The Project Administration Unit (PAU) capacity was soon established within DVK, but early tasks for the procurement of Project Management Consultant (PMC) services suffered delays. The PMC team mobilized in Dushanbe in October 2012. Project implementation has now gained momentum, and must make-up for overall delay estimated of 6-8 months. This ISR accounts for the findings of a November 2012 supervision mission, and known Project developments since. Page 1 of 6 The World Bank Report No: ISR9530 The PMC has developed an effective Procurement Strategy, strengthening and updating the appraised Procurement Plan with specific contract provisions, and the preparation of procurement packages is well underway, including critical packages for supply and installation of water meters, rehabilitation of filters at the Samatechnaya Water Treatment Plant (SAM WTP), and rehabilitation of Napornaya pump station (NAP PS). Civil works have however not yet started. Public Disclosure Copy The Nov 2012 mission stressed the urgency of other tasks to be undertaken by Dushanbe Vodokanal (DVK) with PMC support, i.e. the procurement of a modern billing and collection system and the updating of DVK's Operations Performance Improvement Action Plan (OPIAP). Both activities should be the focus of the Institutional Development component, for which PMC experts were deployed to Dushanbe in mid-Nov 2012. DVK must also urgently upgrade its software for Project and DVK accounting needs. Experts from the St Petersburg Vodokanal visited DVK in Dec 2012 as part of a South-South Experience Exchange activity, aimed at establishing a technical cooperation agreement between the two utilities.
