The implementation of environmental and social safeguards mitigation plans as well as the road works and their supervision have advanced in Togo and are about to start in Benin, while in Ghana the Page 1 of 7 The World Bank Report No: ISR5024 procurement process is expected to be completed shortly. The disbursement rate is at about 4% (US$8.4 million) and the contractually committed amount is about 10%. The lower than expected disbursements and commitments are due to delays in awarding the major civil works packages in Ghana and Benin. The rate is expected to improve by mid-2012 due to the start of the road works in Benin. Public Disclosure Copy The implementation of trade facilitation reforms in customs and ports are well under way with the following activities: (i) technical assistance in Togo on the design and draft bidding documents for the implementation of a Port Single Window (PSW) is on-going, as is the work on putting in place Customs performance contracts with support from the World Customs Organization; (ii) a dedicated customs project team is working on the finalization of indicators, but actual implementation will not start before June 2012; (iii) customs in Benin have started their training program and collaboration with customs in Cameroon towards the implementation of an internal control process; and (iv) the Port of Cotonou has launched a package to strengthen its integrated management system. At regional level, a diagnostic and a pilot implementation plan for a Customs Authorized Economic Operator (AEO) mechanism was developed with funding from a Trade Facilitation Facility (TFF). Implementation may be carried-out in a second phase under a new TFF funding; this is additional to the project funding and serving the project development objectives.
