There were considerable delays in initiating project activities due to which overall implementation progress had been slow. From the last review onwards, however, significant steps have been taken with respect to a number of key activities and achievement of DLIs. These are expected have a cumulative effect on project progress by March 2018, including on project disbursements which currently remain at $22 million (7.3% of the loan proceeds). The GOMP and World Bank teams also agreed that a restructuring of the project will need to be carried out to: a) restructure DLIs that are unlikely to be met for reasons that are outside the control of the DHE, b) given delays in the project, the timelines for certain DLIs targets need to be revised, and (c) to align project activities and expenditures with the remaining project period. Progress against critical agreed actions from the last review include: Implementation of a time-based plan to complete the training of colleges using support from the Indian Institute of Management (Indore), preparation of their IDPs and signing of Memoranda of Understanding (MOUs) with them for receipt of grants. A robust process for evaluation of IDPs and selection of colleges for support has also been initiated and evaluations of the IDPs of more than 300 government colleges are expected to be completed by February 2018. The Project Directorate expects at least 150 MOUs to be signed between them and the colleges by March 2018. Initiation of the hiring of a technical team to support project management (Project Management Consultants). The Request for Expression of Interest (REOI) has been floated, and with timely completion of all interim steps, the PMC is likely to be on board by March, 2018. The following DLIs have been achieved, and the DHE was requested to send the necessary documentation as per the verification protocols to the World Bank for receiving the authorization towards reimbursement from the latter to the extent of US$ 9 million. DLI 1 [Year 3 target] – Enrollment of first year undergraduate (UG) students in all Higher Education Institutions or HEIs (under DHE) The admissions for academic year 2017-18 are complete and final data is available from admissions portal. The number of students enrolling in first year UG for the academic year 2017/18 is 3,61,389 which is an increase of 3,183 (>2500) over 2016/17, thus representing a partial fulfilment of this DLI (one-fourth). DLI 5 (b) [Year 2 target] – 20 Government HEIs to publish annual reports for the year 2016-17 in given format on their respective websites. DHE needs to facilitate publication of these annual reports on the respective HEI websites and then send a list of those institutions which have published a report in the required format to the World Bank. Going forward implementation will face a number of challenges which will require the immediate and focused attention of state authorities. 1 . Immediate submission of documentation showing achievement of DLI 1 Year 3 and DLI 5(b)Year 2 targets. 2 . Adoption and endorsement of financial management and procurement manuals, including delegated powers to appropriate authorities through a GO. 3 . Completing the hiring of the consultant and the review of financial assistance schemes for students on schedule once the RFP is issued by January 5, 2018. 4 . Completing the hiring of a PMC on schedule. 5 . Expediting the hiring of a Senior Financial Management Capacity building consultant by end-January, 2018. 6 . Signing of MOUs with selected HEIs for grant support by March 2018.
