The Second Dushanbe Water Supply Project (DWSP2) was approved on June 7, 2011 and became effective on October 12, 2011. Project implementation effectively started only a year later, in October 2012, due to procurement delays in the recruitment of the Project Management Consultant (PMC). The Project is now fully underway, with satisfactory project management performance and technical outputs. DVK and PMC have achieved a major implementation acceleration since April 2013, putting DWSP2 back on track for completion by Dec 31, 2015. Page 1 of 6 The World Bank Report No: ISR12280 As of Sept 2013, nine contracts were underway or completed, with total commitments of $8m (or 50% of Project funding). Five contracts were in various stages of procurement, and bidding packages were in preparation for the remaining 7 contracts. All main contracts are expected to be awarded by early 2014. Disbursements still lagged at 10.4%, but according to the latest implementation plan agreed with DVK, they should reach 17 % by end Dec 2013 and 27% by Mar 2014. The accelerated implementation pace must be Public Disclosure Copy sustained, and DVK must imperatively avoid incurring new delays in procurement, particularly at the bid evaluation and contract signature stages. On the ground, meter installation and network cleaning works are about to start, preceded by relevant communications campaigns. Despite limited capacity and difficulties in recruiting skilled staff, DVK and the Municipality of Dushanbe (MD) are well mobilized behind project objectives. DVK has approved a new utility organization, drafted a comprehensive staff training program and is following the updated 2013-2015 Operational Performance Improvement Action Plan (OPIAP). A pilot program has been designed to assess water losses and leak reduction strategies in a neighborhood of Dushanbe. DVK's performance is showing some promising early signs of improvement: With more proactive operations and maintenance, DVK has reduced chronic summer service disruptions and complaints in 2013. Financial statements also show that better billing and collection are resulting in major revenue increases and loss reduction. It is crucial for DVK to continue improving its operational performance, including through better financial planning and management. To that effect DVK is encouraged to staff the vacant position of Deputy Director for Finance. DVK is also encouraged to communicate more effectively with the media and with its customers on its initiatives and results in service improvement.
