consultants. PMO, Irrigation and Power Department, Government of the Punjab 1-3 Social Development Action Plan Punjab Barrages Improvement Phase-II Project 1.3 Study Objectives The planning objectives of SDAP are: · To inform and get feedback from primary as well as secondary stakeholders on social impacts, including social safeguard impacts and those related to the possible extended canal closure and construction. · To identify means of drinking water in saline zone of the Mohajir Branch canal command area and its periphery. · To identify anticipated deprived communities for sustainable social development assistance in the study area. · To gain the confidence and consent of direct and indirect beneficiaries of the Jinnah Barrage rehabilitation and modernization works. · To provide means to identify and resolve drinking water issues before the project works commence at the Jinnah Barrage, thus avoiding public annoyance and resentment as well as costly ddays. · To encourage transparency and inculcate trust among various stakeholders to promote cooperation and partnership with the communities, public and private leadership, and the non-governmental organizations (NOOs). 1.4 Study Scope The present study covers the project construction areas and the saline zones of ThaI Canal command area. The key elements of the study include the following: 1. Screening of all project activity and areas for the social safeguard impacts. 2. Delineation of saline zones in the Thal Canal command area. 3. Identification of communities in non-command areas using water from the Mohajir Branch canal system for household purposes. 4. A social profile survey of all villages falling in the saline zone covering baseline conditions, socioeconomic aspects, institutional set up, and resource usage. 5. Consultations with government, non-government, and community groups for information dissemination and obtaining feedback for development of SDAP and the communication strategy. 6. Devise SDAP, based on the above tasks and risk assessment. 7. Develop implementation strategy as well as monitoring and evaluation mechanism for SDAP. 8. Cost estimation for SDAP. PMO, Irrigation and Power Department, Government of the Punjab 1-4 Social Development Action Plan Punjab Barrages Improvement Phase-II Project 2 Methodology This Chapter describes the methodology which was employed while developing the present SDAP. 2.1 Screening of Safeguard Impacts The design consultant teams have carried out initial screening of safeguard impacts based on the project feasibility study. This screening was further updated by the design team on the basis of the project engineering design. The project activity sites, including the construction operational areas, were screened and surveyed on site for safeguard impacts. 2.2 Delineation of Study Area for Canal Closure Impacts The ThaI Canal system in-igates fresh and saline water areas in its command. The adverse effects of the possible extended canal closure would be more pronounced in the saline zones as most of the inhabitants of these areas depend on the canal water for their drinking-water needs, in addition to the agricultural, domestic as well as other household purposes; whereas the communities in rest of the canal command use fresh groundwater resources as well. For delineation of saline zone~ the ~alinity and water table survey map of Salinity Control and Reclamation Project (SCARP) Monitoring Organization (SMO) was used that showed the existence of saline groundwater only in the Mohajir Branch canal command area (315,800 acres). The Mohajir Branch is an off-shoot of the ThaI Canal, and irrigates the Khushab tehsil3 of District Khushab (see Figure 2.1 for a map of the area showing groundwater quality). A reconnaissance survey of rest of the ThaI Canal command area particularly the tail end distributaries were also can-ied out to identify any saline zone. The district map of Khushab was obtained from the local government and the villages falling in the saline zone of Mohajir Branch canal were enlisted. The location of the surveyed villages is shown in Figure 2.2. The water quality of each surveyed village was checked in the field through electric conductivity (EC) meter and data was recorded . As no saline ground water zone was identified in the ThaI Canal except the Mohajir Branch command therefore, the social assessment during the present study was confined to the saline zone of Mohajir Branch command area. 2.3 Rainfall Record It is anticipated that the possible extended canal closure may affect crop yield, coupled with low or less precipitation. To monitor the pattern of rain fall in district Mianwali and Sargodha, statistical data of monthly average rain fall for the period 1993-2002 was obtained from the Pakistan Meteorological Department. 3 Tehsil is a sub-di vision of a district. PMO, Irrigation and Power Department, Government of the Punjab 2-1 Social Development Action Plan Punjab Barrages Improvement Phase-II Project 2.4 Stakeholder Consultations The social survey team categorized the stakeholders as primary and secondary stakeholders. The primary stakeholders are those people who are directly affected by the project activities, and, their villages and land come under canal command and outside the canal command area. The secondary stakeholders of the proposed project include the personnel from the public and private institutions including, WD, PMO, Union Councils, Public Health and Engineering Department (PHED); Agriculture, Forest, Livestock, Fisheries, and Education departments, and District and Tehsil governments. The list of the persons contacted during the consultations is provided in Annex A. Survey team explained to the consulted persons Consultation with SE Thai Canal and PMO Staff about the project objectives and the purpose of the current assignment in detail. Consultation meetings were held with the primary stakeholders in the surveyed villages and information was shared about project potential impacts on the area. 2.5 Social Surveys in Command Areas During the social surveys, the present conditions of the people living in the saline zone of the Mohajir Branch command area were recorded, the impacts of the possible extended canal closure on their socioeconomic conditions were assessed, and to address these impacts, the necessary mitigation measures were identified. Prior to conducting the field surveys, the following steps were taken: · The villages to be visited for the survey were enlisted with the help of the base map. · The sampling procedure was identified for complete profile survey of villages falling in the study area. · The tools for data collection i.e. questionnaires for village profile were developed (see Annex B for the questionnaires). 2.S.1 Techniques and Tools for Primary Data Collection In order to obtain comprehensive and detailed information, the following techniques and tools of data collection were used: · Sampling Design: A complete census of the study area was carried out. · Basic Sampling Unit: The whole village was considered as a sampling unit for this particular study. · Pre-testing of Questionnaires: In order to test the validity and reliability of the developed questionnaires, interviewing guides were pre-tested in the study area. After the pre-testing, questionnaires were reviewed to assess whether questions need to be clarified, changed or re-sequenced. Then a final editing of questionnaires was carried out prior to their subsequent administration in the real sample areas. · Field Investigators: Field investigators were given orientation for three days on the objectives of the studies, operational definitions for the concepts and variables, which are PMO, Irrigation and Power Department, Government of the Punjab 2-2 Social Development Action Plan Punjab Barrages Improvement Phase-II Project included in the questionnaires. The role play exercises provided the field investigators with the ability and confidence to establish a rapport with the respondents as well as other interviewing skills in order to minimize the non-sampling error, wrongly asked / interpreted or recorded answers. · Village Profile: A comprehensive village profile was prepared to document the socio economic and demographic data of each sample village in the study area. · Focus Group Discussions/Meetings: The guidelines for conducting the focus group discussions/meetings were prepared. The. community consultation meetings were arranged through contacting key persons from the community such as Nazims, Village Heads, and Patwaris. The objectives of Jinnah proposed project and its benefits and risks were briefed to the participants and feedback was obtained on development needs. The focus group meetings were held in 94 villages Focus Group Meeting at Chak 54 MB including small settlements. The list of participants is provided in Annex C. · Women Survey: The consultants developed a separate questionnaire covering various aspects/issues of women in the area. Consultation meetings with women were conducted in 70 villages by the female sociologists, in which more than 700 women participated. The list of women participants is given in Annex C · Data Collection: The senior sociologist accompanied by junior sociologists carried out the socioeconomic survey. · Data Coding and Editing: The filled questionnaires / interviewing guides were edited and coded by the same field investigators, who were involved in the data collection. It was done immediately after the field investigators returned from the field. · Data Analysis: After the completion of field survey, editing of socioeconomic data sets was carried out. By using appropriate techniques of data analysis, the specialists analyzed the diversified data in minimum possible time. · Water Sampling and Analysis: The groundwater quality of each village was assessed by using portable electric conductivity meter (HANNA Model HI 98303) and results were documented accordingly (see Annex D for the results). · Water samples were also collected from representative water sources including, springs, hand pumps, tube-wells and canal for chemical analysis. Water samples were analyzed at the Pakistan Space and Upper Atmospheric Research Commission (SUPARCO) for the chemical and biological characteristics (see Annex E for the results of the analyses). PMO, Irrigation and Power Department, Government of the Punjab 2-6 Social Development Action Plan Punjab Barrages Improvement Phase-II Project PMO, Irrigation and Power Department,Government of the Punjab 2-7 Social Development Action Plan Punjab Barrages Improvement Phase-II Project 3 Project Area Pro'fiIe This Chapter provides the socioeconomic profile of the study area - focusing the Khushab Tehsil, where the saline zone of the Mohajir Branch command is located. Also discussed in this Chapter are the findings of the stakeholder consultations carried out during the present study. 3.1 Socioeconomic Conditions 3.1.1 Population and Ethnicity According to the 1998 census, the population of Khushab Tehsil was 731,028 out of which 571,150 were in the rural area (see Table 3.1). The current survey has revealed that 327,725 persons are living in the saline zone of the Mohajir Branch command. According to the district census report of 1998, the majority of families in the study area live in the joint family system, as the people find it more convenient and economical to live in extended units. The sharing of resources is beneficial in term of joint incomes, manpower (for agricultural practices) and basic amenities like water, electricity, housing and food. About 95 percent population is Muslim whereas 5 percent consists of Christian and other minorities. The most dominant ethnic group belongs to the Awan tribe; the other groups include Chaudhary, Jat, Khel, Arain, Syed, Bhatti, Khokar and Rajput. The ethnic minorities include Pathan and Baloch that are, living in the vicinity of the Khushab city. About 95 percent of population speaks Punjabi and Saraiki, but Urdu is commonly understood. Social organization in all villages is strongly based on the Biradari system. There is a vast array of various castes in the area. Many of the settlements have been established due to inherent bifurcations and extended families. The families belonging to the same biradari have strong interactions and mostly they try to keep their separate identities. Even in marriages of their young, they prefer to marry within their own tribe. During survey it is found that communities build mosques on self-help basis. Maintenance of these mosques is a joint responsibility of residents. About 40 percent villages have constructed Kacha (mud) drains for the sanitation of household wastewater on self-help basis. There is no major conflict assessed but during elections people oppose each other due to political affiliations. For resolving community'S political and social conflicts, conflict resolution mechanisms are in place through reconciliation meetings, headed by the family heads. However, if problem persists, village notables including Union Council Nazim, Naib Nazim and Councilors resolve conflicts. In case of high intensity conflicts, community reports to the police. PMO, Irrigation and Power Department, Government of the Punjab 3-1 Social Development Action Plan Punjab Barrages Improvement Phase-II Project 3.1.2 Status of Women In general women's social status is low as compared to men. Most of the women in villages are uneducated, but hardworking and are dedicatedly doing their duties at home as well as working outside in fields with their male family members. Daily agriculture labor includes preparing fodder for animals, watering animals, milking animals, giving feed to chickens, preparing animal's shelters (especially their floors) with mud, and making of dung cakes for fuel. It is reported that percentage of women engaged in agricultural related activities is 14 percent in sowing, 7 percent in weeding / mowing, and 79 percent in harvesting and cattle rearing. Women Covering Long Distance to Fetch Water The basic problem and need of women is availability of clean drinking water. They fetch water from canal, springs, water supply schemes, ponds and hand pumps, but usually the quality of water is saline except canal water. Sweet water is available from hand pumps installed along the Mohajir Branch. Women bring water through donkey carts, camel carts, and often by foot. They get poor quality water for washing, cleaning and for toilet use from hand pumps installed in their houses. Productive tasks overlap with reproductive tasks for example repairing the compound in which family lives and also repairing the compound in which the animals are kept. In routine, women are completely responsible of cooking for their families, as well as all other daily tasks that maintain the household. Examples are caring of children, the sick and the elderly; making and repairing their houses and household furnishings. Seasonal work includes cleaning and storing food grains (including rice) and house repair. It portrays the typical patriarchal society where men dominate in all spheres of life and they have the only power to make or take decisions. Women cannot take a dominant part in village decisions. Women public participation in village institutions is minimal e.g. the women cast their vote with the consent of male family members. Within the family, mostly men make decisions, although elderly women may be consulted over strict family or household affairs. PMO, Irrigation and Power Department, Government of the Punjab 3-2 Social Development Action Plan Punjab Barrages Improvement Phase-II Project 3.1.3 Education and Health Facilities Education levels in general are quite low in the area, and the primary level education opp0l1unities for boys are 72 percent, and for girls are 67 percent. There are few secondary level schools in the surveyed villages (18 percent boys and 14 percent girls' schools in the 94 villages and dhoks 4 ). Higher education opportunities are available only at the town level. The school enrollment rate for boys is much lower than that for the girls, especially after primary level. During consultation meetings, participants mentioned the importance of education and included it in priority needs of the village. Although people realize the importance of education of their daughters, but could not manage it because of economic and cultural reasons as well as difficult access to girls' schools in the area. The situation of the health services in the area is also dismal. Out of 94 villages, only 12 villages have Basic Health Units (BHU), and rest of the villagers go to the private clinics in nearby towns and for serious illnesses they go to the District Head Quarter Hospital at Khushab or to Lahore and Sargodha. Many people suffer from skin diseases due to water impurities. The water borne diseases such as cholera, hepatitis, typhoid, goiter, eye problems, diarrhea and other water / hygiene related complaints are also reported. Some of women expire during delivery cases. Many women are malnourished usually being the last ones to eat their meals in the family. 3.1.4 Livelihood Sources The major income source of people in the study area is agriculture and daily-wage labor. According to the baseline survey, agriculture is the most widespread source of income in the project area (65 percent), followed by the daiJy-wage labor (30 percent). The remaining (five percent) are engaged in miscellaneous employment, including government ·and private jobs. The economically better-off families mostly belong to the agriculture sector. Livestock is another significant category as a source of income, and most of the farming communities own livestock ranging between one and three animals, with cow being the most common. One acre crop of fodder is sold between Rs. 3,000 to 4,000 per season. Rice husk is used as dry fodder, which is comparatively cheaper. Agriculture laborer typically earns Rs. 200 to 250 per day. Demand for agriculture labor is high during the planting and harvesting seasons. The skilled laborer earns Rs. 400 to 450 per day. The economic opportunities are very limited in the study area, and people face difficulties in finding employment other than daily-wage labor, which is usually irregular. Most people lack capacity or skills that could contribute towards their own livelihood as well as in the local economy, and also lack enterprise development capability. The earning level of the non-farm workers, such as cobblers, carpenters, blacksmiths and barbers, is usually very low, and in most of the project area, the villagers pay two 100-kg bags of wheat and rice per year to these non farm workers against their services. Land is a symbol of prestige and honor and most of the communities do not sell their agriculture land. Land cost depends on type and quality of land. In the canal command areas, the land value ranges between Rs. 250,000 to 400,000 per acre. Outside the canal command area (ie, the barani land) the land price varies between Rs. 50,000 to 150,000 per acre. 4 Dhok is a small village. PMO, Irrigation and Power Department, Government of the Punjab 3-3 Social Development Action Plan Punjab Barrages Improvement Phase-II Project The command area of the Mohajir Branch consists of rural and urban communities. Khushab, lauharabad and Quaidabad are the urban areas and there are many small scale industrial units developed by the individual industrialists. There is one cement factory located in Mouza Chainki and one soda ash manufacturing plant functioning in Mouza Warcha. Most of the skilled labor is hired from outside area of saline zone community whereas local labor is hired for low level jobs. In majority of the cases, people utilize credit facilities at the local level. Almost everyone has an ongoing credit account with the village grocery shop, the landlord, influential of the village, a relative or a neighbor. These loans are usually cleared after a good crop or selling of an animal like a cow, buffalo or goats during festivals. The National Rural Support Program (NRSP) has introduced micro credit loans at community level, especially for the poorest groups of the community. Currently only 12 of 94 villages and dhoks of saline zone have been targeted by NRSP. 3.1.5 Energy Sources The electricity is available in almost all the villages in the study area . This energy source is utilized mainly for lighting of the houses and operation of tube-wells for drinking water supplies and irrigation. The Khushab and lauharabad cities, and the Mitha Tiwana, Hidali and Quaidabad Town Committees are connected with the natural gas network and the gas is consumed mainly for cooking purposes. Pahari kikar (Prosopis) specie is used as firewood at large in the study area villages, which is found in abundance in irrigated and barani areas. Some people purchase firewood and dung cakes for fuel. 3.1.6 Livestock Livestock is the back bone of agriculture society and third main source of income of the study area. About 80 percent households owned livestock having 1 to 3 animals per household, with cow as the most common. Animal feed is available in the shape of green and dry fodder. Some villages have community owned (shamlaat) land, which is used as grazing land for their farm animals. 3.1.7 Communication Facilities Most of surveyed villages have metalled roads that are in good condition except the few villages like, Chak 59 / MB and Ghous Nagar of Union Council 59/ MB where roads are in very poor condition. Construction and maintenance of village roads is the responsibility of local government. Two provincial highways also pass through the study area and connect Punjab with the North Western Frontier Province (NWFP). Telecommunication facilities are available only in few villages; rest of the communities own mobile phones, which are very common among the targeted communities. The concerned patwaries disseminate important information such as regarding the annual canal closure to the Numberdar through mobile phones. 3.1.8 Local Institutions and Administration Among the government sector institutions, only schools and BHUs are effectively functional in the study area. The villagers mentioned that the veterinary dispensary staff and agriculture extension staff are usually not present in their offices. At the local level, NazimlNaib Nazim and Councilors are active and try to solve day to day affairs of the villages e.g. attestation of National Identity Card documents, and birth and death certificates. The patwaries and Numberdars are PMO, Irrigation and Power Department, Government of the Punjab 3-4 Social Development Action Pl an Punjab Barrages Improvement Phase-II Project responsible to assess and collect land revenue and irrigation water charges from the farmers and deposit in the government treasury. 3.1.9 Community Participation The institution that provides governance on traditional community and political issues is the Punchayat (council of elders) with representation from different clans and castes including, Numberdar, Nazim, Naib Nazim and notables of the area. The Council arrives at decision through consensus and convenes when the need arises, although it has been noted that in many cases no decision is made since no consensus can be arrived at. The group discussions during the present study revealed many informally organized group activities, particularly with respect to shared agriculture labor for watercourse (Bhal) cleaning. The informal support of the religious clerics (imam) is also available particularly in the community based works. During the group discussions, it was found that in more than 87 percent villages of the study area, no formal community based organizations (CBO) is functional. NRSP is working in village areas and has established male and female CBOs for the particular tasks. The detail of the NRSP activities in the study area is given in TabJe 3.2. The Zarai Taraqiati Bank and Khushhali Bank have also disbursed agricultural loans to ·some farmers of Chak- 42 I MB and Chak 551MB. Social organization in the study area is predominantly carried out by household and lineage groups, which can be representative but are not necessarily consultative, and are certainly exclusive of women. (Dera Awall) PMO, Irrigation and Power Department, Government of the Punjab 3-5 Social Development Action Plan Punjab Barrages Improvement Phase-II Project 3.2 Water Resources 3.2.1 Water for Agriculture Agriculture land is mostly inherited and with the passage of time it is divided further and further amongst the children, resulting in shrinking sizes of the land holdings. About 70 percent of the population is engaged in the irrigated agriculture in saline zone through Mohajir Branch and its distributaries, which irrigate round about 120,041 acres of land. The majority of the farmers are involved in the subsistence farming only, and many families cannot support farming activities due to the limited resources and they have to rely upon other means of income, such as employment and labor. Although most of the land in the study area is irrigated by the Mohajir Branch canal, an area of about 101,606 acre is rain-fed. Irrigation in this area is supplemented with tube-wells, to grow crops such as millets and sorghum. Otherwise it is used as grazing land for the livestock. 3.2.2 Domestic Water Supply Mostly, women and children are responsible for fetching water for drinking and domestic use, and spend four to five hours daily, for this purpose. Of the 94 water supply schemes, about 80 percent are functional and the remaining are non-functional. Most of the drinking water supply schemes have been abandoned due to lack of management and coordination among the community groups. Table 3.3 lists the water supply schemes in the area; Figure 3.1 presents a map showing these schemes. Details of these schemes are provided in Annex F. The groundwater in most of the surveyed villages is brackish, except from the hand pumps installed along the Mohajir Branch and its distributaries. The Hidali and Adhikot distributaries have sweet underground water pockets. 3.2.4 Chemical Analysis of Drinking Water Sources The samples of drinking water sources including, spring, tube-well, hand pump and canal from different localities of saline zone area were also collected for detailed chemical analysis (see Table 3.4 for the location of these sources. The results of these analyses are presented in Annex E. 3.2.5 Rainfall Data The historical rainfall data for the period (1993-2002) at Mianwali and Sargodha was obtained to assess the contribution of moisture to the crops during winter. The rainfall pattern (Figure 3.2) reveals that on average 20 mm to 30 mm rainfall is recorded during January. It was also mentioned that during construction period, the ThaI Canal could be closed for six weeks, including two weeks of routine annual canal closure. PMO, Irrigation and Power Department, Government of the Punjab 3-9 Social Development Action Plan Punjab Barrages Improvement Phase-II Project It was ensured that women are equally involved in the consultation process, and their perceptions about the project interventions and community needs were taken into account. The local cultural norms did not allow joint participation of men· and women, therefore the women meetings were held separately inside the house premises. On the basis of the feedback received during the consultations, PMO/IPD has now revised the initial construction plans in a manner that the canal closure would remain limited to the routine three weeks. The revised plans also include provision of a feeder canal of 1,500 cfs to doubly ensure water supplies to the most vulnerable saline groundwater area of the Mohajir Branch, in case the plans do not work as expected. The community was inquired about positive and negative perceptions of the project, which are described below. o Positive Percepti. n · Jinnah Barrage will be saved from the major disasters. · Irrigation water supply will increase with rehabilitation of the ThaI Canal. · A vailability of irrigation water will leave positive impacts on crop production and farmers' income. · Community showed satisfaction about the overall project activities. · Tail end farmers were happy that irrigation water will reach the tail ends. · Income will increase and it will help in poverty alleviation. Negative Perception · Extended canal closure will leave severe impacts on crops, humans and livestock. · Community mentioned that population dependent on the Mohajir Branch for drinking water purposes, will suffer badly. · Canal closure will affect the health of domestic animals dependent on canal water for drinking purposes and will also affect their milking efficiency. · Extended canal closure will affect agriculture labor and small farmers, low crop production will leave negative impacts on subsistence farming. · Female participants pointed out that their household activities will be badly affected, e.g. watering to animal, washing clothes, and fetching water from canal distributaries. · Farmers pointed out that green fodder for their animals cannot survive for more than fifteen days without irrigation water, and in case of less rains, conditions will be worse. · Most of the farmers demanded for assistance in case of decrease in crop yields. 3.3.2 Needs Assessment Priority Needs of Men The male groups prioritized their needs during the consultation meetings. The ranking of prioritized needs was derived from the individual rankings of priorities generated from the discussion with the separate groups in each village. During the male consultation meetings in 94 PMO, Irrigation and Power Department, Government of the Punjab 3-10 Social Development Action Plan Punjab Barrages Improvement Phase-II Project villages, 19 different types of problems were identifiedo The first, second, third and fourth priorities of the men of the area are presented in Table 3.50 As shown in Table 3.5, the male participants from 49 villages ranked the drinking water supply as their first priority need, participants from nine villages ranked education as their top priority need, whereas BHUs, irrigation water and sewerage/drainage system was also ranked as top priority for some of the villageso The first priority needs identified by the male groups are presented in Figure 3.3. Similarly, the women from 14 villages, 13 villages, and 12 villages ranked BHUs, sewerage/drainage, and vocational training centers as their second priority needs, respectively. This assessment has been calTied out on the basis of the impact screening, field surveys, and stakeholder consultations canied out in the saline zone of the Mohajir Branch (discussed in the previous Chapters). The lessons learnt during the Taunsa Barrage project also greatly benefited the study team in the impacts assessment. 4.1 Land Acquisition and Resettlement for Barrage Rehabilitation The social safeguards impact assessment was based on the detailed engineering design. The level of design details provided delineation of impact zones on the ground and enabled the study team to accurately assess the need for land acquisition and resettlement. The study team included social experts as well as engineering specialists. The study team also held meetings with the communities and gathered detailed information on their feedback and perceptions of the possible land acquisition and resettlement impacts. The project involves rehabilitation and modernization works on the existing Barrage structure and no new works are included. The civil and electro-mechanical works will be canied out either on the existing Barrage structures or within the river bed. The temporary feeder channel to provide water to the Mohajir Branch in case of any possible extended closure of the ThaI Canal will be constructed on the state-owned land. Therefore no private land will be acquired for the project works, nor will any voluntary or involuntary resettlement take place. 4.2 Social Impacts under Construction Operations 4.2.1 Land Acquisition and Resettlement The construction activities will require land areas for site offices, construction camps, batching plants, storage ground, spoil deposit areas, borrow areas, and access roads. Learning from the Taunsa Barrage experience, the design team has made provisions for these temporary site facilities. Near the Barrage, IPD owns large tracts of land, which are proposed to be used for these site facilities. These areas have been checked on ground and specified in the detailed engineering design. Furthermore, these sites have been screened and checked on the ground for possible land acquisition or resettlement impacts by the design consultants, PMO staff and the World Bank mission. The community members have also been consulted regarding any CUlTent or potential use of these sites by the local communities. These investigations and consultations have concluded that these IPD-owned land areas are currently not used for any purposes, such as residential and cultivation, and are free from occupation. Therefore, by the current design, the project construction activities would not require any land acquisition or resettlement. After the procurement process, the appointed contractor will review the detailed design for the construction operations and all the site provisions planned, and will develop a construction 'operational plan. This plan will confirm and if needed revise the provisions for the construction activities and the temporary site facilities. Any such revisions might have land acquisition implications. PMO, Irrigation and Power Department, Government of the Punjab 4-1 Social Development Action Plan Punjab Barrages Improvement Phase-II Project 4.2.2 Public Health Impacts and Social conflicts The project contractors will mobilize a workforce of over 2,000 personnel for the construction works. It is also expected that the construction site will attract. people to work at the project sites or set up houses or shelters to provide services to the construction workers. The construction activities, influx of population in the local areas, and high concentration of workers/service providers during the construction period are likely to have social impacts. These impacts could include health impacts on both the construction force and the local communities, including the possible increase in the incidence of the sexually transmitted diseases (STD) and communicable diseases, such as hepatitis Band C, and human immunodeficiency virus/acquired immune deficiency syndrome (HIV/AIDS). The construction operations could also lead to higher incidence of respiratory diseases. Increased traffic could also expose local communities to safety hazards. Possible tensions could also lead to conflicts between local communities and the construction workers . 4.3 Canal Closure Extension th The scheduled annual closure of the ThaI Canal takes place for 17 days (15 January to 31 51 January). The project construction schedule is designed in such a way that no canal closure extension is anticipated. However, in view of the Taunsa experiences, any slippage in the construction schedule could result in closure extensions. There could be many possible factors triggering such an eventuality. In case this happens, experiences show that the Canal may be closed for four weeks beyond the normal closure, causing interruption in irrigation and drinking water supply. 4.3.1 Interruption in Irrigation Water Supply The wheat crop in the ThaI Canal command area is usually sown during November and up to mid-December. The first watering to the crop is carried out after one month of sowing and the canal closure is scheduled after the first watering. The second watering of wheat is carried out in March. In case the Barrage rehabilitation works relating to the ThaI Canal cannot be completed during the scheduled canal closure as described above, the ThaI Canal may remain closed up to the end of February and will be re-opened in the first week of March to ensure the second watering to wheat crop. It is anticipated that if the canal closure is prolonged beyond the aforementioned period then there will be significant reduction in the crop yields particularly of wheat and consequently the socioeconomic status of the people may decline. The inhabitants of saline groundwater areas in the Mohajir Branch command will be more vulnerable to this impact. 4.3.2 Interruption in Drinking and Household Water Supply It is anticipated that the possible extended canal closure will affect a significant number of villagers of the 19 Union Councils falling under the saline zone of the Mohajir Branch command area. The total number of affected persons would be 327,725, mostly living in rural areas. Some communities have alternate water sources, like hand pumps along the bank of canal, tube wells and springs; rest of them are dependent on brackish water. The groundwater quality along the Mohajir Branch is satisfactory. The community members have mentioned that if canal is closed for more than four weeks beyond the scheduled annual closure, the seepage from the canal will reduce, making the underground water more brackish, PMO, Irrigation and Power Department, Government of the Punjab 4-2 Social Development Action Plan Punjab Barrages Improvement Phase-II Project and the communities will not be able to obtain fresh water even for the drinking purposes. During the survey, the southwestern area of the Mohajir Branch was found to have relatively less saline groundwater. Moreover, there are pockets of sweet groundwater scattered in saline zone. The electrical conductivity (Ee) of groundwater was measured in most of the surveyed villages of the Mohajir Branch; range of electrical conductivity is provided in Table 4.1 and marked in Figure 4.1. The rainfall pattern, as shown in Figure 3.1, reveals that on average 20 to 30 mm rainfall is recorded during January. This is the time for the first watering of wheat sown in December. This rainfall is sufficient for survival of the crops but yield could reduce significantly, in case the irrigation water is not available due to the extended canal closure. PMO, Irrigation and Power Department, Government of the Punjab 4-4 Social Development Action Plan Punjab Barrages Improvement Phase-II Project PMO, Irrigation and Power Department, Government of the Punjab 4-5 Social Development Action Plan Punjab Barrages Improvement Phase-II Project 5 Mitigation Measures and Development Assistance This Chapter describes the mitigation measures identified to address the negative social impacts of the proposed project discussed in the previous Chapter. Also detailed in this Chapter is the development assistance initiative, which has been included in the design of the project to enhance its benefits to the local communities. 5.1 Land Acquisition and Resettlement As described in Sections 4.1 and 4.2, no land acquisition or resettlement impacts are expected under the Ban-age rehabilitation activities, nor are the construction operations expected to have any such impacts, according to the latest design. However, in case the contractors revise or change the planned sites for construction operations, any such revision or changes might have land acquisition implications. To prepare for such possibilities, the following procedures and requirements will be implemented: · As part of the construction operation plan, the contractors will screen and survey all selected locations and sites for land acquisition and resettlement impacts associated with the construction 'operations. Particular attention will be given to cases where there are adjustments or changes of locations and sites from those selected in the detailed engineering design. · If the screening indicates any land acquisition or resettlement impacts, the contractors will inform the PMO, engage qualified specialists and start land planning for land acquisition and resettlement in consultations with potentially affected communities, following principles established in this framework. · The compensation and resettlement plan will be submitted to the PMO as part of the construction operation plan for review and approval. It will be also forwarded to the . World Bank for review and clearance. · The compensation and resettlement program must be completed before taking possession of the land or houses. The detailed procedure for land acqUIsltIon and resettlement are provided in the Land Acquisition and Resettlement Framework (LARF), which is presented in Annex G. 5.2 Social Impacts under Construction The project will undertake the following measures to deal with public health impacts: · The contractors will be required to have a medical clinic on site within the construction camps, staffed with a professional doctor and other qualified medical workers. They will carry out regular health checks among the construction workers and monitor the trends of any epidemic or health diseases among the workers, particularly HIV/AIDS and STD. · The contractors will be required to implement necessary environmental control measures at the construction sites, including dust control and public safety measures (details are provided in the environmental and social management plan (ESMP) included in the ESIA report). PMO, Irrigation and Power Department, Government of the Punjab 5-1 Social Development Action Plan Punjab Barrages Improvement Phase-II Project · The contractors will be required to conduct training and awareness raising programs for their workers on public health and safety measures as well as interactions with local communities (details are provided in ESMP). · The contractors will be required to appoint environmental and social officers. They will be responsible for detailing and implementing these environmental, social and public health measures. The contractor will also assign responsibilities of coordinating with local communities to a construction deputy manager. S/he will carry out this in consultation with the PMO officials and supervision consultants. · The contractor will offer employment opportunities to the local population. · The contractor's commitment of the above will be reflected in the contract. The detailed measures and actions will be described in detail in the Construction Operational Plan. · The PMO will disseminate the relevant information to the local communities, through posters, pamphlets and public consultation meetings, including a grievance redressal mechanism. · The PMO Deputy Director (Sociology) and Deputy Director (Environment) will be responsible for reviewing the contractor's Construction Operational Plan for the above measures. They will also coordinate with local administration and local communities for any grievance redressal. 5.3 Possible Canal Closure Learning from the experiences from the Taunsa Barrage project, the PMO has planned to implement the measures described below, partly to prepare for the possible canal closure extension, and partly as a development intervention in the local areas to assist local communities. · Keeping in view the drinking water problems in saline zone, the rabi water supply in the Mohajir Branch canal will be ensured through construction of a temporary diversion channel at the Barrage head pond. · The PMO will monitor closely the project construction schedule and assess the possibility and period/duration of extension. The farmers in the ThaI canal command area and particularly in the Mohajir Branch canal saline ground water zone will be informed about the canal closure well in time through the PMO and the extension services. · The farmers in the entire ThaI Canal command area will be motivated to grow early varieties and shift the sowing period of rabi crops synchronizing with the extended canal closure. The project will provide certified seeds for early sowing to the local population free of cost and farmers will be promoted to shift the sowing season. (Please see the next section for details.) · The existing water supply schemes in the Mohajir Branch area will be rehabilitated to ensure the availability of potable water (further discussed below). · The social assistance (e.g. health and education facilities) will be provided in the project area (further discussed below). PMO, Irrigation and Power Department, Government of the Punjab 5-2 Social Development Action Plan Punjab Barrages Improvement Phase-II Project 5.4 Development Assistance 5.4.1 Assistance in Water Supply Schemes in Saline Zone Area The partially functional and non-functional water supply schemes in the saline zone of the Mohajir Branch area can be restored to increase the drinking water supply (see Table 3.3 for such water supply schemes in the area). Additionally, the storage capacity of the existing schemes in the saline zone could be enhanced to cope with the shortage in water supply during any possible extended canal closure. On the basis of village census, extensive field work and consultation process with the concerned communities, a total of 54 drinking water schemes have been identified to be established/rehabilitated in the Mohajir Branch area. These schemes are summarized in Table 5.1, shown in Figure 5.1, and discussed in the following sections . The estimated cost of these drinking water supply schemes is given in Annex H.
