IDA financing (IDA Grant H8550) and GEF Grant TF14700 have been fully disbursed. The recently approved Additional Financing (D219) is being implemented satisfactorily. Its disbursement rate is 96%. Component A (Capacity Building). The implementation of this component is considered satisfactory. With changes implemented by the PIU after the recommendations of the previous Implementation Support Mission the results of this component have drastically changed in terms of improvement of women participation. Over a total of 3,429 beneficiaries of the training and capacity building activities, 2,183 are women (i.e. 64%). These trainings are related to (i) transformation and conservation of agro-sylvo-pastoral produces (vegetables, cassava, moringa, fruits and milk), (ii) social and environmental safeguard measures and rules, (iii) detection/identification of different varieties of pest and the protection of their own environment. Component B (Local Investment Fund). Component B (Local investments) is being implemented satisfactorily. To-date, 1,160 Micro-Projects (MP) for a total of CFAF 23,874,276,966 (i.e. US$41.45 million) were financed for the benefit of communes and their communities. These micro- projects MPs are divided into 455 MP for Income Generating Activities (AGR), 275 MP for Economic Social Infrastructures (ISE) and 433 MP related to Sustainable Management of Land and Water (GDTE). These microprojects which were effectively implemented have significantly contributed to initiating the local development process. The beneficiary Communes : (a) have now established socio-economic infrastructures, (b) set up working capital in cash and in kind, and (c) reclaimed converted thousands of hectares of degraded lands into productive ones. Substantial results have already been recorded. Sustainable Soil and Water Resources Management and Natural Regeneration: In comparison to (i) a target of 60,000 ha at the end of the project, more than 90,388 ha of SLMW activities have been achieved, i.e. 151% implementation rate; and (ii) 90% of the Communes reached or exceeded the target of 200 ha. These results clearly demonstrates that the mechanisms for sharing the benefits derived from the works and the economic valuation of these reclaimed spaces constitute a lever for the fight against poverty and the rural exodus, as well as a factor of mobilization of the population around best practices in the field of the Sustainable Soil and Water Resources Management. As far as Carbon Sequestration Initiative by planting gum trees (Acacia Senegal) is concerned, the project is progressing satisfactorily. All sections of the activities included in the roadmap have been executed, including those on: (i) Project Limit Monitoring, (ii) Project Activity Monitoring, (iii) the Legal Recognition of COGES, (iv) the Manual of Procedures, (v) the monitoring of the carbon stock which made it possible to estimate sequestered carbon at 243,490 t CO2 Eq, (vi) the Project Monitoring Report, and (vii ) Quality Control. The International firm hired to measure the quantity of carbon sequestered finalized and submitted its report which was approved by the Bank Bio-Carbon Unit. As per the Emission Reductions Purchase Agreement, the BioCarbon Fund, which is administered by the World Bank, will purchase the carbon credits on behalf of its donor countries and private sector participants. The first payments for the carbon credit are expected in July 2019. Agroforestry: As far as agroforestry is concerned, agro-sylvo-pastoral production at the different sites shows an estimated 2,400 tons for food crops and more than 200,000 tons of dry matter (DM) of forage species. Component C (Project Coordination, Management, Monitoring and Evaluation and Communication). Project coordination and management is proceeding satisfactorily. The project team undertakes frequent field missions to monitor the implementation of activities. The National Coordination Unit supports and advises all the targeted Communes. The results of the project are perceptible in all municipalities. Most municipalities used all of their Financial Indicative Endowment (DIF). Component D (Contingent Emergency Response). The PAC-3 participated in the production and dissemination workshop for the Implementation Manual for the Emergency Response Mechanism. This manual is completed and ready for use. Despite the fact that there has been no crisis during the last six months but the project is fully equipped to intervene at any time if needed.
