The Credit Agreement was signed on January 21, 2018 and the project became effective on February 23, 2018. The Mid-Term Review of the Project was held virtually from November 9-13, 2020. The project continued to make progress on the achievement of its development objective and on project implementation despite the setbacks caused by the COVID pandemic. During the review each project DLI and activities were discussed in detail to assess the impact of the pandemic on the current status and the future expectation of their completion. The Project has prepared and approved the Training Operation Guidelines 2077 for COVID response for resuming the short-term training and other project activities. The guideline has been shared with all the relevant implementing partners, including short-term training providers. Achievements under the project so far include, inter alia: 12/8/2020 Page 1 of 10 The World Bank Implementation Status & Results Report Enhanced Vocational Education and Training Project II (P163018)  MOUs have been signed with 60 technical school leaving certificate (TSLC)/Diploma offering institutions to receive performance-based quality improvement grants. The selected institutions have submitted their first set of performance data. Twenty-eight institutions have received the first and second installments of performance grants. All sixty institutions have received the first installment.  The Technical Institute for Technical Instruction (TITI) and the National Skills Testing Board (NSTB) have completed the leadership and management training of 82 heads of institution and occupational training of 485 instructors towards the year-three targets of 100 and 440, respectively. An MOU has been signed with TITI for additional 160 management training and additional 180 occupational training for FY 2021. Training will be provided face-to-face or using hybrid modalities depending on the pandemic situation. Another MOU will be signed with TITI for the training of skills test assessors as well, and NSTB will provide support to TITI in identifying skill areas where test assessors are needed. Similarly, the MOU with NSTB for testing of prior skills for 8,000 youth and with the CTEVT/Curriculum Division (CDD) for the revision/development of 15 curricula are under process.  Third cohort of 2,180 disadvantaged youth (501 Diploma students and 1,679 TSLC students) have been selected in Year 3 to receive scholarship. The first installment has been released to almost all students. Release of second installment has been delayed due to closure of TSLC/Diploma institutions. Notice for scholarship application for the fourth cohort of additional 2,300 TSLC students has been issued and the application collection process is ongoing.  84% of female and disadvantaged youth completed the second round of short-term training programs against the target of 55%.  The 3- and 6- months income and employment verification data shows the average gainful employment rate for the second cohort of short-term trainees is 75% (target 65%). Given the social distancing measures put in place by the government, income and employment verification for this round of short-term training was carried out via phone survey.  1,817 youth (TSLC/Diploma students) from 37 TSLC/Diploma offering institutions have received job place assistance (against the cumulative Year 4 target of 2,000 youth). Additional 50 technical schools will be selected to receive support for providing job placement assistance to students.  Restructuring: A level 2 restructuring of the project was approved in June 2020 and a zero-value emergency response component (CERC) was included as part of the restructuring at the request of the GON. The project has reoriented itself in several ways in response to the pandemic. The activities identified for COVID response support can be carried out within the existing project framework and therefore, the zero component CERC included as part of the restructuring will not be triggered  COVID Response: The project has reoriented itself in several ways in response to the pandemic. Short-term training programs supported by the project will be directed towards youth, trades and geographical areas where there is need, within the existing results-based design of this activity. Migrants who have returned to Nepal following the pandemic will also be provided with training and skills test services through suitable modalities. 40 non-QIG recipient TSLC/Diploma institutions will be support for the implementation of ICT programs. More institutions can be added depending on the availability of project funds and within the project implementation period. The Project will also support the expansion/strengthening of skill testing centers in upto 25 locations so that skills test for youth can take place close to their homes. Additionally, the Project will provide some support to TITI and the CDD of the CTEVT with ICT equipment and human resource development support, especially in the areas of conducting online training. Moreover, the Project will provide support for all project activities that will resume to be carried out under full compliance of the Government of Nepal and project prepared safety guidelines. The Project is also exploring the possibility of virtual monitoring of project activities during the pandemic period.  Project extension: Nearly 8-9 months of the implementation period has been lost due to the pandemic. Without an extension, it is likely that nearly 25% of the total project target for short-term training and targets for other activities such as the 12 month and 24 months apprenticeship training pilots and curriculum development/revision may not be completed. As such at least an additional no-cost one year of project extension will be required for achieving and recording achievements for a number of project activities, but especially for achieving short-term training targets.  Disbursement: The current disbursement rate of the project is 29.6%. An additional US$ 5-6 million is expected to disburse in FY 21, if all project activities can resume from December 2020, expectedly bringing the disbursement rate to around 39%.
