The two stage APL programthat contributes to this objective and the allocation of works and activities under each APL has been specifically designed toensure that APL-1 can be free-standing, with no stranded assets at the end of the first stage. The project (APL-1) development objectives contribute to the overall program development objective by (i) improving sewerageservices in the M-R River Basin and other parts of the Province and City of Buenos Aires by expanding transport and treatmentcapacity; (ii) supporting a reduction of industrial discharges to the M-R River, through the provision of industrial conversiongrants to small and medium enterprises; (iii) promoting improved decision-making for environmentally-sustainable land use anddrainage planning, and piloting urban drainage and land use investments, in the M-R River Basin; and (iv) strengthening ACUMAR#sinstitutional framework for ongoing and sustainable clean-up of the M-R River Basin. A summary of the project implementation progress as of May 2020 is presented below:. Component 1: Sanitation The Lot 1 contract for the construction of the Left Bank Collector (LBC) has achieved a physical completion rate of 79.84%. The contract has three tunnel sections - Sections 1 and 2 of the LBC, and Baja Costanera Collector (BCC) - and several complementary works. Two Tunnel Boring Machines (TBM) are currently working at a minimum speed due to COVID emergency. Section 1 of LBC with a length of 1.6 km has been completed. Section 2 of the LBC has 7,13 km excavated (73,8% of the total length), and the BCC has excavated 3,2 km, about 61,7% of the total length. The Lot 3 contract of the construction of the Subaquatic Outfall has achieved a physical completion rate of 71.11%. Excavation works for the main tunnel have been completed (12 km), and the TBM has reached the end of the tunnel. A new machine that will excavate the vertical tunnels for the raisers has been placed in the tunnel. Actual construction of raisers will start once normal construction activities are allowed to resume in coming weeks. The contract for the Sludge Treatment Plant of the Sudoeste Wastewater Treatment Plant has achieved a physical completion rate of 94.46% for the civil works and 43.62% for the electromechanical works. Component 2: Industrial Pollution Abatement This component supports two construction contracts and one supervision contracts. With the signing of the contract for the Industrial Wastewater Treatment Plant in March 2020, all three contracts are now under implementation. As of May 2020, the contract for the development of the Tannery Industrial Park has achieved a physical completion rate of 38.17%. Component 3: Environmental Territorial Management Works in Cañuelas and Marco Paz have been finalized under this Component. Only one contract is ongoing under this Component and is related to construction of water, sanitation and drainage networks in Villa 21-24 have a contract execution rate of 77.56%. Update on Implementation Arrangements In March 2020, the new government has confirmed that the Ministry of Public Works (MPW) continues to lead the implementation of this project, and appointed new leaders of the Project Implementation Unit.
