The GIobal Infrastructure Fund (GIF) Grant Agreement was signed on January 16, 2019, and the LRTF Grant Agreement signed on October 16, 2019. Per the project design, the signature of the Financing Agreement is contingent on achieving financial closure of the PPP procurement for the Rehabilitation of the Ganta-Tappita Road and the award of the PPP contract. The GIF Grant which closed in October 2019 was retroactively extended till June 30, 2021 to allow available funds finance the transaction advisory services which was pre-financed by the government. Project Restructuring: The GoL has requested a restructuring of SECRAMP following failure of the PPP procurement. The restructuring entails division of the 100 km project into two segments, both of which would be rehabilitated under design-build contracts. Both sections of road would remain part of the SECRAMP Project. The GoL has commenced works on the proposed SECRAMP Lot 1 (Ganta to Saglepie, 39 kms), which it will fund from its own resources. The restructuring would enable use of the available International Development Association (IDA), Liberia Reconstruction Trust Fund (LRTF) funds for rehabilitation of the remaining 61 kms (e.g. Lot 2, from Saglepie to Tappita). The original components of the project will remain but will be scaled down in proportion to the available resources. The restructuring will be submitted to the Board of the World Bank for decision in May 2021. Procurement of Design Build road works contracts: The GoL has awarded Lot 1 of works (Ganta-Sagliepie 39km) to a contractor, who has mobilized the engineering team to the site and initiated preparation activities. The contractor is expected to commence road works on the ground after the end of the 2021 rainy season, by November 2021. The GoL has launched the Request for Proposals for the Lot 2 works contract (Saglepie-Tappita 61km) and expects to sign Lot 2 works and monitoring consultant contracts by August of 2021. National Road Fund (NRF) operationalization: The proposed restructured project would continue to support operationalization of the NRF through sector policy dialogue and institutional strengthening to ensure that the NRF is managed to effectively preserve the road assets of the nation.
