Progress is being made with the PDO results indicators which are regional in scope. The development of a regional mechanism for addressing wildlife threats is being supported by: (i) India’s signature of Memorandum of Understanding (MOUs) with Bangladesh, Bhutan and Nepal on regional cooperation; (ii) Bangladesh's decision under the first phase of the Adaptable Program Lending (APL 1) to assume the leadership for regional collaboration in trans-boundary wildlife protection and management by convening meetings among Bangladesh, Bhutan, India and Nepal, including the next one for the South Asia Wildlife Enforcement Network (SAWEN); Page 1 of 7 The World Bank Report No: ISR14383 and (iii) institutional capacity building for the secretariat of SAWEN under the Nepal project (APL 1). Through the Global Tiger Recovery Program (GTRP) and the National Tiger Recovery Programs (NTRPs), the countries participating in the Regional Wildlife APL agreed on common areas of research and knowledge sharing. Trans-boundary human wildlife conflict management initiatives are ongoing in all three APL participating countries. Public Disclosure Copy The "Moderately Unsatisfactory" rating on implementation progress (IP) is due to the persistently and considerably slow progress of the Bhutan-specific project activities as reflected in the updated results framework and specifically the intermediate results indicators. The pace of implementation and the IP rating point to the need for proactive, timely and well planned actions on the part of the Project Coordination Unit (PCU) team within WCD to: (i) guide the units within DOFPS with the implementation of their respective activities; (ii) monitor the implementation of all project components and respond to the needs of the implementing units; and (iii) ensure the timely performance, quality and monitoring of the project's procurement, disbursement and financial management aspects.
