All remaining equipment for further work by DABS at Mazar-e-Sharif has been delivered. The Mazar-e-Sharif and Aybak substations have been energized but have not been commissioned or handed over to DABS. There are however concerns that the project development objective cannot be sustained because of transformer failures in the Kabul distribution system brought about by Page 1 of 4 The World Bank Report No: ISR9831 overloading and poor quality equipment. At Aybak it is reported that there have been some equipment failures and essential civil works are not complete without which it will not be possible to complete the commissioning satisfactorily; Mazar substation is also not yet commissioned. Addressing these warranty and contractor performance issues will most likely continue beyond the project closing date of March 31, 2013.
