A revised detailed procurement plan was approved by the Bank in September 2013 adjusted for the initial delays in various activities. Implementation started by focusing on procurement of priority activities. After some initial delays, the project is disbursing well and the achievement of the PDO and the implementation progress remains Satisfactory. A detailed Environment and Social Impact Assessment (ESIA) for the roads to be rehabilitated has been submitted to the Bank for clearance in August 2013, and is currently under Page 1 of 6 The World Bank Report No: ISR12180 revision based on Bank comments. Upon clearance, the ESIA will be publicly disclosed. The last Financial Management (FM) supervision mission was conducted on April 18, 2013 to assess the adequacy of the FM system of the project. The project has shown noticeable improvements following the Bank recommendations. The quarterly Interim Final Report (IFR) for the period ending September 2013 was submitted timely and did not indicate any Public Disclosure Copy major issues. The Financial Management System was adequate for the level of the project activities. The proposed three (3) roads under rehabilitation are Lot1: Magwi – Labone (89 km), Lot 2: Amadi – Tali (65 km) and Lot 3: Tali – Yirol (Awerial) (55 km). Bids were invited on January 28, 2013 and were opened on March 19, 2013. The government submitted the bid evaluation report (BER) on June 7, 2013 which recommended award of Lot 1 and re- tendering of Lots 2 and 3 due to excessive high tender prices (almost 90% above estimates). The Bank provided a No-Objection on August 2, 2013 following the submission of a revised report by the client on July 22, 2013. The contract for Lot 1 was awarded on August 30, 2013 at a contract value of SSP 36,286,166.4. The notice to commence was issued on September 30, 2013 while the planned contract completion date is established as March 30, 2015 (18-month duration). Prior to commencement of physical works, the Contractor is establishing a camp at km 2+500. On the 4-Labor-based works contracts (110 km), the construction and supervision were awarded in December 2012 and March 2013 respectively. By October 31, 2013 about 89km have been completed in respect of bush clearing, earthworks, graveling and drainage works. The works are planned for completion by March 2014. The 3-Maintenance works contracts (176 km) were originally planned to be procured by March 2013. The three (3) roads proposed under maintenance are Yei – New Lasu (45 km), Rasolo – Maridi (71 km) and Maridi - Kozi (60 km). This activity was delayed as the government was focusing on the award of the rehabilitation works prior to commencement of maintenance activities other than those under labor-based approach. The reasons cited were mainly to sound the market response on cost of construction which remained uncertain in the fragile-state environment of South Sudan. And the government wanted to prioritize the rehabilitation works activities considering the funding for all components. The bids for the three (3) maintenance contracts were invited on September 17, 2013 and bid opening was conducted on October 28, 2013. Evaluation of bids is currently in progress. The project supported a procurement training of 2-week duration conducted for the MTRB and ten (10) State Ministries of Physical Infrastructure from April 8-19, 2013 as part of the overall institutional development program where 61 staff benefited. The project has also recruited individual consultants for Environment/Safeguards management, long-term Financial Management (FM), and Procurement on March 11, 2013, September 25, 2013 and April 16, 2013 respectively. An Assistant Project Accountant has also been hired as a local TA on October 14, 2013. Recruitment of an M&E Specialist was discussed with the government to expedite the hiring process. The Bank’s has reviewed the TOR for the M&E Specialist in September 2013, and government was expecting the EOI on November 12, 2013 and hiring to be finalized by December 1, 2013.
