The proposed regional project will embed the essential features of ensuring citizen participation and engagement in identifying and prioritizing developmental needs, including socio-economic infrastructure and livelihood opportunities to improve self-reliance of refugee hosting communities; improving social cohesion between refugees and refugee hosting communities; increasing citizen voice and role in development decision making; and eliciting greater demand for social accountability. The operational approach will be Community Driven Development (CDD) and will involve: (i) building and capacitating grassroots institutions; (ii) ensuring the voice of all communities is heard in decision making; (iii) strengthening decentralized government administrative functions; and (iv) investing in public service delivery and social mobilization to enhance social cohesion among beneficiary communities. IGAD (US$5 m). The Inter-governmental Authority on Development (IGAD), the peak regional body in the Horn of Africa, continues to play an important role supporting coordination and knowledge sharing between the project countries. The 7th Regional Project Steering Committee was held in Ethiopia in December 2020, focusing on the role of spatial data to support monitoring, supervision and evaluation. IGAD followed up on this meeting by providing hands-on support to map project sites across the four DRDIP countries. To generate cross-country learning, IGAD is working on studies on the project's approach to supporting renewable energy and on community-driven development and education. These studies are expected to inform programming in these important sectors in all four DRDIP countries (Djibouti, Ethiopia, Kenya and Uganda). IGAD has adapted its work plan to support more virtual learning events in light of COVID restrictions on travel that prevent face-to-face events from taking place. 2. Ethiopia (US$100 m). The project has made notable progress and is on track towards achieving the Project Development Objective. Against an end target of 1.2 million, so far 890,000 people have benefited from improved access to services, income-generating support and enhanced environmental management. Highlights include: (a) 603 infrastructure subprojects have been completed (including 193 schools, 190 water supply systems and 91 feeder roads) to enhance access to services for communities hosting refugees; (b) 132,000 people (refugees and host community members) have benefited from livelihood support (agricultural and non-agricultural); (c) 21,000 hectares of land have adopted sustainable land management practices; and (d) 16,000 people have access to improved energy sources. While the project is on track, it has faced multiple challenges during the reporting period, including COVID-19, flooding, desert locust infestation, and security challenges in Tigray and parts of Benshangul Gumuz. These challenges caused some delays, meaning some activities, mainly small-scale irrigation, and activities in Tigray will not be delivered by the original project closing date in December 2021. Thus, the government of Ethiopia has formally requested the World Bank to extend the project closing date by one year from December 2021 to December 2022. The request is being processed now. In response to the emergency crisis in the Tigray region, the Bank approved a revised annual work plan and budget to free up USD 2.3 m for the region for agricultural inputs, including seeds and fertilizers for farmers in the conflict-affected areas With the objective of expanding the achievements to more geographic areas and also including refugees as direct beneficiaries of the project, the government has formally requested Additional Financing of US$130 m over four additional implementation years. Preparation of the Additional Financing has commenced. 3. Djibouti (US$30 m). The project has made significant achievements particularly in Components 1 (socio-economic services) and 3 (Sustainable Livelihood). 97,000 people (against a target by the end of the project of 110,000) are benefiting from twelve infrastructure sub-projects (e.g., boreholes, water pipelines, health center, maternity hospital, secondary schools, roads and communty centers). Highlights of Component 2 (environmental management) include the distribution of 5,000 clean cooking stoves in Obock and Ali-Addeh to enhance environmental conditions and reduce dependence on firewood. During the reporting period, the technical study for the design of a solar power plant extension in Ali Addeh was completed. Construction on the plant, which will provide renewable energy to 21,000 people, is expected to commence in the second half of 2021. Over 1200 people (50% women and 50% youth) are currently benefiting from component 3 activities (sustainable livelihood), supporting income-generation for agricultural livelihood and for small business and trade activities. 4. Uganda (US$200 m). Implementation progress has been satisfactory in Uganda. Under Component 1 (socio-economic services), 165 out of the 341 subprojects are completed, with 34 close to finalization. This has benefited 2.5 million people with better access to education and health facilities, roads and bridges and water systems. 33 of the subprojects are located in refugee settlements. Component 2 (environmental management) is supporting 954 sub-projects (160 environment, 416 forestry, 113 water, hygiene, and sanitation 14 and energy 251). Consistent with the approach of the project to distribute resources equitably between refugees and local residents, 692 are located in host communities and 262 in refugee settlements. Labor Intensive Public Works (LIPW) based subprojects are supporting tree planting, agroforestry, wetlands/riverbank/ lakeshore restoration, and gulley control structures. These subprojects help to address environmental damage caused by the refugee presence - which can be a source of tension - and put cash in the hands of host community members and refugees. Under component 3 (sustainable livelihood) the project has approved 1755 sub-projects so far, of which 725 are under implementation and 145 in the preparatory phase. The activities mostly comprise support for crop farming, livestock farming, and produce trade. Around 13,500 households have benefited from livelihood support, of whom 70% are host community members and 30% refugees. 62.5% are female. Future livelihood activities will be informed by value chain analyses undertaken in the target areas. In 2021 the project has also initiated new activities to strengthen District capacity for prevention and response to violence against women and children in hosting communities and refugee settlements, implemented by International Rescue Committee.
