In total, 345km of roads have been constructed and 8 school buildings and 14 teacher houses have been added at different project locations. In addition, 8 community centers and 5 health post were completed. Land recipients experience the positive impacts of services and infrastructure provision. All “eligible land recipients” (LRs) in 13 project sites have received land titles, accounting for 76% of all LRs in the 14 project’s sites. The eligible LRs at the Dong site (Kampong Thom) are expected to receive their land titles in 2024 and 2025. 88 percent out of a total number of 5,143 trainees in 2020 (2,687 female trainees), expressed satisfaction with the agriculture techniques introduced and have started applying the techniques on their farms. There is 3/22/2021 Page 1 of 9 The World Bank Implementation Status & Results Report KH-Land Allocation for Social and Economic Development Project II (P150631) a high number of satisfied female beneficiaries, a result of high and active participation of women in the project. Overall satisfaction rate is encouragingly high. The Food and Nutrition Security Survey 2020 showed that the number of moderately and severely food insecurity households among land recipients decreased significantly to less than 1 percent of the interviewed households. In 2020, no land titles were issued because no LRs had met the eligibility criteria for additional titles to be distributed, thus, this Comments: indicator remains [fully achieved] also during project Year 4 (2020). The expected title issuance for 2021 totals 2,287 titles (including for 773 newly eligible families) who are expected to meet eligibility criteria. The title issuance plan will be pursued for remaining families, when they meet the eligibility criteria in 2021, except for the 306 families (or 389 plots) that have opted out of the 3/22/2021 Page 2 of 9 The World Bank Implementation Status & Results Report KH-Land Allocation for Social and Economic Development Project II (P150631) plan by formally returning their lands back to the project. These 306 families do not use the lands (or they use only residential land or only agriculture land although they have received both lands from the project); and a few families that did not move in after some years following land allocation, and who are subjected to having their land revoked. After 2021 the project remaining land titles will be provided at all LASED II communities and to all eligible beneficiaries even after project closing. This specifically applies to the 650 families in Dong who are expected to meet the eligibility criteria in 2024 (509 families) and 2025 (141 families). [Year 4, Target 80%]. The proposed water supply facilities in Peam (Kampong Chhnang) were cancelled in March 2020 due to the Comments: change of proposed water supply design and the limited time available for completing the feasibility study, detailed design and supervision. [Year 4, Target 65%]. Overall target client numbers have been adjusted following the baseline correction [Year 4, target: 3,467 (male) and 1,624 (female)], these final numbers of land recipients include the new site at Dong. The high absolute number of (satisfied) female LRs is a result of the high and active participation of Comments: women in the project. [Year 4, Target: 591]. In consequence, the absolute number of male LRs participants below is lower. With LR families represented in training courses by women, the satisfaction rate of “families” has exceeded the target already. While the last year will see an additional number of also satisfied male training participants, the decisive number is the overall satisfaction rate which points at a well-designed service provision. The PDO rating is kept at Satisfactory. The project has made good and steady progress towards achieving the PDO. All indicators have reached target levels. Small deviations are explained by the project context (See comments above). The PDO remains relevant and is considered a key strategy for poverty reduction under the current Rectangular Strategy IV, and a priority for the government of Cambodia, even more relevant in the case of the COVID-19 era. Adjusting some of the values for the PDO indicators has been done at the MTR. This included the necessary baseline correction for (i) accidentally having included the Battambang JSDF's associated LASED site and (ii) the adjusted beneficiary numbers at the new site in Dong. The adjusted numbers are reflected in this status update. The activities and accomplishments to date provide good lessons learned for the implementation of SLC programs. The main reason is the only temporary presence at the site of a significant number of beneficiaries who use their land but don’t stay permanent on the site. Those permanent on sites, facilitating their joining associations, are mainly women, which is reflected in their high membership numbers. Initiating ACs at the different project sites has taken longer than expected. Comments: However, while the ongoing work of in particular the CDFs will increase overall, including male membership in ACs, the high share of women is important and proves their interest in the (business) opportunities that ACs provide.  (exceeded) 1,583 LR members of associations are female. Comments: Overall Comments IR The constraints on activities during 2020 due to the Covid-19 pandemic finally had only limited impacts on the targets for year 4. Field monitoring and supervision remain restricted but with government activities having resumed in the second half of 2020, target achievements remained largely on track. Within the continued limitations, monitoring of activities will continue. While adherence to all precautionary measures remains paramount within all activities, counterparts have been encouraged to increase efforts towards full project target achievements by the end of the 2021. 3/22/2021 Page 7 of 9 The World Bank Implementation Status & Results Report KH-Land Allocation for Social and Economic Development Project II (P150631) Performance-Based Conditions Data on Financial Performance Disbursements (by loan) Project Loan/Credit/TF Status Currency Original Revised Cancelled Disbursed Undisbursed % Disbursed P150631 IDA-58070 Effective USD 25.06 25.06 0.00 22.03 3.39 87% Key Dates (by loan) Project Loan/Credit/TF Status Approval Date Signing Date Effectiveness Date Orig.
