Amendment No. 13 to the Supplemental Arrangement between the Ministry of Finance of Japan
 and the International Bank for Reconstruction and Development and the International Development
             Association regarding the Policy and Human Resources Development Fund
                (Trust Fund No. 072610 parallel to original Trust Fund No. 021330)

1.      Reference is made to the Supplemental Arrangement between the Ministry of Finance of Japan (the
“Donor”) and the International Bank for Reconstruction and Development and the International
Development Association (collectively, the “Bank” and together with the Donor, the “Participants” and
each a “Participant”) regarding the Policy and Human Resources Development Fund (PHRD) (Trust Fund
No. 072610) (the “Trust Fund”) effective as of July 21, 2016, as amended (the “Supplemental
Arrangement”).

2.      The Bank is pleased to acknowledge that the Donor has decided to provide a supplemental
contribution in the amount of twelve billion nine hundred and sixty million Japanese Yen
(JPY 12,960,000,000) (the “Contribution”) for the Trust Fund in accordance with the terms of the
Supplemental Arrangement, which will be allocated as follows:

        (a)     Multilateral Account: JPY 12,744,000,000

        (b)     Japan-World Bank Partnership Grants: JPY 216,000,000

The PHRD FY22 additional contribution allocations are shown in detail in the Schedule attached to this
amendment (the “Amendment”).

3.     The Donor will deposit the Contribution in the currency specified in paragraph 2 above into such
bank account designated by the Bank promptly following countersignature of this Amendment and
submission of a payment request by the Bank.

4.      When making a deposit, the Donor will instruct its bank to include in its deposit details information
(remittance advice) field of its SWIFT deposit message, information indicating: the amount deposited, that
the deposit is made by the Donor for Trust Fund No. 072610 (the Policy and Human Resources
Development Fund), and the date of the deposit (the “Deposit Instructions”). In addition, the Donor will
provide a copy of the Deposit Instructions to the Bank’s Accounting Trust Funds Division by e -mail sent
to tfremitadvice@worldbank.org or by fax sent to (202) 614-1315.

5.      All other terms of the Supplemental Arrangement will remain the same.

6.     The Bank will disclose this Amendment in accordance with the Bank’s Policy on Access to
Information. By entering into this Amendment, the Donor consents to such disclosure.

7.       Each of the Participants represents, by confirming its acceptance below, that it is authorized to enter
into this Amendment and act in accordance with its provisions. The Participants are requested to sign and
date this Amendment, and upon possession by the Bank of this fully signed Amendment, this Amendment
will come into effect as of the date of the last signature.
