Implementation Progress continues to be rated Moderately Satisfactory as some progress are noted despite the negative impacts of the April 2015 earthquake and then the country-wide fuel crisis linked to the trade blockade at the border area. The long blockade (September 2015 to February, 2016) resulted in a shortage of fuel and other construction materials and halted most of the infrastructure works and other activities. Nonetheless, the Project was able to achieve cumulative 25% physical progress in N-M road works, complete the Bhairahawa ICD works, and achieve 10% physical progress for Birgunj ICD shed works. The Nepal Trade Information Portal development is completed, testing is in progress, and the Portal is expected to be launched on September 27, 2016 .The two-stage bidding process for the National Single Window development has been significantly delayed. GoB agreed to initiate bidding by end-September 2016, pending WB No Objection to the bidding documents. Implementation Status of key components is as follows: Component A1: The PCO has submitted the revised proposal for capacity development activities which ill be reviewed and further discussed. Component A2: Launch of the IE code and the automated/computerized Customs Transit Document (CTD) system through Electronic Data Interchange between Nepal and India is expected to be operational by November, 2016. Component A3: Following the Axle Load Control and Road Transport Safety Study, DoTM is developing guidelines for using mobile axle load measurement units to check / control axle load; construct fixed axle load measurement and control stations; conduct bus route surveys; develop a web- based Road Accident Information Management System (RAIMS) and then pilot in Kathmandu Valley and along the Birgunj – Kathmandu Corridor. Component B1: The bidding process for the National Single Window implementation has been delayed and now expected to start by end-September, 2016. The Nepal Trade Information Portal development is nearly completed; the launch is planned for September 27, 2016. Component B2: The hiring process for an engineering design consultant for Central Plant Protection Reference Laboratory at Lalitpur is to be initiated soon. Regarding co-location of laboratories at Birgunj ICD and Bhairahawa ICD the PCO should convene all relevant stakeholders to visit the ICDs and plan for the co-location and working procedures. Component B3: Environmental and Social safeguards specialists to support the project team in design and implementing environmental and social screening assessments for the ICD at Kathmandu. Component C1: 25% physical progress has been achieved for Narayanghat-Mugling road works; 50% milestone expected to be achieved by December 2016. Component C2: NITDB to monitor and ensure Environment Health and Safety requirements are met for the site clearance of the formal Himal Cement Factory site in preparation for the development of Kathmandu ICD. The feasibility report with the site plan and preliminary design for Kathmandu ICD is expected by September 2016. Component C3: Rehabilitation of pavement works at Bhairahawa ICD is complete. Birgunj Shed works, which is now about 10% physical progress, needs to be accelerated to be completed by November 2016. Procurement of consulting services is required to prepare design and bidding documents for making the existing railway tracks at Birgunj ICD to be ballast less concrete pavement. Procurement of services for development of corridor monitoring system (CDEMS) and regular data collection for the Project Results Framework is required.
