The first phase APL will contribute to this overall program objective through: (a) enhancingNIA'sfinancial viability, and its institutional capacity to support improvements in irrigation service delivery; (b)transferringincreased operation and maintenance (O&M) responsibilities for 58 National Irrigation Systems (NISs) to capableIrrigators'Associations (IAs); and (c) increasing irrigation efficiency and promote reliable access to water among farmers in theselected 58NISs. These include: (a) substantial accomplishments in the Irrigation Management Transfer Program with 100 percent of the Irrigators’ Associations (IAs) or water users’ associations organized; and (b) 95 percent (target is 90 percent) of IAs with contracts for the operation and maintenance of irrigation facilities. The implementation of Component 2 has picked-up with the: (a) awarding of all 29 major civil works contracts amounting to USD52 million; and (b) generally satisfactory implementation and quality of 111 completed and 20 ongoing civil works contracts. However, extra efforts are needed to further improve the implementation of Component 2, especially the five major contracts which have encountered significant delays. Project restructuring was approved on February 11, 2015 which covered: (a) re-allocation of unallocated funds (originally earmarked for physical and financial contingencies) to address the rehabilitation needs of national irrigation systems (NIS) that had been affected by Typhoon Yolanda and other calamities; (b) extension of the Loan closing date from March 31, 2015 to March 31, 2017 to allow the implementation and completion of rehabilitation and reconstruction activities; and (c) revision of project development objective (PDO) to ensure consistency in the PDO formulation in the Loan Agreement and Project Appraisal Document, as well as alignment of some indicators with the PDO. Loan amendment agreement letter yet to be signed by the Department of Finance. The PDO remains relevant and achievable. Disbursement rate is 56 percent (compared to 41 and 50 percent reported during May and November 2014 missions, respectively.)
