The portfolio of climate change initiatives and projects in Zambia under the oversight of the Secretariat continues to grow. Additional resources have recently been mobilized from the BioCarbon Fund, for the Zambia Integrated Forest Landscape Program; and from the Scaling-up Renewable Program (SREP) under the Climate Investment Fund (CIF). An Expression of Interest was submitted for Zambia to be included in the Forest Investment Program also under the CIF. Potential funding for Zambia under the Green Climate Fund (GCF) is also on the horizon. Other donors and MDBs such as OECD and the UN Joint Program are also adding to the portfolio. This is an indication that the overall objective of the IICCS to mobilize and coordinate international climate finance and promote climate resilience and climate-smart development in Zambia is being achieved. However, this growing portfolio of activities has resulted in an increased workload for the existing core staff of the IICCS. There is thus a need for a functional assessment of the IICCS operational capacity, strengths and weaknesses to meet this expanding role and mandate, and identify measures to strengthen its capacity as needed. The civil society organizations (CSOs) selected to serve in the role of Climate Resilience and Adaptation Facilitation Teams (CRAFTs) have been brought on board and the training of trainers (ToT) in climate-risk planning for the CRAFTs has been completed by the consultant climate-risk experts. In turn, at the time of the mission, the CRAFTs and PPIU staff were in the process of training district-level government personnel in climate-risk planning, with the climate-risk experts backstopping this process. This cascading training program is pivotal in ensuring that climate risk and resilience considerations are mainstreamed into development plans at community, ward, district and provincial levels, in addition to playing a critical role in the identification of sub-projects for support under the PPCR Phase II. Once completed, an assessment of this ToT program is needed to evaluate the extent and quality of knowledge transfer to date. Mission site visits to communities in Kazungula, Senanga, Sioma, Shesheke, and Nalolo districts clearly demonstrated the enthusiasm of the communities, with implementation and rehabilitation work in communities in Senanga, Sesheke and Nalolo already completed. The communities in Kazungula and Sioma are at project identification stage. The mission’s engagement with communities in Kazungula and Sioma further helped to strengthen their understanding of the role of proposed sub-projects in strengthening climate resilience through increased agricultural productivity and improved livelihoods. There is a clear recognition on the part of the IICCS and PPIU that communities require regular sensitization and consultation to sustain their understanding and create the expected change in mindset and behavior necessary for climate-resilient development over the longer term. The conceptual design and Environmental and Social Impact Assessment (ESIA) report for the rehabilitation of the seven major canals has been approved by the Government of Republic of Zambia (GRZ), World Bank and Zambia Environmental Management Authority (ZEMA). The ESIA report has since been publicly disclosed in-country and on the World Bank’s InfoShop. The report includes a revised approach to the sustainable operation and maintenance of traditional canals, taking into account all relevant organizational, technical and financial considerations. The Environmental and Social Screening Form approved as part of the ESMF has been assisting communities at the ward level in screening the risks and impacts of the participatory adaptation sub-projects (mainly canals), and ultimately in developing adequate mitigation measures related to the sub-projects at the time of reviewing applicants’ proposals. The new approach calls for the development of a manual setting out ‘Standards, Norms and Procedures’ for the sustainable operation and maintenance of canals that would apply to all such inland waterways in Zambia, and not only to the canals to be rehabilitated under the project. The bidding documents for the civil works involved in canal rehabilitation have been approved by the Bank. However, the IICCS continues to engage with the Maritime Department under the Ministry of Transport, Works, Supply and Communication on the optimal approach to carrying out these civil works in view of the need for knowledge transfer to the relevant government staff to ensure continuity and longer-term sustainability. The outcome of these discussions have implications for the choice of procurement method for the canal rehabilitation, and specifically whether to allow the use of force account for the use of government-owned dredgers or whether the winning bidder would need to mobilize their own equipment. The mission continues to be concerned about the quality of participatory adaptation sub-projects selected to date under component 3.1, and in particular the lack of emphasis on ‘soft adaptation’ measures – beyond the rehabilitation of canals alone – among the sub-project proposals submitted to date. The role of trained CRAFTs and enhanced knowledge of district officials is essential to manage this risk. Overall progress towards achievement of the Project Development Objective (PDO) remains Satisfactory (S). However, the rating for Implementation Progress (IP) was downgraded as of the mission covered by this ISR to Moderately Satisfactory (MS) owing to delay in the canal rehabilitation component and the slow progress in implementing the climate information component. The current mission coincided with the review of overall Strategic Program for Climate Resilience (SPCR) implementation in Zambia through a beneficiary stakeholder consultations. These consultations took place at both national and sub-basin levels and were well attended by stakeholders including central, provincial and district government representatives, CSOs, and project beneficiaries. The review process featured progress reports from the country focal points; Multilateral Development Bank (MDB) updates on the status of projects and programs under the endorsed investment plan; showcasing of successes from project and program stakeholders and lessons learned; and discussions on challenges, lessons learned and identification of corrective measures. Overall there was a clear validation of progress in implementing the investment plan by the participants. This will be further ground truthed using the agreed CIF SPCR program core indicators/reporting scoring process over April-May 2015. The IICCS will use the scoring process to redefine the baseline with the criteria for the indicators now set. The next (fourth) full implementation support mission which also coincides with the Mid Term Review is planned for September 2015. This mission would largely focus on reviewing overall progress including soundness and quality of implementation across all the project components. It will also try to underscore the potential for scaling up to other part of the country drawing from the lessons learnt from implementation to date. A time-bound action plan on next steps in project implementation has been agreed. Framework(RF) indicators, however there are still some missing data entries across the entire results framework. The limited and or apparent lack of relevant data across all the indicator was due to the time required to design the Participatory Monitoring and Review ( PM&R) tool which was funded separately from the investment budget allocation because of the peculiarity of PPCR funded investment. Framework(RF) indicators, however there are still some missing data entries across the entire results framework. The limited and or apparent lack of relevant data across all the indicator was due to the time required to design the Participatory Monitoring and Review ( PM&R) tool which was funded separately from the investment budget allocation because of the peculiarity of PPCR funded investment. The task team expect to have the RF to be populated with more data by the MTR as movement is expected on many indicators is anticipated in later years with the PM&R tool now also operational.
