Components regarding the improvement of the quality of service are coming to a close, with results starting to show in terms of reduced duration of outages (DEC) as well as frequency of the outages (FEC). The very substantial tariffs increase and the ongoing severe economic crisis have fueled bill payment default rates, which are offsetting the early effects of reducing the non-technical loss through the regularization campaigns, replacement of old meters and the implementation of the Advanced Metering Infrastructure in the six different distribution companies. Initial analysis shows that were it not for these interventions, the situation regarding losses could worsen. As these activities further progresses and are eventually completed, these indicators are expected to improve. Furthermore, a political decision to not contract out metering inspectors, but rather only use in-house personnel, has curbed the number of inspections taking place to avoid theft and fraud, as the companies do not have all the necessary capacity (numbers) to carry out the required task.
