Introduction The Environmental Action Plan (EAP) for the Gan-Yue Expressway (Taihe- Ganzhou Section) is compiled on the basis of the EIA (Fourth Version) of Gan-Yue Expressway (Taihe-Ganzhou Section). The mitigation measures, monitoring and training plan set forth in this EAP have been discussed with the departments of design, the employer, resettlement and environmental administration and have gained consensus with the World Bank Loan Project Office of JPCD and Jiangxi Provincial High-Class Highway Administration (JPHCHA). The EAP of this project will be organized and implemented by JPCD. While JPHCHA and World Bank Loan Project Office will be in charge of the environmental protection measures in design, construction and operation phase. The compiling basis of this EAP is: (1) "Environment Protection Law of the People' s Republic of China" (December 26, 1989); (2) ,Water and Soil Conservation Law of the People' s Republic of China" ( June 29, 1991); (3) "Land Administration Law of the People' s Republic of China" (August 29. 1998): (4) ,Law of Environrmental Noise Pollution Control of the People' s Republic of China" (October 29. 1996); (5) "Law of Water Pollution Prevention and Control of the People' s Republic of China" (May 15. 1996): (6) "Law of Air Pollution Prevention and Control of the People' s Republic of China" (December 29. 1995); (7) "Law of Solid Wastes Pollution Prevention and Control of the People' s Republic of China" (October 30. 1995); (8) "Law of Cultural Relics of the People' s Republic of China" (Nov.19. 1982); (9) "Highway Law of the People' s Republic of China (July 3. 1997); (10) "Regulations Concerning Environmental Protection Management for Construction Project (State Council Directive No.253. Major Unfavorable Environmental Impacts (1) Ecological environment (including soil erosion) Total land acquisition by the expressway is about 11,989.56 mu. average at 87.34 mu per kilometer. The types of land occupied include paddy field. dry land, pond. woodland, and waste land. Construction of this road will cause agricultural economy suffer a certain loss. but there will be no conspicuous negative impact on the overall land use pattern Activities as the subgrade cutting, earth/stone filling will cause some damages to the vegetation and some impact on the habitat area of the small animals. However. planting and green can restore some vegetation area and recall the animals back The investigation shows that there is no wild life reserve area along the proposed expressway, nor is there any precious and endangered animals and plants. The forecast shows that the soil erosion will amounts to 29.985.075-65.5523.06 tonlyear. However. as the protection works will keep pace with major works in design, construction, completion and acceptance, the actual soil erosion is less than that predicated. In addition, implementation of the planting measures will recover the some vegetation on the slope and reduce the soil erosion. (2) Water environment The sewage from the labor camp may have negative impact on the surrounding environment if it is not treated and discharged properly. The sewage and vehicle washing water from the service area are about 204.2-535.2 tons daily in the operation period. After treatment up to the standard, they can be used for the planting in the service area. or discharged into the near-by ditches, with little impact on the surrounding environment. (3) Acoustic environment Common construction machine. vehicle noise has big impact on areas within 5Om. particularly the construction noise at the nighttime will impact the people' s rest and sleep. 2 According to the forecast, the traffic noise in operation phase will exert quite big impact on Zhuhu primary school, Mashuang Middle School, Qiubian primary school, Nankang Skin Theraphtic clinic. Kanfucun, Huangzhangduan (KI74+600), Qiaotou (K225+100), Pang' an (K228+880), Zhangwu (K231+650), Jiezishixia (K250+250), Aoli (K254+250), Fengxingpai (K255+200), Tongkengpai (K255 +350), Zihecun (K257+000), Shanzixia (K261+430), Dalongkeng (K153+140) and Laoju(K153+450). (4) Ambient air The main environmental concerns in the construction period are pollutants of TSP, bitumen smoke from the construction work site. According to the forecast, in the lone term operation period, under the condition of category D air stability, the concentrations of NOx and CO will meet the Class II standard for all the sensitive locations. Under the unfavorable meteorological conditions, the pollutant of NOx in areas 23m from the road centerline with high traffic volume and complicated landform may exceed the standard limit. When there is jam in tunnel. the CO and NOx concentration will be doubled and difficult to disperse, which will be harmful to human being. In addition. the carbon smoke exhausted by diesel generator and other particulars will reduce the visibility sharply. impact the driving safety and health. In this regard, power ventilation facilities are very necessary for tunnels with a length over I 0OOm. (5) Societal environment The proposed expressway will occupy some land and arable land. The impact arising from the land occupation on the agriculture production can be mitigated bv adjustment of the land use pattern. Now, a resettlement organization of municipal. county and township level has been set up in charge of the resettlement of this project. A proper number of interchanges and passageways have been designed for the purpose of facilitating the local people. (6) Cultural relics According to the report submitted by the cultural relics department, the expressway won' t have any impact on the existing ground relics. (7) Hazardous substance transport Though the probabilitv of the hazardous subjects transport accidents is very small. ye the results would be very serious once it happens. In this regard, an emergency plan has been worked out. In addition. try to minimize the pollution risk by means of training, proper management and strengthening of emergency handling abilitv. 3 3. Environmental Protection Mitigation Measures 3.1 Design stage 3.3.1 Rational selection of alignment The selection of the alignment for this project has been discussed and consulted many times among the design unit, environmental unit and the employer on the principle of rationality and lower cost together with the full consideration of the factors as protection of farmland, schools, residential quarters, cultural relics, flood control and discharge, urban development program, building materials source and quarries, etc. The current alignment has been finally chosen after wide consultation with relevant experts, local governments on the line and the people from every field. 3.1.2 Ecological Restoration The planting works design has been going along the main works and be completed simultaneously. Priority has been given in design to the local shrubs, bushes. grass and plants for the purse of restoring the vegetation. 3.1.3 Conservation of Soil and Water Subgrade drainage and protection work has been designed. such as. intercepting trench, side ditches. berm, retaining wall, grid fence, etc. which can not only stabilize the subgrade but also prevent from soil erosion . 3.1.4 Water Pollution Drainage system has been designed to prevent pavement runoff from being discharged directly into sensitive water body. Those ponds, canals occupied or cut by subgrade has been rebuilt or redesigned. Sewage treatment has been designed so as to make the sewage meet the state discharging standard. 3.1.5 Noise Impact In accordance with the environmental assessment results. Mitigation measures as sound barriers, resettlement, and window installation will be taken respectively in construction phase. These have been included in the design documents or resettlement plan. 3.1.6 Fly Dust Pollution Quarries. waste areas, mixing plants shall be located 300m beyond the residential quarters. Select the rational hauling route for the materials as far as possible so as to avoid the fly dust impact on the habitants. 4 3.1.7 Cultural Protection We entrusted the Jiangxi Provincial Cultural Relics Bureau and Jiangxi Provincial Cultural Relics Protection Institute to make surveillance along the road, they have submitted the report, refer to the Cultural Relics Report. 3.1.8 Risk of hazardous cargo transportation (1) A closed and complete drainage system will be designed to lead the bridge pavement runoff into the subgrade drainage ditch so as to prevent leakage of hazardous substances into the river water. (2) At the entry-exit of the 9 large bridges and the 2 tunnels, "Careful Driving" warning boards (yellow) and "Max. Speed 60km" boards (red) for dangerous cargo vehicles will be set up respectively to remind drivers to pay attention to safety and to limit the speed. (3) At lOOm in front of each toll gate entrance, a reminding board (blue) will be set up to remind the drivers of dangerous cargo to run by side and to declare for inspection. (4) Tunnel safety design 01 To establish tunnel operation management facility and to equip with relevant equipment The tunnel operation management facility is composed of 8 systems as ventilation, power and lighting, firefighting. traffic control, emergency telephone. circus TV monitor, fire warning. central control, of which the ventilation system is composed of jet fan, fan motor, CO monitor and visibility monitor. the firefighting system is composed by fire cock, chemical extinguisher, the fire warning system is composed by buttons. The tunnel is longitudinally ventilated bv jet fans. Two fans form one group equipped with one control device. There are a total of 48 fans. Water for fire fighting comes from underground, which is lifted by a pump into a water tank. Water is supplied by pumps for firefighting. ( An emergency parking lot will be built at a good surrounding rock in the middle place in each of the two tunnels and one transverse gallery is set up at the relevant position. two interval pedestrian transverse gallery will also be set up. '3 Special mark will be set up to remind drivers to pay attention to safety. 3.1.9 Resettlement The design for this project has always emphasized to avoid towns. removal and land occupation. A hierarchy of resettlement offices will be set up to formulate RAP. The Jiangxi Normal University Institute of City and Population is employed as an independent supervisor. Details refer to the RAP. 3.1.10 Public Participation In the alignment of the road, setting of interchanges, environmental protection, resettlement, we have consulted with along-the-road governments, concerned departments, non-governmental organizations, rural committees, collectives and even individuals to solicit their opinions so as to gain support from the public. The World Bank Loan Project office of JPCD released the bulletin concerning the environmental and resettlement in Nanchang Evening, Jingangshan Daily and Ganzhou Daily dated Oct.10- 11. and put the environmental documents at local Reference Rooms of relevant cities and counties for the availability of public consultation. The above measures have been reflected in the design documents, RAP and project implementation plan. 3.2 Construction stage 3.2.1 Ecological protection (1) To enhance workers' awareness of environmental protection of natural resources and not to damage wild life and not to cut trees. (2) Sewage and garbage from construction camp shall be collectively treated or made into family fertilizers. (3) Earth borrowing and waste disposal shall be conducted strictly in accordance with design requirements so to well protect and to restore the surrounding environment. The top soil (30cm) of the acquired land shall be kept for reclaiming and compensation. (4) Construction vehicles shall run in excess roads. not in agricultural fields and woodlands. The above requirements will be specified in the contract to be signed with contractors. In case of any offence, penalty will be given to the contractor(s). 3.2.2 Water and Soil Conservation (1) Engineering measures O To reduce the area and number of construction sites as much as possible. construction shall be carried out in designed site. the earth borrowing and waste area should not be enlarged casually so to reduce the exposed area of cutting. Don' t enter the site so earlier if construction is not ready. ® For road sections with deep cutting/filling (such as the section of K192+900- 6 K199+660.547, K221+000-K260+000), the engineering measures such as earth retaining wall, protection wall, concrete anchoring should be taken combined with side slope grass planting to make it stable and to prevent sliding. Terrace should be arranged for deep cutting section; intercepting ditch shall be set 5m away from the top of the cut to discharge the run-off from the top surface of the side slope. ) When it is raining, sand bag or straw mat may be used to cover the slope surface to reduce soil erosion; and cutting should be avoided in rainy season. (A) As required by the design, water drainage ditch and intercepting ditch should be built for the earth borrowing sites to reduce rainfall eroding force; the surface of the earth borrowing site should be flat as much as possible. If the borrowing is to be made from a site with big slope, check dam and sediment control dam should be built together with proper drainage system. (2) Planting measures (O) Planting works should be carried out in accordance with the planting design. (O) The turf selected for the slope protection when planting and covering vegetation on the slopes in a lump should have the following features: fast growing and fully covering the ground surface; strong bonding force with the soil to prevent surface soil erosion; perennial plant in harmony with the environment. 03 To get the best effect, the side slope plantation should be completed one month in advance to the rainy season. (3) Land Reclaiming ( Reclaiming and planting measures should be taken after completion of the borrowing and waste sites to prevent soil erosion by rainfall. 02 Forestation or agriculture reclaiming will be considered respectively based on the location (whether in hilly or farmland areas) of the waste areas. ( For the waste bank nearby the farmland, agricultural reclaiming should be considered. It may be planted with herb after first being leveled and soil improved; and agricultural crops may be planted when the soil is fertile. ® As required by the local needs. the deep cutting areas may be built into reservoir or fish pond; and some waste sites may be used for resettlement or industrial buildings. 3.2.3 Water Pollution (I) Septic tank and garbage tank should be provided at the construction camp for timelv cleaning of the wastes; (2) Sand sendimenting tank shall be set up in construction site near river or 7 reservoir to prevent mud from directly entering into water body. 3.2.4 Noise Pollution (1) When the construction site is close to school, no construction work with heavy noise machines should be arranged at school time; when the construction site is close to densely populated residence, construction work with strong noise machines should not be arranged at nighttime (22:00-6:00). (2) To use construction machines with low noise level as much as possible. For construction machines with high noise level, temporary sound barrier should be adopted to mitigate the noise impact. The construction materials storage site and the mixing plant should be set at places 300m away from the acoustic sensitive locations. (3) The construction operator' s work time should be arranged in accordance with the labor hygiene standard, and personal protection measures such as wearing ear- plugs and helmets. etc. should be provided to the operators. (4) The excess roads for the highway construction should be selected away from such sensitive locations as schools, residences and hospitals. When dense residences exist 50m within excess road. transportation of building materials is forbidden in such excess road at night. (5) If the transportation of building materials does make the acoustic environment of residences along the existing national highway (105) deteriorating, supervisory engineer is required to enhance noise monitoring. The monitoring points in construction phase have set up at: Gaopo (Wang, an). Jigongduancun (Shaokou township). Quanjiang (Suichuang), Luowencun (Jingshi township). Changshengcun (Fenggang town). Bazicun (Mashuang township).To reduce the noise impact. if necessary, the hauling route may be considered for a change; or some economic compensation may be given into consideration after consulting with the local residents. 3.2.5 Ambient Air Pollution (I) The stabilized soil and bitumen mixing plants should be set up at the leeward side and 300m away from the sensitive locations of residences. hospitals and schools. The mixing plant should be equipped with sealing device. shock absorber and dust remover. Labor protection measures should be provided to the operators of the construction machine such as eye mask and mouth mask. (2) Bulk construction materials transported by truck should be covered to prevent spillage as much as possible. (3) Hauling roads and construction site. particularly the stabilized soil mixing 8 plant , should be sprayed from time to time to prevent secondary dust flying. (4) In the process of subgrade filling, spraying should be made according to the need of compaction. After the compaction, the contractor should spray the compacted ground from time to time to prevent flying dust. (5) The storage of the bulk construction materials should be covered and over 300m away from the school and village sensitive locations. 3.2.6 Traffic and Transportation Management Plan (1) To ensure a smooth operation of the expressway, construction excess roads must be set up at the intersection of the expressway and other existing roads, which should be generally located at one side of the original road and built into subgrade after the interchange is completed. (2) Traffic and transportation management over the National Highway 105 should be enhanced. Passing time will be limited such as to avoid transporting building materials at rush hours. Also contractors are required to make a good transportation plan. (3) Materials will be prepared in advance. Sand and stone will be stored at relatively less traffic time. (4) Local public security and transportation management departments shall be well coordinated with to mobilize traffic jam and to handle traffic accident so as to ensure a smooth running. (5) Contractors are required to make measures to cover the bulky materials so as to prevent spill and leakage in transportation. 3.2.7 Cultural Relics Protection During construction, if underground cultural relics are found. then construction should stop and the supervisory engineer will protect the site. and concerned department will be notified to handle it. 3.2.8 Worker' s Health (I ) Septic tank and garbage tank shall be set up at construction camp, which are to be c]eared by the contractor periodically so to prevent outbreak of disease. Drinking water that complies with hygiene standard shall be provided at the site. (2) Contractors must adhere to labor protection regulations to provide helmets. earplugs and periodic phvsical examination to workers. (3) A full-time healthy work shall be available at construction camp to provide medical security and give hygiene education to the site workers periodically. 9 3.2.9 Public Participation Complaint telephone number for environmental complains should be conspicuously marked at the construction camp. For complaint problems, the owner and the contractor shall contact local environmental department and handle such problem within 48 hours. 3.2.10 Implementation of "Three Simultaneousness" The contractors at their bid section shall implement facilities such as sound barriers and sewage treatment simultaneously with the main works according to design requirements. The above measures shall be implemented by contractors and specified in bidding documents 3.3 Operation stage 3.3.1 Ecological restoration (1) Maintenance shall be continued for the planting areas as side slope, central belt, interchange. service area so as to recover the vegetation. to protect the subgrade. and to reduce soil erosion. (2) The culverts should be cleared in time to ensure a smooth running of water in the irrigation system. 3.3.2 Soil and Water Conservation Further improve the soil & water conservation works. planting works, and land reclaiming works according to design requirements. A combination of grass, flowers, bushes. arbors may be used to form a stereo planting pattern. In the later operation stage. planting should be prompt so as to protect the subgrade stability and to reduce soil erosion. 3.3.3 Water pollution (I) The sewage treatment facility at the service area should be maintained so as to ensure the sewage meet the discharging standard. (2) Execute the water- quality- monitoring plan and supplementary environmental protection measures will be taken according to monitored results. 3.3.4 Noise pollution (1) Traffic noise control Adhered to the "Regulations Concerning Ambient Noise Pollution Prevention and Control of the People' s Republic of China" , strengthen the road traffic 10 management and road maintenance. Motor vehicles with high noise level exceeding standard limit should be banned to drive on the road. Table 3-3-1 shows the allowable noise level for motor vehicles. These measures should be implemented and completed before highway operation. (3) For households with non-excessive but increasing noise. due to their relatively long distances to the road (generally over 60m), so the existing noise reduction effect is not aood. By consulting with and agreed by the households that may possibly be affected. noise monitoring will be enhanced during operation stage to decide whether to remove. to install sound-proofing windows or to give economic compensation according to the monitored results. (2) Tunnel fans should be maintained to ensure good ventilation within the tunnels. (3) Planting should be set up at both sides of the road, which is good to absorb the flying dust and to protect the ambient air quality. (4) Ambient air monitoring plan should be implemented to decide supplementary environmental protection measures according to the monitored results. 3.3.6 Solid Wastes Regulations shall be formulated and advertised to forbid passengers to throw away cans and paper bags so as to ensure safe driving and the expressway hygiene. 3.3.7 Transportation Management of Hazardous Substances To ensure safety of dangerous cargo transport. laws and regulations have been promulgated, mainly as the following. (1) "Regulations Concerning Chemical Hazardous Materials Safetv Management . issued by the State Council; (2) "Rules Concerning Motor Transport Hazardous Cargo . JT3 130-88. (3) "Measures Concerning Firearms Management of the PRC"I (4) "Regulations Concerning Explosive Materials of the PRC"I (5) "Regulations Concerning Radioactive Isotopes and Radioactive Equipment' s Radioactivity Management of the PRC", ; (6) "Rules Concerning Hazardous Transport . issued by the Ministry of Railway; (7) "Measures Concerning Hazardous Cargo Transport Management" . issued by Jiangxi Provincial Highway Administration Bureau. According to the above laws and regulations. the current management mode system over dangerous cargo transport is as follows. (1) The prefecture and municipal Traffic Administration Bureau (TAB) set up the local distribution of hazardous chemicals transport and carriage agency network; (2) To undertake hazardous cargo transport, the carriers and freight forwarders shall make application to the local TAB to get special certificate subject to examination and approval by the TAB. Those involved with hazardous cargo transport such as the manufacturer. sale, storage, carrier. freight forwarder should report to the 16 regional and municipal TAB the hazardous cargo transport plan and the details of the hazardous cargo; (3) There are special ,driving permit", "driver license", "escort" requirements for the chemical hazardous cargo transport, with uniform special signs for the vehicles, which have to be inspected periodically; relevant personnel should be trained and certified. (4) The route and the parking area of the hazardous cargo transport shall be designated by the public security bureau (PSB) and firefighting department. Vehicles transporting chemical hazardous substances should be parked at designated place (5) Special unified route bill is required for long distance hazardous cargo transport to be checked the PSB and TAB en-route, which is to be inspected and supervised by each public security and transportation departments.. For this project. the following management will be made for hazardous substance transportation: (1) Declaration system is enforced for vehicles transporting hazardous substance. Driver needs to fill a declaration form. including certificate number of the carrier. code of the hazardous cargo. names of consignor and consignee. loading and unloading place, characters of the cargo. etc.. (2) At the entrance and exit of tunnel. the driver' s three licenses should be inspected. and the route bill should be accepted. After safety inspection. the cargo is allowed to go. (3) Usually the hazardous cargo transport is arranged at off peak hours (for example 12:30-15:00). When the weather condition is bad, it is not allowed to be on the road. (4) At the entrance of the expressway. the Safe Driiing guideline for Gan-Yue Expressway will be distributed to drivers. which prepared by traffic safety experts. includes emergency handling methods. safety committee address and telephone. (5) The declaration and inspection of vehicles transporting hazardous substance at the highway entrance are to be made by the tollgate charger. Relevant persons will be trained on the management. declaration. safety inspection, work procedure and firefighting. which will be incorporated into the project-training plan. (6) When the vehicles loaded with hazardous cargo as blasting cap. dynamite.etc. will pass through the tunnel. the toll station staff shall notify in time the staff in the tunnel who shall send specific person to escort the vehicle(s) passing through the tunnel. 3.3.8 Risk Prevention of Tunnel Pollution 17 (1) The tunnel management station is responsible for the daily maintenance and repair of the Yanggongshan and Fuziling tunnels and responsible for their normal operation and control of their ventilation, lighting, fire warning, firefighting, circuit TV, emergency telephone and signal lamp. (2) Tunnel management personnel should be trained, which will be incorporated into the training program, so as to increase their ability to handle accident and to manage. (3) Air within the tunnels should be monitored, which will be incorporated into the environmental monitoring plan. and monitored data shall be reported timely. (4) Management over hazardous substance transportation should be enhanced. The above © and (I will be enforced by the tunnel management personnel. 3.3.9 Emergency Plan for Hazardous Substance Transportation Accident (1) In case of emergency. any finder shall immediately notify the central monitor room by the tunnel side telephone or other means. (2) Upon receiving the accident, the central monitor room should immediately notifv the nearby highway patrol who will control the site. Meanwhile, nearby local firefighting department should be also notified to help. (3) If the hazardous substance is of solid form. thev can be cleaned and recorded in the file. (4) If the hazardous substance is of gas form and is fatally poisonous. firefighters should wear masks to put out the fire. If the hazardous substance will unavoidably leak, then environmental and public security departments should be immediately notified to. if necessary. mobilize people within the pollution scope so as to prevent poisonous death. (5) If the hazardous substance is of liquid form and has entered into public water body. then environmental protection department should be immediately notified who will tell the downstream units (especially the water supply plant) to stop take water. and meanwhile will send environmental experts and monitors to the site to conduct monitoring analysis. and to get the vessel from the water. (6) Treatment measures for hazardous cargo accident in tunnel In addition to the above treatment measures, for the treatment of hazardous cargo accidents in tunnel. special emphasis shall be given to the clearing of site and inspection and repairing of ventilation and alarming devices so as to eliminate the 18 poisonous and hazardous gases' pollution on environment. After the implementation of the above measures, the unfavorable environmental impacts can be reduced to the acceptable level. 4. The Implementing Organization and Responsibilities 4.1 Implementation organizations The environmental management for the proposed expressway is organized by the Jiangxi Province Communication Department (JPCD) and implemented by the World Bank Loan Project Office of JPCD and. The Planning Division of Jiangxi Provincial Communications Department is responsible for the environmental protection work in this sector in the province, including formulation of environmental protection measures and rules, the provincial environmental protection plan and supervision of the implementation of the environrmental protection plan. The World Bank Loan Project Office under JPCD is the executive organization of this project. On May 5, 2000, it set up a leadership team coordinating engineering, environmental and resettlement affaires. under it there are environmental protection team and resettlement team staffed with 3-6 personnel with one environmental expert. The responsibilities are as follows. (1) to prepare the EIA report and EAP (2) be in charge of environmental management and resettlement arrangement for the proposed project; (3) To implement the environmental protection in accordance with the terms under the contract, in cooperation with the environmental protection engineer. to provide information concerning the environmental protection measures implemented in the construction period; (4) To enter into environmental monitoring contract with the local environmental monitoring station and supervise the monitoring work. to supervise the implementation of the environmental monitoring plan and report the implementations and the monitoring report; (5) To coordinate the relations between the environmental protection engineer, the contractor, and the design unit; (6) To deal with the complains concerning the environmental protection and to accept the supervision of the environmental protection department; (7) To purchase mobile automatic noise level detector to monitor the noise level in the construction period and the operation period, and report the monitoring work; - In the construction peribd. each of the contract section will be staffed with one environmental supervision engineer. totaling 9 engineers for 9 contract sections. whose responsibilities are: (1) To supervise the implementation of the environmental protection measures as specified under the EAP and the bidding document; (2) To monitor the noise level during the construction period During the construction period. the contractor shall appoint more than one full- 20 time person responsible for environmental protection work, with the responsibility as follows. (1) To implement the environmental protection works and measures in the contract engineering work as specified under the contract and the bidding document; (2) To cooperate with the environmental protection supervision engineer to inspect and check the environrmental protection work for the construction work. Environmental Monitoring Plan (1) Purpose and principles Based on the environmental impacts listed in the EIA and the mitigation measures in this EAP. an environmental monitoring plan has been worked out as to provide accurate environmental information of this project. to check the effectiveness of the mitigation measures and take correcting action when necessary. (2) Monitoring items According to the environmental impact forecast and assessment results. the items to be monitored in the operation period are TSP, bitumen smoke. construction noise and water quality. In the operation phase are traffic noise, ambient air and water environment. (3) Environrmental monitoring organization In construction period. noise monitoring shall be undertaken by the supervision engineer. The rest environmental monitoring work shall be contracted out to the Ji' an and Ganzhou EMSs. To ensure implementation of the monitoring plan. the Project owner shall enter into contract before commencement of the construction with the EMS concerning the monitoring in the construction period: and shall enter into another contract before the hand over of the completed highway with the EMS conceming the monitoring work in the operation period. 29 (4) Environmental monitoring plan The environmental monitoring plan is summarized in Table 4-2. (5) Cost estimation of the environmental monitoring equipment and fee Five noise monitoring instrument shall be purchased for this project, which costs about RMB 100,000. The environmental monitoring fee in the construction period are about RMB270,000, of which RMB90,000 is for noise monitoring; RMB120,000 for air monitoring; RMB 60,000 for water quality. The environmental monitoring fee in the operation period is about RMB210,000, of which RMB120,000 is for noise monitoring; RMB60,000 for air monitoring; RMB 30,000 for water quality. The total monitoring costs about RMB480,000. (6) Monitoring report system The environmental monitoring report system is shown in Figure 5-1. When each of the monitoring work is completed. the monitoring station shall submit the monitoring report to the higher administration office responsible for the environmental protection work. The Jiangxi Provincial Expressway Administration shall submit the environmental quality monitoring report once every quarter during construction phase and once every six months in operation phase to the World Bank.
