of Environmental Management Plan 1.1 环境管理计划的目的 Objectives of Environmental Management Plan 本项目环境影响评价表明该项目的主要环境污染来自于敷设八个乡镇供水管道、改 建成庄供水站的施工阶段和供水站的运行阶段。本册环境管理计划将详细说明环境减缓 措施、环境管理、环境监理、环境监测等方面的内容,它将是实施这些活动的指导性文 件,其作用如下: The environmental impact assessment for the project shows that the project environmental pollution mainly comes from the laying of water supply pipes in eight towns/townships, the construction and operation periods of water supply station. The environmental management plan will detail environmental mitigation measures, environmental management, environmental supervision, environmental monitoring and so on, which will be the guidance document for the implementation of these activities with the following roles: (1)明确受影响目标的环境减缓措施。泰兴市环保局、环境影响评价单位和设计 单位对受影响目标进行了调查,提出了有效的环境减缓措施,并纳入到工程设计中。 Define the environmental mitigation measures for affected targets. Taixing Municipal Environmental Protection Bureau, the environmental impact assessment unit and the design institute have investigated the affected targets, proposed some effective environmental mitigation measures and included them in engineering design. (2)提供环境方面的指导性文件。本册环境管理计划,经世界银行审查后,将作 为环境保护文本提供给施工期和运营期的施工监理单位、环境监督单位及它相关单位。 Provide the environmental guidance document. The environmental management plan, after being reviewed by the World Bank, will be provided to the construction supervision unit, environmental supervision unit and other relevant units for construction and operation periods as the environmental protection document. The noise levels for both standards are 60 dB in the daytime and 50 dB at night. 固体废物处置执行中华人民共和国建设部令《城市建筑垃圾管理规定》第 139 号。 The solid waste disposal implements the No.139 order promulgated by the Ministry of Construction of the People’s Republic of China “Regulations on the Management of Urban Construction Solid Waste”. 5 泰兴市区域供水工程(TXWS1.3 调整)环境管理计划 3.项目概况 Project Baseline 3.1 项目简介 Project Introduction 3.1.1 项目背景 Project Background 为了彻底解决泰兴城区、乡镇和农村的饮用水问题,泰兴市实施了区域供水工程。 根据《泰兴市区域供水项目初步设计》,区域供水工程中原有项目的乡镇供水近期工程 包括刘陈、新街、宣堡、胡庄、马甸 5 个乡镇,但按照泰兴市行政区划调整和泰兴市自 来水公司对乡镇水厂整合进展情况,需调整原计划的乡镇供水近期工程的内容,调整的 乡镇供水近期工程为根思、新街、张桥、黄桥、大生、滨江、广陵、南沙八个乡镇。调 整后工程(即 TXWS1.3 调整)的内容如下: To completely solve the drinking water problem in the urban, suburban and rural areas of Taixing, Taixing municipality implements the regional water supply project. According to the “Preliminary Design of Taixing Municipal Regional Water Supply Project”, the short-term town and township water supply components in the original regional water supply project include five towns and townships of LiuChen, Xinjie, Xuanbao, Huzhuang and Madian. However, according to the adjustments of Taixing Municipal administrative division and the progress of town and township water treatment plant integration by Taixing Municipal Water Supply Company, the contents of the short-term town and township water supply components need to be adjusted, and the adjusted short-term town and township water supply components cover eight towns and townships of Gensi, Xiejie, Zhangqiao, Huangqiao, Dasheng, Binjiang, Guangling and Nansha. The adjusted project (e.g., TXWS1.3 adjusted) includes the following contents: (1)镇村输水管网工程:敷设根思乡供水管道、成庄至北新供水管道、张桥镇供 水管道、黄桥镇供水管道、大生镇供水管道、滨江镇供水管道、广陵镇农村配水管道、 南沙镇供水管道。Village and town water transmission network project: to lay water supply pipeline in Gensi Township, water supply pipeline from Chengzhuang to Beixin, water supply pipeline in Zhangqiao Town, water supply pipeline in Huangqiao Town, water supply pipeline in Dasheng Town, water supply pipeline in Binjiang Town, water supply pipeline in the rural area of Guangling Town and water supply pipeline in Nasha Town. 6 泰兴市区域供水工程(TXWS1.3 调整)环境管理计划 (2)供水站改建工程:改建成庄供水站。Reconstruction of water supply station: rebuild Chengzhuang water supply station. 鉴于国内资金不足,为加快工程建设,江苏省提出利用世界银行贷款,完成上述泰 兴市区域供水工程(TXWS1.3 调整)的内容。 Due to the shortage of domestic fund, Jiangsu province proposed to utilize the World Bank loan to complete the contents of the above Taixing Municipal Regional Water Supply Project (TXWS 1.3 adjusted) in order to accelerate project construction. 3.1.2 项目名称、性质及建设地点 Project Name, Project Features and Construction Location 项目名称:泰兴市区域供水工程(TXWS1.3 调整) Project name: Taixing Municipal Regional Water Supply Project (TXWS1.3 adjusted) 建设性质:市政公用基础设施,新建。 Project features: Municipal utility infrastructure, new construction 建设地点:泰兴市。 Construction location: Taixing Municipality. 3.1.3 项目投资 Project Investment 本项目的总投资 5360.65 万元,其中建筑工程投资 5276.49 万元、安装工程投资 30.78 万元、设备购置投资 52.33 万元、工器具购置费 1.05 万元,拟申请世界银行贷款。估算 环保投资 140 万元,占投资总额的 2.6%。 The total investment of the project is 53.6065million yuan, including 52.7649million yuan on construction project, 307,800 yuan on installation project, 523,300 yuan on equipment purchase and 10,500yuan on tool and apparatus purchase. It is planned to apply for the world bank loan. It is estimated that the investment on environmental protection is 1.4 million yuan, accounting for 2.6% of the total investment. 7 泰兴市区域供水工程(TXWS1.3 调整)环境管理计划 3.2 项目建设内容 Project Contents 3.2.1 镇村输水管网工程 Water Transmission Network in Towns and Villages 每个镇管网相对独立,管网布置以各镇区域供水的供水站为源头,通过管道将乡镇 供水站作为一个供水节点,以树状网串联起来。配水管网以村为单位,相对独立,管网 布置以村供水点为源头,通过管道将各个村(组)供水点以树状网串连起来。配水管网 管道走线沿项目区内村间交通道路布置。 The network of each town is relatively independent. The network originates from the water supply stations for regional water supply of each town, which is connected in series through pipelines as a tree network with township/town level water supply stations as the water supply nodes. The water distribution network is relatively independent based on village. The network originates from the village water supply points which are connected in series through pipelines as a tree network. The pipelines of water distribution network are designed along the roads between villages within the project area.. 供水管道的敷设主要采用开槽埋管施工方法,管道基础采用 100~150mm 厚 180° 砂垫层基础。回填材料和密实度满足管道受力和上部荷载要求。管道在过路处不能开挖 施工时采用牵引施工,在过河时采用支墩架空或桥面架设施工;在管道转弯处设置管道 支墩,按照国家标准图集的要求分别设置。 The laying of water supply pipes mainly adopts the construction method of trenching and pipe burying. The pipe foundation uses 180° sand cushion with the thickness of 100~150mm. The backfilling materials and compactness satisfy the requirements of pipe stress and upper load. No excavation is allowed when the pipe crosses the road. The traction method is used during construction, and the construction method of aerial pipe crossing on buttress or bridge deck erection is used when the pipe crosses the river; the pipe buttresses are installed at the turning point of pipes in accordance with the requirements of national standard atlas. 3.2.2 供水站改建工程 Reconstruction of Water Supply Station 对现有成庄水厂进行改造扩建,改建为成庄供水站。改造包括泵房及设备、清水池、 加氯间等,使得改造后的供水能力能满足近期该片区服务面积内居民的用水。 8 泰兴市区域供水工程(TXWS1.3 调整)环境管理计划 The existing Chengzhuang Water Treatment Plant is reconstructed and expanded into Chengzhuang Water Supply Station. The reconstruction covers pumping station and corresponding equipments, clean water tank, chlorinating room and so on. The water supply capacity after reconstruction can satisfy the water consumption of residents within the service area of this zone in the short term. 新建增压泵房及配电间一座,泵房为半地下式,配电间与泵房合建。新建清水池两 座,每座规模为 300m3,清水池采用半地下式。新建消毒间一座,更换原加氯设备,由 原来的加氯消毒改为加二氧化氯消毒。 A new booster pumping room and a new switch room will be constructed. The pumping room is of semi-underground structure. The switch room is constructed together with the pumping room. Two new clean water tanks will be constructed respectively with the capacity of 300m3. The clean water tanks adopt semi-underground structure. A new disinfection room will be constructed, and the original chlorinating equipment by chlorine addition will be replaced with chlorine dioxide addition. 3.3 工程占地 Project Land Occupation 3.3.1 施工临时占地 Temporary Land Occupation for Construction 本项目临时占地主要由乡镇供水管道的铺设造成,本项目的八条乡镇供水管道施工 临时占地的面积参见移民安置报告 The temporary land occupation of the project is mainly caused by the laying of water supply pipes in towns and townships. The temporary land occupation for the construction of water supply pipes in eight townships and towns under this project is in Resettlement Action Plan(RAP). 3.3.2 永久占地 Permanent Land Occupation 现成庄水厂北侧的空地为水厂的自留用地,2007 年成庄水厂获得泰兴市国土资源局 批准拥有对该土地的使用权,此次工程拟利用该块土地进行供水站的改扩建。改扩建后 的成庄供水站总占地面积参见移民安置报告. 属于本项目永久占地,没有占用农田。 The vacant land to the north of existing Chengzhuang Water Treatment Plant is the reserved land of the plant. In 2007, Chengzhuang Water Treatment Plant has acquired the use 9 泰兴市区域供水工程(TXWS1.3 调整)环境管理计划 right for this piece of land with the approval of Taixing Municipal Bureau of Land and Resource. The project plans to use this piece of land for the reconstruction and expansion of water supply station. The total land occupation of Chengzhuang Water Supply Station after reconstruction and expansion is in the RAP, which is classified as permanent land occupation for this project. The total investment of environmental protection is 1.40million yuan. 8. 公众参与 Public Consultation 通过发放调查表、召开座谈会、信息公开的形式,向广大公众进行咨询和征求意见, 尤其是向直接受拟建项目影响的公众征求对项目的意见、建议和要求,解答公众疑难问 题和解决环境问题的减缓措施,充分了解公众对项目影响的看法及削减措施的满意程 度,并将公众意见反馈给建设单位和环保部门。 Public consultation, especially affected persons consultation, had been carried out in the forms of questionnaire survey, consultation meeting and information disclosure so as to get the understanding of local opinions, suggestions as well as local demand on project implementation, answer the public’ questions and identify corresponding mitigation measures, and also get a comprehensive understanding of potential project impacts and satisfaction with mitigation measures. The public opinions will be reported to construction companies and relevant environmental authorities. 8.1 发放公众调查表 Questionnaires 2010 年 8 月上旬向 8 个乡镇供水管道附近的居民发放了 92 份调查表,收回有效表 格 92 份,基本反应了公众对本项目的态度、意见和建议。公众意见归纳如下: In early August 2010, 92 sheets of questionnaires were distributed to local residents involved in water supply pipelines of 8 project towns, all of which had been filled out in an efficient way and showed the local opinions, altitudes and suggestions on project implementation, as summarized below. (1)公众对当地环境现状的满意程度的调查 50 泰兴市区域供水工程(TXWS1.3 调整)环境管理计划 据统计,33.7%的公众对当地环境质量现状是很满意的,66.3%的的公众对当地环境 质量现状是较满意。 (1) Survey on satisfaction with environmental baselines As a result, 33.7% of interviewees were quite satisfied with environmental baselines and 66.3% of interviewees were satisfied with environmental baselines in some degrees. (2)公众对该地区拟建项目的了解程度 26.1%的公众对该项目很清楚,66.3%的公众有所了解,只有 7.6%的人对该项目不 了解。说明本项目的前期宣传工作很到位,绝大部分公众都对本项目有所了解。有关部 门还应加强宣传力度,不仅要让公众了解本项目,还要使本项目得到群众的支持与积极 配合。 (2) Survey on knowledge about the proposed project 26.1% of interviewees were clear about the proposed project, 66.3% of interviewees knew this project and only 7.6% had no idea about it, which showed the good performance of project introduction during preparation. Project introduction should be further enhanced by local authorities to not only make the public understand the proposed project and also obtain support and cooperation of local public. (3)本项目不实施对公众生产生活影响的调查 多数公众认为该项目若不实施对生产和生活造成较大的影响,因此本项目的建设势 在必行。 (3) Survey on impacts of alternative without project on local life The majority of interviewees supposed that alternative without project would pose many negative impacts on their life. Hence, the project implementation must be enforced. And financial compensations need to be made in compliance with national standards so as to mitigate the economic loss of local farmers. (5)公众是否接受施工带来不便和环境影响的调查 87%的公众能接受本项目带来的不便和环境影响,说明公众对本项目的极大支持, 也反映出公众对实施区域供水工程的需求,但是仍有 13%的公众表示不能接受,因此施 工单位需尽力配合公众的需求,将施工对环境的影响降到最低。 (5) Survey on local opinions on inconvenience and potential environmental impacts during construction 87% of interviewees accepted inconvenience and potential environmental impacts during construction, which showed great support of local public and large demand for implementation of regional water supply. However, 13% interviewees disagreed with project construction. Hence, more efforts should be made by construction companies to meet the local requirement and minimize the impacts on local environment during construction. (6)公众最担心的本项目负面影响调查 由调查结果可知:公众对出行方便问题比较关心,因此施工单位在施工过程中应修 筑专门的便道,以免引起当地居民的出行不便。同时在项目施工过程中,对公众生产生 活影响较大的噪声、尘土等问题应采取有效的防护措施;合理安排施工时间,尽量避免 夜间施工,要使本项目的施工过程中产生不利影响降低到最小,保证居民的生活和生产 不受影响。 (6) Survey on potential negative impacts of greatest concern As a result the local public was quite concerned about impacts on local traffic. Therefore, specific path should be built and used during construction to avoid inconvenience to the local public. Meanwhile, mitigation measures for noise and dust nuisance need to be implemented in an efficient way during construction. Construction time should be arranged in a proper way, and construction companies need to avoid construction at night so as to minimize the negative impacts and ensure the local life. (7)项目产生的利弊比较调查 52 泰兴市区域供水工程(TXWS1.3 调整)环境管理计划 调查结果表明,80.4%公众认为本项目的实施是利大于弊的,认为利弊差不多的公 众占 19.6%。在项目建设过程中,有关管理部门要做好有关的环保措施,减少施工扰民 现象的发生。 (7) Survey on benefits and losses of the proposed project. The survey indicated that 80.4% of interviewees confirmed the benefits rather than loss of the proposed project and 19.6% on the contrary. During project construction mitigation measures should be implemented in a proper way to lessen the local inconvenience. (8)公众对本项目支持态度的调查 79.3%的公众对本项目表示坚决支持,20.7%的公众表示有条件赞成,赞成的条件是 要求施工单位进一步做好施工期的环保措施,尽量减少对公众生活环境的影响。没有人 反对该项目的实施,可见公众对本项目的实施非常支持,迫切希望实施本项目,以解决 乡镇饮用水的卫生安全问题。同时要求本项目的施工单位及主管部门要做好环保工作, 尽量减少噪声、扬尘、交通不便等给居民带来的生活及生产的不利影响。 (8) Survey on support of local public 79.3% of interviewees showed the full support to this project, 20.7% of interviewees would support if the mitigation measures could be further implemented during construction. There were no disagreements to the proposed project, which showed the urgent need for project implementation so as to safeguard the local drinking water quality in the project towns. Meanwhile, construction companies and local authorities were required to carry out environment protection and lessen potential negative impacts on local life, including noise mitigation, dust control and traffic improvement. 8.2 公众座谈会 Consultation Meetings 泰兴市区域供水工程(TXWS1.3 调整)是泰兴市区域供水工程的末端工程和重要 的组成部分,本次工程的内容已包括在泰兴市区域供水工程之中,此次调整仅是将原有 敷设 5 个乡镇供水管道的工程内容调整为 8 个乡镇,对环境的影响主要集中在施工期。 在泰兴市区域供水工程环境影响评价期间,泰兴市自来水公司于 2008 年 2 月 27 日在公 司的三楼会议室召开了公众座谈会。参加座谈会的公众包括了黄桥、根思、张桥等乡镇 供水管道附近的居民。环评单位介绍了本项目施工期和营运期的环境影响及减缓措施, 征求了公众的意见和要求,解答了公众提出的疑难问题,充分了解到公众对本项目影响 53 泰兴市区域供水工程(TXWS1.3 调整)环境管理计划 的看法及对削减措施的满意程度。在公众代表提出的问题和要求中,涉及到供水管道的 施工对环境和周围居民影响方面的内容是:①加快施工进程,早日完成区域供水;②井 点降水问题;③施工期污染对周围居民的影响。分别由环评单位根据报告书中提出的减 缓措施给予了详细的解答,公众要求本项目施工期认真做好施工污染防治措施,尽量减 少对周围居民的影响,在施工开挖过程中防止井点降水对农田的污染。具体内容详见《泰 兴市区域供水工程环境影响报告书》。 As the last and key part of Taixing Regional Water Supply Project, TXWS1.3 involves water supply pipeline 8 towns instead of 5 towns. Most of environmental impacts will be found during construction. During EIA, consultation meeting was held by Taixing Water Supply Company in Feb. 27th 2008. The representatives of local residents in the Huangqiao, Gensi and Zhangqiao towns attended the meeting. The EIA institute introduced the potential environmental impacts and mitigation measures during construction and operation, solicited public’ opinions and suggestions, answered their questions, and get a comprehensive understanding of local opinions on project impacts and satisfaction with mitigation measures. Among those questions and suggestions, the following points were involved in impacts on local environment and residents during construction ①speed up construction to carry out regional water supply;② well dewatering ③ negative impacts on local residents during construction. Corresponding mitigation measures had been identified in the EIA report. The public also supposed that pollution prevention and control should be carried out in a proper way during construction to lessen negative impacts on local residents as much as possible and avoid farmland pollution due to well dewatering during excavation, which is detailed in TXWS EIA Report. 8.3 信息公开 Information Disclosure 在本项目环境影响评价基本完成的阶段,已将该项目环境影响报告书和环境管理计 划放在泰兴自来水公司网站上供公众查阅,并在 2010 年 12 月 6 日的泰兴日报上刊登了 通告,让泰兴市公众了解该项目环境影响评价情况并提出宝贵意见,报纸通告的内容详 见下面的附件。 After completion of the EIA report, the EIA document together with EMP was disclosed of on the Website of Taixing Water Supply Company.
