MoE managed the roll out of the grants program in about 43,000 primary schools throughout Myanmar in 2014-15 and implemented the stipends program in 8 townships. The programs were evaluated by MoE and by Save the Children as part of the M&E program. MoE reported on the results, on the second phase DLI achievement and on lessons learned at an annual program review on January 20-21. The Bank/Australian team, supported by Save the Children, will verify (spot check) the government's DLI reporting and check to verify that spending was made on eligible expenditures. A second disbursement against DLIs in the amount of $23 million is expected in July 2015, once it is verified that MoE has accomplished the following results: 1. Paid stipends to at least 18,000 basic education students in the Student Stipends Program in accordance with the Student Stipends Guidelines: MoE reports paying stipends to about 37,000 students. 2. Transferred grants to at least 100 townships and at least 80% of schools within those townships in accordance with the formula set forth in the School Grants Guidelines: MoE reports transferring grants to over 80% of schools in over 100 townships. 3. Provided a first annual status report on the school grants and stipends programs that provides updates on all progress indicators defined in the School Grants Guidelines and the Student Stipends Guidelines: this report has been received.
