PROJECT INFORMATION The World Bank RESTRUCTURING ISDS DTF: MA-Support New Governance Framework (P143979) Current Project Development Objective The Project Development Objective is to strengthen mechanisms for transparency, accountability and participation on the central andlocal government level in Morocco. The project will achieve the PDO by (i) supporting processes to develop public engagement laws and policies; (ii) improving access to fiscal information and enhancing performance orientation in budget management; and, (iii) strengthening the role and functions of local governments, particularly through fiscal decentralization. . PROJECT DESCRIPTION The proposed activities financed by additional Financing (US$ 1 million) are as follows: Component 1: Strengthening Public Participation (a) The additional financing will finance outreach activities on the e-petition platform and the new legal/regulatory framework and develop M&E module to assess the users’ satisfaction (September 2019); Component 2: Enhancing Efficiency and Accountability in the Use of Public Funds The following new activities to be supported are: (a) Develop a unified PIM framework and ToR for an integrated data base (November 2019); (b) Pilot management control, managerial charters, as tools to embed the budget reform (March 2020); (c) Develop and deploy additional tools on the public investment reform such as technical guides (September 2019). (d) Improve of the substance of the annual performance plan, annual performance report and performance indicators in selected sectors (September 2019); Component 3: Advancing Regionalization.
