Achievement of the PDO indicators has contributed significantly to capacity building and supporting the ICZM approaches. More significant achievements of the project include: (a) policy reform – revised regulations related to coastal zone management and integrated island management in 2019, after a nationwide consultation that lasted more than a year; (b) establishment of institutions at national, state and district levels supportive of integrated coastal zone management; (c) creating substantive knowledge base needed for the country at both national and state levels, which are introduced for the first time in the country and, for several themes, for the first time in the region or globally; (d) establishment and operationalization of a world-class knowledge provider – the National Center for Sustainable Coastal Management (NCSCM) at Chennai – which is not only providing 6/29/2020 Page 1 of 8 The World Bank Implementation Status & Results Report Integrated Coastal Zone Management (P097985) cutting edge knowledge to the national and state governments, but has also started offering knowledge support to the Indian Ocean Rim Countries or to platforms such as the West Africa Coastal Alliance. The project has supported establishing knowledge and planning benchmarks for integrated coastal zone management in the country. These include establishment of hazard line for the entire coast of India, mapping of Ecologically Sensitive Areas, and ongoing application of draft ICZM Planning guidelines for planning in several coastal parts of India. The Ministry of Environment, Forests, and Climate Change (MOEFCC) is currently using the data for coastal management aspects as well as for regulatory requirements. Integrated coastal zone management plans have been prepared for three pilot states of Gujarat, Odisha and West Bengal. The NCSCM is functioning as an autonomous center supporting research and knowledge management for sustainable coastal management: The NCSCM has set up seven Divisions of Excellence to carry out frontline research and establishing knowledge and planning base including setting up databases for coastal, marine biodiversity network, national GHG emission database for coastal ecosystems, baseline for coastal sediment cell delineation as benchmark with coastal maps, and futuristic research on marine and coastal areas. In parallel, the implementation of the state-specific ICZM pilot activities have been completed contributing to achievement of PDOs. Some of the key results achieved include: (a) Coastal Conservation and Protection pilots relating to: mangrove plantation, infrastructure and research facilities for coastal wildlife protection, multipurpose cyclone shelters, technology demonstration for protection from coastal erosion, and demonstration of coral transplantation & regeneration, etc.; (b) pollution abatement pilots relating to: sewerage treatment plants for about 1 million population completed; household electricity in one island to minimize air pollution emissions; etc.; and (c) coastal livelihoods by establishing about 3300 SHGs/CBOs with improved income levels and facilitating long-term sustenance by integrating them into regular government programs. (v) In addition, the project has leveraged the results achieved to initiate the preparation of Enhanced Coastal and Ocean Resource Efficiency Project (ENCORE) to scale up ICZM approaches to the rest of the coastal states and UTs.
