Under Component A, The BBS and the TP reviewed nine (9) existing agreements and to provide an update on the status of the different MoU signed by the BBS and the contractual content of each agreement, as well as identify the principles that should guide the development of improved models for MoU. As provided on the BBS website, these agreements include: (i) MoU between Power and Participation Research Center (PPRC) and BBS and its follow-up action plan; (ii) Exchange of Letters between Bangladesh Institute of Development Studies (BIDS), United Nations Children's Fund (UNICEF) Bangladesh Office and BBS; (iii) Letter of Agreement between International Rice Research Institute (IRRI) and BBS, (iv) MoU between International Food Policy Research Institute (IFPRI) and BBS; (v) MoU between International Growth Center (IGC) and BBS; (vi) Partnership Agreement Between United National Educational, Scientific and Cultural Organization (UNESCO) and BBS; 1/19/2021 Page 1 of 7 The World Bank Implementation Status & Results Report National Strategy for Development of Statistics Implementation Support (P157987) (vii) MoU between Access to Information (A2I) and BBS, and (viii) MoU between KOICA and the Statistics and Informatics Division (SID) of the Government of Bangladesh. To this end several consultative meetings were held with the support of the TP. Progress has also been made towards creation of National Advisory Council on Statistics (NACS). Terms of Reference (ToR) and composition of National Advisory Council on Statistics (NACS) has been approved by the Honorable Planning Minister. The package is planned to be sent to the Honorable Prime Minister for final approval. In addition, an initial meeting and discussion on Data User Forum (DUF) was held on 10th August 2020. It was agreed that the Structure and Terms of Reference (ToR) of DUF will be prepared through workshop yet to be held. The PIU was also able to complete the English translation of the Statistics Act which is now available on the BBS website. Under Component B, the BBS has been able to draft organizational Training Policy and Training Plan. The draft Training Policy has been prepared in line with international best practices to cover all BBS staff, prioritizing participation of women and field-based staff (Division, Zila (district) and Upazila (sub-district) level), and a draft training plan based on the training policy was also prepared. Validation meetings were held for both and comments shared with the experts. The Twinning Partner experts, Project IT consultant and the staff of BBS Computer Wing are also working on developing the draft ICT Plan. Several consultative meetings between the TP and BBS Computer Wing were held in order to make an efficient and effective ICT Plan that will cover the entire statistical process i.e. from data collection to data dissemination. The PIU also conducted the first round of the ‘Training on Agriculture Statistics’ for a total of 478 staff of BBS working both at Headquarters and at the Field Offices in the late June 2019. The training was conducted following a Pretest and a Post-test evaluation. On the success of the training, another round of training on the Agriculture Statistics is requested by the BBS authority through PIU for the newly recruited staff as well as for the existing staff who did not have the opportunity to receive the training in the first round. Meanwhile, the training needs assessment was carried out through a short-term international expert, who has also recommended conducting the training to focus on ‘Basic and foundation training in agricultural statistics mainly for newly recruited officers and for existing officers that have no statistical background’. Advance Training on Microdata Analysis using STATA was conducted and another planned. The first Batch of the training was held at BBS HQ from 8-19 November 2020, with a total number of 24 officials from BBS HQ and Field office participating in the STATA training. Under Component C, BBS has compiled Harmonized Definitions of Statistical Indicators, including SDG Indicators that are used by BBS. As a result, more than 1,500 indicator definitions were standardized with inputs from international experts and BBS staff. In the process, over 6 workshops for Harmonization of Concepts and Definitions focusing on different BBS Wings were held. The Development Project Proposal (DPP) for the next HIES 2021 and counter funding has been approved by the Planning Commission. The HIES project team has been formed headed by the project director. The team is onboard to undertake the planned survey activities after prolonged delays due to COVID-19 pandemic, with the initial pilot survey planned in January - May 2021 and the main HIES survey to start July 1, 2021. Several key activities have also been concluded including finalization of the questionnaire for both the recall and diary methods. Validation of survey instruments is still pending. After a wide consultation with all the BBS Wings the Twinning Partner experts have also produced a report on the baseline review of core statistics. This report is now under review and finalization. BBS has also completed the Rapid Phone Survey on Livelihood and produced report which has been disseminated. Under Component D, the PIU with technical support from a short-term consultant developed a draft Dissemination Policy in consultation with different wings at BBS and other external partners. Consolidated review comments from different wings of BSS and the Bank team have been shared with the TP experts. The last meeting between dissemination key expert and BBS was held on November 16, 2020. The discussions on the Data Licensing Agreement request between the World Bank and BSS is still ongoing. Significant progress has been made after clearance by the Bank team following the last meeting chaired by the Director General of BBS held on December 24, 2019 with the participation of all the Directors of BBS Wings and where a sub-committee was formed to spearhead the process and the recent sub-committee meeting conducted on 05 January 2020. Furthermore, the discussions on the anonymization and access to the existing micro data are still ongoing.
