The mission was held virtually to accommodate for the operational challenges arising from the ongoing COVID-19 pandemic. The Project was restructured in February 2020, primarily to (i) cancel project activities not expected to be completed by project closing, (ii) transfer the cancelled activities and associated financing to the Rural Accessibility and Resilience Project (RARP - P163490), and (iii) extend the project closing date to August 31, 2020. The transfer was formalized by means of an additional financing to the RARP (P173281). The progress towards the achievement of the PDO remains Moderately Satisfactory and all three PDO indicator have be met. Notwithstanding the operational challenges arising from the ongoing COVID-19 pandemic, implementation continued to progress during the reporting period. 8/31/2020 Page 1 of 6 The World Bank Implementation Status & Results Report HT Center and Artibonite Regional Development (P133352) The project contributed to improve the share of rural population with access to an all-weather road from 39% (2013 baseline) to 56%, by enhancing logistics, transport connectivity and climate resilience to the loop, between urban centers on the loop, as well as within the loop. The project achieved this outcome through the rehabilitation of 30 km of rural roads, 56 km of non-rural roads, as well as 64 spot improvements on the structuring road sections of Titanyen – Saut d’Eau, Dessalines – St-Michel, St-Michel – St-Raphael and Hinche – Maissade, as well as on the rural road network. The sustainability of associated investments has been fostered by the adoption of a regional road maintenance strategy as well as by the training of 284 people within selected communities to basic rural road maintenance. Furthermore, the project supported the development of regional knowledge and planning tools by delivering 12 events and activities dedicated for knowledge development and dissemination and 2 climate-informed urban plans for the cities of Titanyen and Hinche. The satisfaction survey was carried out on August 23-25, 2020. ►Number of producers and users serviced by an all-weather-road accessing urban and rural markets. (Number, Custom) The number of producers and user serviced by an all-weather road accessing urban and rural markets jumped from 0 to 123,000 in the last reporting cycle, the reason is that data on this indicator has only been collected in this last reporting cycle once all major civil works have been completed. Implementation Progress – Implementation of key project activities have advanced despite the difficult situation in the country; please see the section on Key Issues. The Project has cancelled in February 2020 US$23 M since some activities will not be completed on time before project closing (august 31, 2020). These activities will be taken over by AF RARP (P173281).
