Initial expectations were that the project would become effective in February-March 2014. Procedures related to the authorization to borrow took longer than expected and the signing took place in August 2014. Respectively, the project became effective on September 16, 2014, after all required legal documents were sent to the World Bank. Despite the initial delays, activities under all the project's components are now under implementation. The main credit has been fully disbursed and the additional financing in the amount of US$75 million equivalent, which became effective on September 16, 2015, has already disbursed US$16 million, or 21.3 percent. The Local Development Fund-Technical Support Team (LDF-TST) prepared the updated work plan and the procurement plan. District Councils are responsible for the implementation of the social protection programs. Following the program principles, the Districts are also responsible for supporting communities to identify Productive Community Driven Public Works, Social Cash Transfers and livelihood activities. The project sustains its Satisfactory rating for prospects of meeting its Development Objective.
