Overall, implementation since project effectiveness (June 2015) has progressed relatively slow with most progress made at the regional level. By now, the Project Implementation Units (PIUs) at the Oblast level are functional, and key consultants (subproject coordinators, procurement specialists and financial managers) are in place. The process of fully staffing the central PIU under the Ministry of Health (MoH) is still ongoing: the position of PIU manager is not filled to date, and only one out of a total of five central technical clusters has a coordinator. An action plan to intensify the preparation and processing of key procurement packages by the Ministry of Health and project Oblasts has been formulated and agreed, and the project implementation conference, to be organized by the MoH, will take place during the week of September 19, 2016. It is expected that project implementation will be intensified in the next few months. Additional efforts have been made to protect the project from integrity risks and to ensure that project funds are used for intended purposes.
