The PPMUs are encouraged to start implementing this component, including IEC activities for HI, using their available project fund. Training quota of the medical universities may prevent the full scale implementation of training activities under Component C. The World Bank and the MoH shall seek agreement with the MOET to raise the official quota of the universities which serve the project's training needs. The CPMU shall put a lot of emphasis on strengthening procurement capacity of PPMUs which will allow a greater decentralization of procurement activities and faster implementation.
