Amendment No.1 to the Administration Arrangement between the Ministry of Finance of
Japan and the International Bank for Reconstruction and Development and the International
    Development Association regarding the Health Emergency Preparedness and Response
                            Multi-Donor Trust Fund (Trust Fund No. 073509)


1.      Reference is made to the Administration Arrangement between the Ministry of Finance of
Japan (the “Donor”) and the International Bank for Reconstruction and Development and the
International Development Association (collectively, the “Bank” and together with the Donor, the
“Participants” and each a “Participant”) regarding the Health Emergency Preparedness and Response
Multi-Donor Trust Fund (Trust Fund No. 073509) (the “Trust Fund”) effective as of July 22, 2020
“Administration Arrangement”).

2.      The Bank acknowledges that the Donor agrees to provide the sum of fifty million United States
Dollars (US$ 50,000,000) (the “Contribution”) for the Trust Fund in accordance with the terms of the
Administration Arrangement.

3.     The Donor hereby authorizes the Bank to transfer the Contribution in the currency specified in
paragraph 2 above (Contribution Currency) from the PHRD Multilateral Account (Trust Fund
No. 083312) to this Trust Fund (Trust Fund No. 073509) promptly following countersignature of this
Amendment.

4.      All other terms of the Administration Arrangement shall remain the same.

5.       Each of the Participants represents, by confirming its acceptance below, that it is authorized to enter
into this Amendment and act in accordance with its provisions. The Bank and the Donor are each requested
to sign and date this Amendment, and upon possession by the Bank of this fully signed Amendment, this
Amendment will come into effect as of the date of the last signature.”
