Project investments directly benefit around 54,000 people, including farmers in the lower Nzoia irrigation command area who are receiving training in improved agricultural practices, those benefiting from watershed interventions in the river Nzoia basin, and people benefiting from water distribution improvements in Mombasa. Also, the project has achieved its institutional capacity strengthening objectives. The Ministry of Water, Sanitation, and Irrigation (MoWSI) has completed most of the legal and institutional reforms necessary to align the water sector with the 2010 constitution, except the subsidiary legislation for water supply asset transfer to counties (currently at the consultation stage). MoWSI has also made good progress on land acquisition, and as a result, major infrastructure activities (lower Nzoia irrigation and flood protection) have resumed after almost 18 months of no action. But the low overall progress on Nzoia irrigation (only 34 percent after three years of implementation) remains a matter of great concern, given the imminent closure of the project on December 31, 2022. Likely, land acquisition activities will continue throughout 2021 and possibly until the first quarter of 2022, leaving only 8-12 months for uninterrupted construction before the project closes. In this scenario, the project will only provide irrigation water to about 60 percent of the target irrigation area by the closing date. Therefore, the World Bank and the Government of Kenya have agreed to restructure the project to align its ambition with what is realistically achievable in the remaining period.
