Disbursements have increased from 14% to 21% (SDR6.99m) over the period. The USD amount of the project has declined to US$46.37m from the US$50m at approval. Water Resources Management Component. Procurement of services for key activities have reached an advanced stage. The scope of work for the Catchment Management and Development Plans to be supported under this component have been under further consultation with the Ministry, WARMA and the German Cooperation to ensure alignment of the proposed approach and optimization of the support available to the Government under the IDA financed program and the GDC support. This planned intervention will now be advanced with the assistance from an expert in water resources management whose services are due to be secured by the Ministry. The process for the procuring of consulting and non-consulting services for the high resolution topographic mapping and development of the hydro-met and information system have been advanced to contract stage. The limited activities earlier advanced to facilitate the introduction and institutionalization of the use of spatial data and earth observation techniques in partnership with the European Space Agency have continued to stall. There is a need to facilitate a renewed focus on the strategic partnership with the European Space Agency to advance on further development of the base map of water bodies and supporting in situ validation exercises carried out by the Ministry. A clear program of action is yet to be developed by the Ministry after initial training activities were undertaken. These interventions will provide an important underlying data for the development of the water resources management information system and development plans Water Resources Development Component. The procurement of consulting services to support design, capacity building and construction supervision support for the establishment of approximately 100 small water resources infrastructure is now at contract stage. The TA will be critical to support the Ministry in advancing the bidding documents and supervising the design build process for construction of the small dams. An inventory of approximately 800 proposed dams and similar structures has been finalized by the Ministry as part of the preparatory activities. These will now form the pipeline of small water resources infrastructure to be financed by government the Bank and other partners based on a screening and selection process. Other sub-components are progressing slowly. The updating of the water resources master plan and the development of a pipeline of medium to large scale water resources infrastructure is pending consultant service support to assist with the preparation of appropriate ToRs for the intervention. The Groundwater Well Field development initiative is advanced with the procurement of services at RFP stage. Drilling rigs for the Ministry have been procured and are pending delivery. Institutional Component. Additional key technical support staff have been employed. The Communication Specialist and the M&E Specialist have both been mobilized. The Procurement Officer is on board and has assisted in advancing key procurement activities. The appointment of a Water Resource Management Specialist is pending contract clearance from the Ministry of Justice. The position of Financial Management Specialist is pending resolution after the first candidate declined the offer. Procurement of services for the position of project coordinator is underway with draft terms of reference under review by the Bank. Agreement on procurement of institutional support to WARMA and the Ministry represents major progress and is now at contract stage awaiting clearance from the Ministry of Justice. The Public Service Management Division, responsible for the management human resources in government ministries, have completed staff inventories as part of the preparatory process meant to determine an approach for the transfer and re-staffing of reformed institutions. The Ministry of Finance, in line with national regulations, has commenced the preparation of the Asset Register for the Ministry to assist with the distribution of assets to the new institutions. The exercise has been completed in five provinces and activities in the other five are in progress.
