However, project implementation is now on track. As of October 21, 2021, the grant has disbursed 71.4 percent of the proceeds, or USD 428,404 from the total grant amount of USD 600,000. The project developed tailored social accountability training plans and materials aimed at strengthening the participation of the school community in the selected 60 education centers benefiting from the project. The project’s baseline was completed through focus group interviews with directors, students, teachers, members of parent associations (APMAEs), and staff from Ministry of Education. Capacity building of target beneficiaries is a priority for the project. Apart from multiple capacity building workshops for members of the APMAEs, the project has also carried out capacity building activities to support staff from the Vice Ministry of Decentralization and the Community Participation of the Ministry of Education. This training will help improve their knowledge and skills to promote better community participation in all school decisions. In this context, several workshops were carried with decentralized staff from the Ministry of Education to introduce them to successful community participation practices based on the use of social accountability tools developed by the project. Even at this point, one would assume only a limited proportion of schools (10% or 6/60) would start using a follow up protocol, likely linked to planning of the annual operating plan and budget Comments: for the second year of operation. It is difficult to estimate the degree of uptake, given that there was such little visibility of CVME in the baseline qualitative assessment. However, it is reasonable to hope that > 50% schools would find a follow-up protocol useful, and feasible given that most school AMPAEs and school management teams appear to meet frequently (e.g. monthly).
