The drainage service of 124.8 square kilometers of the river catchment has been improved. The number of direct project beneficiaries reached 1.457 million, in which 49.1% are females, representing all the residents of the river basin. 795,000 residents in the urban areas have benefited from enhanced drainage capacity, enlarged coverage of drainage services, improved environmental amenities and reduced flood risks. The main river’s flood control capacity has been restored to 20-year return period and, overall the urban drainage capacity was restored to protect storm events of 10-year return period. This was witnessed by the flood incidents in the summer of 2020. The successful completion of the project supports the municipal strategy for comprehensive water pollution control and it has demonstrated the overall improvement of water quality and aquatic environment of the river basin. In the long term, it will contribute to the green transformation of the municipality and the fulfillment of the national strategy of Yangtze River Protection. 1/23/2021 Page 1 of 8 The World Bank Implementation Status & Results Report Ma'anshan Cihu River Basin Improvement Project (P126813) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance -- Low Low Macroeconomic -- Low Low Sector Strategies and Policies -- Low Low Technical Design of Project or Program -- Low Low Institutional Capacity for Implementation and -- Low Low Sustainability Fiduciary -- Low Low Environment and Social -- Moderate Low Stakeholders -- Low Low Other -- Low -- Overall -- Low Low Results PDO Indicators by Objectives / Outcomes Improved drainage and flood protection capacity IN00929423 ►KPI #1 Direct project beneficiaries (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 1,300,000.00 1,457,000.00 1,300,000.00 Date 31-Dec-2013 31-Aug-2020 31-Dec-2020 31-Dec-2020 The outcome exceeded the final target. Main benefits can be summarized as: flood risk reduction, river basin drainage service improvement, environmental amenity provision. Information source: Ma'anshan Municipal Yearbook 2019. Principal benefits included (for beneficiaries in different regions):  Reduced Cihu River flood risks and avoidance of risk-associated damages to properties and agricultural production;  Improved access to drainage services for old residential areas;  Reduced health risks for people living in areas prone to inundation;  Improved access to public services, which are largely located in the City center (or CBD) along Cihu River thanks to improved road conditions and reduced inundation in wet seasons (in terms of time savings);  Reduced environmental pollution thanks to the collection of more domestic wastewater (upstream region) and industrial wastewater (Hi-tech Industrial Areas) as well as reduced riparian water and soil erosion;  Newly created public spaces for citizens (open air gyms, activity plaza, footpaths by the rivers); New environmental amenities to the public (reduced black water areas with unpleasant odors), greening and plantations, brown field remediation for landscaping, etc IN00929424 KPI #1.1 Female beneficiaries (Percentage, Custom Supplement) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 50.00 49.10 50.00 IN00929425 ►KPI #2 Population benefitting from improved drainage (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 125,000.00 639,000.00 795,000.00 639,000.00 Date 31-Dec-2013 31-Aug-2020 31-Dec-2020 31-Dec-2020 The outcome exceeded the final target. The result refers to the population in the sub-catchments along the two sides of Cihu River. People benefited from improvement and provision of drainage services, especially in the upstream region that used to host mining areas and a residential quarter without connection to the municipal drainage services. In the downstream regions, where an industrial park and an iron steel complex are located, the drainage Comments: system was upgraded to a separate system with upscaled sizes. Wastewater was largely intercepted to the local WWTP. The region used to be frequently inundated with dirty water even during light rains. By upgrading, rehabilitating and reconstructing the urban drainage system, including pumping stations, flood risks due to storm water were greatly reduced: the drainage system can drain floods of 1-in-10-year 1/23/2021 Page 3 of 8 The World Bank Implementation Status & Results Report Ma'anshan Cihu River Basin Improvement Project (P126813) recurrence in a timely manner. Furthermore, the drainage systems proposed after the 2nd restructuring were built in a more resilient manner and will protect the regions from 1-in-30-year floods. The system design was initially simulated by the hydraulic modelling and the final system was proven effective in the summer 2020 during storms and multiple floods up to 1-in 30-year recurrence, or the second heaviest rainfall years in history with hydrological records for the river.
