Has the Project Development Objective been changed since Board Approval of the Project Objective? No Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Moderately Satisfactory Moderately Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Implementation Status and Key Decisions After a brief adjustment period between March-2020 and May-2020, when stringent lockdown restrictions were in place on account of Covid-19, the project team has been able to work around the constraints posed by Covid-19 and expedite implementation. While the pandemic continues to limit travel and field-level activities, there has been a significant uptick in acceptability among SEWA members for digital mediums and services, and a corresponding increase in demand for training in these areas. Key activities undertaken in the past six months:  As of October 30, 2020, 202 master trainers have been identified and trained in a range of topics on digital and financial literacy.  These trainers have trained 14,523 SEWA members in Gujarat in one or more modules on digital and financial literacy.  40 master trainers from other states have been identified and are in the process of undergoing trainings. SEWA is in the process of preparing a plan to roll out trainings in the other states.  SEWA has partnered with two private agencies, namely, PayTm and ROINET for training and onboarding PayTm agents and e-sakhis respectively. As of October 30, 2020, 48 PayTm agents have been onboarded, and the first batch of 20 e-sakhis have been identified for training.  Monitoring and Evaluation: The final report of the baseline study was submitted by the agency and accepted by SEWA. SEWA has prepared a short questionnaire that it uses to undertake a quarterly sample survey among members who have participated in one or more trainings. The most recent survey indicated that the proportion of women using digital financial products/services has seen an increase of 75%, and the average number of digital financial transactions per month has shown an increase of 67%.  Procurement: Majority of consultancy contracts are underway as planned. The project team experienced some delays for approving procurements through STEP, which were overcome with support by the Bank procurement team. Procurement Rating remains Moderately Satisfactory. 2/15/2021 Page 1 of 5 The World Bank Implementation Status & Results Report India SEWA 2025 Digital Financial Inclusion of Informal Sector (P167886)  Financial management (FM): The project has claimed expenditure incurred till September 2020 and IUFR for December 2020 quarter ended will be submitted before due date of February 15, 2021. The project has submitted FY19 audit report before due date and it has been reviewed and accepted by WB and FY20 audit report is due for submission by June 30,2021. FM rating remains Satisfactory.  Social Safeguards: A two level GRM system has been established. A toll free number has been taken for registration of complaints. SEWA has also disseminated this number to all its members and there is significant awareness among its members.  Environment Safeguards: SEWA is in the process of arranging the requisite institutional mechanism for Environmental Safeguards Management at Project Implementation Units at State, District and Centre levels. The project has disseminated Covid-19 reopening guidelines to its centers. Required water, sanitation, waste management and other facilities and safety measures shall be arranged at all centers in line with Environmental Code of Practices (EcoPs) as many women reach rural centers (mainly in Assam and Meghalaya and other rural districts of other states) after travelling quite a long distance. The team has agreed to arrange recycling / upscaling and management of packaging waste arising from the project.
