In case of counterpart funding, the government of Bangladesh has been providing fund for salary and allowances for district, regional and national level SDF staff and the endowment funds stands at US$ 21.5 million. The GoB contribution also covers overhead cost of district, regional and national level offices. The project has continued to make good progress. A total of 423,422 beneficiaries under NJLIP have been identified in new villages. Mobilization of project beneficiaries is 963,270 including 658,661 households under SIPP II. More than 95 per cent of the direct beneficiaries are women. 2,220 villages have received Institutional Development Fund and development plans are being prepared. Only 1086 villages received Shabolombi Fund and 645 villages received Community Infrastructure Support Fund. It is expected that all 2,500 villages will receive all funds by December 31, 2017. Nutrition activities have been truly mainstreamed. The two year mark – originally planned for June 2017 – will not be met in terms of the second tier institutions formed under SIPP II as the societies are still weak in a number of areas and an extension of one year is needed costing additional US$ 2.15 million. Making use of the interest accrued in the Endowment Fund to meet part of these expenses was explored by the Secretary. The mission requested that the project team prepare a detailed action plan to identify exactly what weaknesses are still present along with potential solutions by June 15, 2017 that would provide a clear roadmap for completing all activities. SDF has established cluster, district and regional offices and they are operational at present. However, there are a few key management positions such as Procurement Specialist, Director of Operations, Director of Human Resources/Administration and Director of Monitoring, Learning and Governance that are being overseen by others and recruitment is still underway.
